OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objectives of the Health Emergency Preparedness & the International Health Regulations (2005) Division (EPA) include the monitoring and evaluation of countries' preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities and the Secretariat of the International Health Regulations (2005) involving an all-hazards approach at all three levels of the Organization, as well as preparedness for emerging pathogens. The EPA Division prioritizes support to the most vulnerable and low capacity countries. The IHR Secretariat (IHR) Unit manages the IHR secretariat and oversees the organization and conduct of the IHR Emergency and Review committees and follow up of the recommendations, reports to the WHO governing bodies on the implementation of the IHR (2005), and provides legislative support to WHO and States Parties and particularly to the IHR National Focal Points. The IHR Unit ensures that IHR databases of experts and other relevant information are maintained and updated, and that appropriate working groups are functional. The IHR Secretariat also monitors and evaluates the additional health measures in relation to international traffic implemented by States Parties during emergencies, including liaising with States Parties to ensure compliance with IHR requirements.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

1. Plan, recommend and implement systems, norms and procedures, in compliance with existing policies, for the organization and implementation of IHR Committees, including Emergency Committees and the particular the Review Committee on the functioning of the IHR during COVID-19 response.

2. Support planning processes and formulate general and specific budgetary estimates for the secretariat of the Review Committee, support, monitor and report on financial implementation in compliance with WHO rules.

3. Develop and manage the workplan of the Secretariat of the Review Committee, organize the closed and open meetings of the Review Committee, as well as the subgroups of the Committee, develope and maintain a repository of documentation for the Review Committee, maintain and implement a schedule of meetings as well as interviews for the Review Committee and its subgroups.

4. Provide managerial and administrative support in the implementation of the Emergency Committees and the Review Committees.

5. As required, liaise with the Information Technology support services to ensure smooth delivery of the online meetings of the Committees.

6.Develop and manage a repository of public health measures adopted by countries in response to public health emergencies of international concern, including recommendations for travelers, during COVID-19.

7. Promote multi-disciplinary and cross-cutting approaches and activities to facilitate full participation within and outside WHO/WHE/EPA and key partners.

8. Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's level or above) in public or business administration, finance or accounting, human resources management or other social studies from an accredited/recognized institute.

Experience

Essential: At least 7 years of relevant experience, combined at the national and international levels in management and administration, working in the area of international public health with an emphasis on international organizations project management, including planning and management at national and international levels. Demonstrated exposure at the international level.

Desirable: Experience with project management of review processes, including with IHR Review Committees or experience in public health or public health emergency response programmes. Experience in working with WHO HQ, regions and country offices on health systems policy and health aid issues.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
