OBJECTIVES OF THE PROGRAMME

The mission of WHO's UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization's 13th General Programme of Work (GPW13) and the Sustainable Development Goals. The role of the Department for Environment, Climate Change and Health (ECH) within the overall work of WHO is to promote ahealthier environment, intensify primary prevention and to influence public policies in all sectors to address the root causes of environmental threats to health. ECH develops and promotes preventive policies and interventions based on an understanding and an in-depth scientific analysis of the evidence base for environmental determinants of human health.The Climate Change and Health (CCH) Unit provides international leadership through a comprehensive health response to climate change, which enhances population resilience to climate risks, and supports health-promoting climate change mitigation policies.WHO's work on climate change is mandated and guided by a World Health Assembly Resolution (61.19), and workplans approved by the WHO Executive Board. This includes strengthening partnerships to address health and climate change with relevant UN agencies and other actors; providing leadership and raising awareness of the need to protect health from climate risks and the potential health gains from actions that also reduce carbon emissions; promoting and guiding the generation of scientific evidence, including monitoring progress at country level; providing policy and technical support to Member States in the implementation of the public health response to climate change.

DESCRIPTION OF DUTIES

  1. Develop a comprehensive, organization-wide strategy for WHO to systematically carry out due diligence for environment and climate sustainability within its own operations, and to provide leadership and guidance on this issue to the health sector in general.2. Expand the existing WHO Environmental Management Procedure into to a full organization-wide approach, including climate and other risks as appropriate and manage its implementation3. Develop tools, guidance and capacity building materials to support the implementation of environmental and climate sustainability measures into the design and delivery of WHO's own activities and for public health programmes more broadly4. Ensure coherence and alignment of the above with relevant WHO activities across HQ Departments Regional and Country Offices; including in the fields of climate change, chemical safety, radiation safety, water, sanitation and hygiene, health care waste management, occupational health and safety, children's environment and health; with other programmes implementing activities with associated environmental sustainability issues, such as patient safety, infection prevention and control, vaccines and immunization, malaria, essential medicine and devices, human resources for health and the Service Availability Readiness Assessment team (SARA) and with WHO due diligence processes on gender, equity and human rights.5. Manage WHO's engagement in relevant cross-UN initiatives, including on measuring and managing the environmental footprint of UN activities, promotion of green procurement practices.6. Engage with external stakeholders and develop new networks, as appropriate, to implement the above.7. Engage in resource mobilization activities, including proposal and grant development, to facilitate the implementation of WHO's global programme on environment and climate sustainability in the health sector.8. Other duties as required. Main achievements include:A comprehensive strategy for environment and climate sustainability is approved and applied across all relevant WHO activities, backed by technical guidance, capacity development support and an efficient screening and management process; WHO participates fully in overall UN environment and climate sustainability initiatives; WHO is recognized and cited by the wider UN and member state governments as a global leader on environment and climate sustainability in the health sector; New partnerships and networks established in support of the above activities.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in biological sciences or medicine from a recognized university, or a postgraduate degree in public health or environmental management. Desirable: Post-graduate degree in environmental management systems, environmental and social sustainability measures, or equivalent work.

Experience

Essential: Minimum of seven years of experience working on environmental and climate sustainability measures of which at least five years exposure at an international level. Demonstrated use of relevant instruments and tools, for environmental due diligence in the health sector to identify and address environmental and climate determinants of health associated with specific sector policies and projects. Demonstrated experience with the integration of environmental and climate sustainability considerations into the design and delivery of programmes and projects. Desirable: In-depth practical experience of the role of WHO globally, regionally and at country level, including its supportive efforts with other partners.

Skills

Extensive knowledge of the broad determinants of health and their interrelatedness in a health sector context. Thorough knowledge and understandingof environmental health issues associated with health care activities;Excellent communications skills, both written and spoken;Ability to facilitate collaborative activities and stakeholder engagementprocesses in multi-cultural and multi-sectoral settings;Excellent organizational and programme management skills; Expertise inplanning, monitoring and evaluating policies and programme implementationfocusing on environmental and climate sustainability in the health sectorStrong research and writing skills, including in the context of proposal and grantdevelopment;Proficiency in all desktop applications of Microsoft Office (spread sheets,presentation software, word processing, etc.,Ability to work harmoniously as a member of a team, adapt to diverseeducational and cultural backgrounds and maintain a high standard of personalconduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5194 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
