OBJECTIVES OF THE PROGRAMME

Member States in the Western Pacific Region recognize the threat of AMR to the health and security of their populations and its impact on the achievement of universal health coverage and the Sustainable Development Goals. The Vision Paper of the WHO Regional Office for the Western Pacific For the Future included combating the threat of AMR as one of the regional health priorities. Over the years, countries have developed their national action plans to guide multisectoral actions to fight against AMR.

The 2014 Action Agenda for Antimicrobial Resistance in the Western Pacific Region provided guidance for priority actions, including strengthening development and implementation of national plans and raising awareness in multiple sectors, improving surveillance of AMR and monitoring of antimicrobial use and strengthening health system capacity to contain AMR. To further advance the implementation of the 2014 Action Agenda and new vision for the Region, Member States in the Western Pacific Region endorsed in 2019 the Framework for Accelerating Action to Fight Antimicrobial Resistance in the Western Pacific Region, guiding countries on implementing sustained and forward-looking solutions, drawing on participation from all sectors of society.

To support the implementation of the Framework, the Regional Office is enhancing regional mechanisms to support Member States to fight against AMR. WHO will strengthen working with partners, scientific bodies and experts to generate evidence; develop norms, standards and guidelines; and strengthen technical support for countries. To coordinate the work across different technical units in WHO and strengthen work with partners, the Division of Programme Management will closely work together with all divisions, especially the Essential Medicines and Health Technologies Unit, to set out the overall direction of the Regional Office and coordinate at strategic and technical level further support to countries in the implementation of the Framework for Accelerating Action to fight AMR.

DESCRIPTION OF DUTIES

Working under the close supervision of the Director, Programme Management, and overall guidance and direction of the Regional Director, the incumbent will support coordination across relevant programmes and/or units to improve timely delivery and implementation of cross-divisional support to the work on AMR.

1. Management

a. Strategic positioning - Regional/national workplan: Supports the technical teams and the programme management in reviewing national action plans and ensures the inclusion of the AMR agenda in the overall strategic programme planning across the levels of the Organization.

b. Programme management: Collaborates with internal and external stakeholders in the execution of programme activities, such as situation analysis and surveillance. Organizes events and handles logistics and on-the-ground requirements. Monitors and coordinates AMR programmes by working closely with technical units at the Regional Office and country offices for the implementation of the Framework for Accelerating Action to fight AMR, and supports the integration of these efforts to work towards a comprehensive approach to health interventions and the proper handling of cross-cutting issues.

2. Technical capacity

a. Supports coordination of the Technical Working Group (TWG) on AMR in the Regional Office.

b. Provides support to relevant technical officer/s in the implementation of global and regional surveys and assessments including liaising with relevant units in headquarters and in country offices.

c. Provides support to the relevant technical officer/s in coordinating with relevant partners working with WHO on AMR, ensuring appropriate and timely communication and sharing information between partners and WHO.

3. Enabling capacity

a. Networking/Partnership: Coordinates and provides support to team efforts in engaging partners and provides related administrative assistance in ensuring participation of partners in relevant activities, programmes and advocacies.

b. Communication: Ensures timely communication across programmes and levels of the Organization as well as partners, ensuring timely dissemination of information and feedback. Supports the Organization to efficiently deliver the organizational and logistical requisites for coordinating with stakeholders and organizing events.

Specific roles to be undertaken within this job - the incumbent will assume the following responsibilities:

Supports coordination of the TWG on AMR in the Regional Office including, such as, but not limited to the following:

a. Serve as secretariat for TWG.

b. Follow up implementation and progress of key actions arising from TWG discussions.

c. Keep records and minutes of TWG meetings as well as related documents pertaining to the work of the TWG.

d. Provide support to relevant technical officer/s in the implementation of global and regional surveys and assessments including liaising with relevant units in the headquarters and in country offices.

e. Provide support to the relevant technical officer/s in coordinating with relevant partners working with WHO on AMR, ensuring appropriate and timely communication and sharing information between partners and WHO.

f. Undertake other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in the field of health/health sciences or related field from a recognized university. Desirable: Advanced university degree (master's level or higher) in public health, social or management sciences; training in communication or health policies.

Experience

Essential: At least five years' relevant work experience in public health programme at national and/or international level. Desirable: Relevant work experience in health policy and strategy development and advocacy, and/or coordination of health programme. Work experience in WHO or other UN agencies, or international NGOs.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2317 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
