OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The objectives of the Country Health Emergency Preparedness & the International Health Regulations (2005) Department (CPI) include the monitoring and evaluation of countries' preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities and the Secretariat of the International Health Regulations (2005) involving an all-hazards approach at all three levels of the Organization. The CPI Department prioritizes support to the most vulnerable and low capacity countries. The Preparedness, Readiness and Core capacity (PCB) Unit is WHO headquarters' main hub for technical support to WHO's regional and country offices in their effort to strengthen intersectoral national capacity for the early detection, timely and effective response, to public health emergencies as required under the International Health Regulations (2005). Working closely with the other WHE staff, the PCB Unit ensures that needs listed in national action plans are translated into targeted capacity building in the priority/vulnerable countries

DESCRIPTION OF DUTIES

1. Manage and deliver preparedness and disaster risk reduction projects and activities, including drafting project documents, terms of reference, budgets and content of advocacy materials.

2. Provide support to countries through WHO Country Offices for the mapping out of hazards and risks, development of public health preparedness and response plans to all hazards and disaster risk reduction plans.

3. Play a key role in the development and improvement of standards, guidelines, tools and training materials for national preparedness and disaster risk reduction supporting capacity building for Member States.

4. Facilitate the implementation of learning events, including the identification of technical subject matter experts, organizing meetings and training workshops and materials and assisting learners in meeting their objectives.

5. Document and possibly publish on preparedness and disaster risk reduction experiences, strategies, tools and research activities.

6. Promote multi-disciplinary and cross-cutting approaches and activities to facilitate full participation within and outside WHO/WHE/CPI and key partners.

7. Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or health related science, complemented by a Master's degree in public health or related field Desirable: Training in emergency preparedness; crisis and disaster management; and humanitarian actions.

Experience

Essential: At least five years of experience at national and international levels in country capacity building in emergency preparedness and disaster risk reduction. Desirable: Work experience in WHO and other UN agency or international organizations. Proven primary responsibility in building national preparedness and disaster risk reduction capacities.

Skills

1. Three competencies are considered to be mandatory for all WHO staff: “Teamwork”; Respecting and promoting individual and cultural differences”; and “Communication”

.2. Familiarity with health problems and context of countries in the eastern Mediterranean region and ongoing availability for frequent travels.

3. Capacity to collaborate and communicate with partners.

4. Excellent knowledge of Information and Communication Technologies (ICT) tools for Health and excellent interpersonal skills with the ability to network and conduct training

5. Ability to communicate and to write technical documents and scientific papers in a clear and concise manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1544 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
