OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacities of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international response to contain outbreaks and to provide effective relief and recovery to affected populations. The Programme supports countries and coordinates international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The objectives of the Country Readiness Strengthening Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities. The Department prioritizes support to the most vulnerable and low capacity countries. The Readiness Assessment and Prioritization Unit aims to support Member States to strengthen operational readiness for assessed imminent threats in prioritized settings with high vulnerabilities and low capacities towards minimizing the impact of the crisis or risk, and towards a sustained recovery.

DESCRIPTION OF DUTIES

The incumbent will:Contribute to the strategic direction of country readiness assessment and prioritization in the context of health emergency preparedness and operational readiness for COVID-19 and imminent threats under the guidance of the Unit Head.Provide technical input and contribute to the development of country readiness guidance, technical documents and tools.Contribute to the development of a multi-hazard readiness platform for assessment, planning and partner coordination, to facilitate strengthening readiness capacities towards imminent risks in the context of the COVID-19 pandemic at national, regional and global level that contribute to a longer-term capacity building on health security.Coordinate country readiness building within WHO, including linking relevant departments and divisions, within WHE including Health Security Preparedness, Global Infectious Hazards, in context of fragile countries and where WHO has disease specific control programs and beyond WHE with health services and systems to integrate readiness public health and heath service delivery to strengthen readiness assessment, planning, policy and implementation. Coordinate country support in readiness capacity building in close collaboration with three levels of WHO/ROs and WCOs.Contribute to building the strong partnerships with multiple partners including Member States (MS), relevant UN agencies, donors and partners including international, governmental and non-government organizations as well as non-health actors to support readiness activities.Prepare operational readiness guidelines, checklist, and tools for mapping and analysing assessed imminent risks, readiness capacities and vulnerabilities using a matrix approach for relevant stakeholders for decision making. Finalise an operational readiness toolkit to fill identified readiness gaps and strengthen readiness capacities in countries. Actively participate in the assessment, planning and monitoring and evaluation of the readiness situation, including review national policies for health emergencies readiness and recommending appropriate actions and innovative approaches.Provide expert advice to guide the overall expansion of the COVID-19 Partners Platform tool to general operational readiness platform for imminent risks to provide mapping, analysis sand toolkit to all stakeholders. Contribute to development of costing models used in the readiness assessment in the COVID19 Partners Platform tool in collaboration with other departments. Provide technical leadership, coordination and managerial support to Unit Head and Director in programme areas as needed and act as back-up surge as required and perform any other related readiness specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in business administration, public administration, international relation, law, public health or other related field. Desirable: Post graduate studies or specialized training related to project and resource management.

Experience

Essential: At least seven years of experience at national or international level in project / financial management and partner coordination including some experience in managing resources in project implementation at national level. Desirable: Relevant work experience on country capacity building such as national planning and or partnership for health security and web-based platform for partners coordination, relevant nongovernmental, health cluster partners or humanitarian organizations. Sound knowledge of WHO system. Some work experience gained in an international context.

Skills

--> Solid understanding of the overall intersectoral health emergencies response, readiness and preparedness including national planning, policies and priorities.--> Demonstrated knowledge of the project management, national planning and their implementation in health security, complemented by demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational team.--> In-depth knowledge of health emergencies planning and partner coordination, policies and practices within the UN, other UN specialized agencies, as well as donors and partners.--> Sound knowledge and experience of health emergencies programmes. --> Sound knowledge in the development of planning and capacity building web-based tools--> Excellent interpersonal skills and ability to convene stakeholders and facilitate a negotiation process among UN, NGOs, national health authorities, donors and non-health actors.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5759 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
