OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision-making processes through improved health information coverage, analysis, and quality at all levels.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Communicable Diseases and Environmental Determinants of Health (CDE), and the direct supervision of the Unit Chief, HIV, Hepatitis, Tuberculosis and Sexually Transmitted Infections (CDE/HT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support for the implementation of the End TB Strategy with emphasis on aspects related to all forms of drug-resistant tuberculosis (DR-TB) and TB data;
  2. Monitor and provide technical advice to Member Stares for the introduction of new anti-TB drugs and implementation of shorter treatment regimens with emphasis on DR-TB, in line with the latest WHO consolidated guidelines;
  3. Provide technical support, in collaboration with the Medicines and Health Technologies (HSS/MT) Team, for the implementation and monitoring of pharmacovigilance of anti-TB drugs in Member States;
  4. Collaborate with the HSS-MT, the Strategic Fund and the Global Drug Facility (GDF) for technical cooperation to Member States on drug management and in the procurement of first- and second-line anti-TB drugs, using the software QuanTB;
  5. Provide Secretariat support to the Regional Green Light Committee (rGLC) for planning and technical support to countries with an DR-TB component of their Global Fund grant; coordinate and participate in periodic monitoring visits to the NTPs by the rGLC and develop and/or review related reports for submission to WHO and the Global Fund;
  6. Facilitate and support the implementation of the activities of the TB component of the Global Fund’s regional grant on strategic initiative for data (SI-data) 2021-2023, including visits, workshops, meetings, and related events;
  7. Follow up on the implementation of the recommendations made during the rGLC visits and on the activities related to SI-data;
  8. Contribute to all reports of the Global Fund’s regional grant on SI-data, on aspects related to the TB activities;
  9. Provide support for aspects related to TB strategic information and provide technical cooperation to countries on the annual TB data collection;
  10. Contribute to the review and analysis of the data related to the End TB Strategy, as well as in the development of periodic regional reports;
  11. Contribute to the preparation and participate in regional and subregional CDE/HT meetings, TB monitoring visits to countries, and in the development of the respective reports;
  12. Assist and support training activities related to TB, DR-TB and strategic information;
  13. Contribute to the preparation and revision of publications for scientific journals, as well as technical documents on TB and DR-TB;
  14. Contribute to the development of regional projects and/or proposals for mobilization of financial resources for TB;
  15. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health science from a recognized university.

Desirable: A master’s degree or equivalent in communicable diseases, public health, or related field would be an asset.

Experience****:

Essential: Seven years of combined national and international experience working in tuberculosis prevention and control, including program management or project implementation, data management and analysis, and monitoring and evaluation. Of these, at least four years of experience in drug resistant TB is essential.

  • Theoretical and practical knowledge of infectious diseases’ epidemiology, prevention, control, and public health interventions, with emphasis on tuberculosis.

  • Technical expertise and skills on tuberculosis prevention and control within the framework of the End TB Strategy, including the implementation and monitoring of programmatic management for drug-resistant tuberculosis (DR-TB).
  • Technical knowledge and expertise on TB information systems, TB data collection and analysis.
  • Practical knowledge and skills in planning, implementation, and monitoring of program activities; demonstrated ability to organize visits, meetings, workshops, or events.

Languages:

Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, in particular spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of other software programs like QuanTB and data management software would be an asset.

REMUNERATION

Post Adjustment****:

US$2,826.36 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
