OBJECTIVES OF THE PROGRAMME

The Division of Country Support, Emergency Preparedness and Response (CSE) supports the coordination of the efforts of multiple sectors of the government and partners - including bi- and multilaterals, funds and foundations, civil society organizations and the private sector - to attain health objectives and national health policies and strategies.This includes helping Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. The Division houses the WHO Health Emergencies Programme (WHE) that provides technical guidance and operational support to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.WHE assists countries to contain and mitigate the risk of high-threat diseasesand infectious hazards; to detect and assess emergency health threats and inform public health decision-making; and to respond rapidly and effectively to emergencies under a coordinated Incident Management System. It ensures WHO's work in emergencies is effectively managed, sustainably financed, adequately staffed and operationally ready to fulfil its mission. Its hub-and-spokestructure ensures country-specific and inter-country activities in priority countries. The European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) aims at strengthening WHO/EURO Member States' capacities in preparedness for humanitarian and health emergencies through innovative, collaborative andsustainable approaches to capacity building, including through the development and implementation of training opportunities in emergency and disaster risk reduction, the provision of tailored country support in sustainable capacity building, and the facilitation of access to capacity building resources in the Region.

DESCRIPTION OF DUTIES

The purpose of the position is to conduct the design, development,delivery, evaluation and maintenance of training material for Preparedness for Humanitarian and Health Emergencies (PHHE), based on projects undertaken by the team to maximize usability and acceptance by stakeholders.

Within the framework of the delegated authority, the incumbent is assigned the following duties:

Identify and define competencies for PHHE and map these to required knowledge, experience and skills to design and develop appropriate curricula and training materials.

Manage the design, development and delivery of PHHE curricula and training material for WHO, partners and collaborators, including Ministries of Health counterparts across multiple delivery methods (in-person workshops, remotelyfacilitated workshops, online self-learning, videos, etc).

Develop and implement training evaluation frameworks and use feedback to iteratively improve training material.

Develop and incorporate relevant and appropriate use cases and exercisesin training material.

Incorporate adult learning principles and incentives (e.g. gamification),group discussion, role play and other active training methods in training material.

Contribute as needed to the elaboration and implementation of Standard Operating Procedures (SOPs) and tools for the harmonization of PHHE function across WHO and other international organisations, regional and supra-national networks and organisations, and Member States.

Enhance and encourage information sharing as a key component of promoting and nurturing a culture of multi-disciplinary and cross-cutting approaches within WHO and with key partners and collaborators.

Enhance and continuously adapt strategies and policies developed by the team.

Perform other related responsibilities as assigned, including replacingand backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced Universitydegree (Master's level or above) in Health, Management or Social Sciences Desirable: Postgraduatedegree in one of the above fields and/or a combination of training, adult learning,and experience in health emergency management.

Experience

Essential: At least 7 years of relevant work experience, at national and international levels, in developing and delivering training materials. Experience in the application of andragogic (adult-learning) methodologies, including e-learning. Desirable: Experience with inter-agency collaboration or in WHO, UN, UN Agencies or other international organizations in the area of humanitarian and health emergencies and/or publichealth practice. Experience with managing networks and partnerships in health emergencies.

Skills

Demonstrated knowledge in preparedness for humanitarian and health emergencies and emerging diseases in international context as well as strong skills related to designing and delivering training modules and tools. Demonstrated knowledge of adult learning theory,and proven ability to create a positive, inclusive and supportive training environment, motivating trainees and adapting to different learning styles.Excellent interpersonal skills with the abilityto influence, negotiate, advocate, motivate and resolve conflict.Proven ability to interact in amulti-disciplinary and cross-cutting environment involving technical, culturaland political elements. Sound analytical and organizational skills. Excellent presentation and communication skills, both oral and written. Proven ability to work and produce results under pressure in critical situations. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1505 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
