OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases.

The Department of Health Emergency Interventions (HEI) is responsible for ensuring that emergency-affected populations have access to timely and effective health services, ranging from humanitarian interventions, Universal Health Coverage (UHC) in Fragile, Vulnerable and Conflict Affected Settings (FCVs) to key high impact epidemic diseases including Viral Haemorrhagic Fevers (VHFs), Yellow Fever, Meningitis and Cholera. The Department prioritizes support to the most vulnerable and low capacity countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

1. Provide specialized technical and coordinating contributions to the development and management of VHF- prevention and control programmes (Ebola, Marburg, Lassa and others Arenaviruses, Crimean-Congo Haemorrhagic Fever , Rift Valley Fever, Nipah, Hendra and Hantaviruses diseases), in collaboration with Regional and Country offices, other Emergency Programme groups and partners; including implementation plans, monitoring and evaluation programmes to ensure long-term sustainability of VHF prevention and control programmes.

2. Develop and support the implementation of technical guidance, standard operating procedures (SOP) and trainings related to all technical aspects pertinent to prevention and control of VHF in collaborations with other teams and partners, with a particular focus on non-biomedical interventions.

3. Manage the development and implementation of the survivors' care programme at country level for all VHF, in close collaboration with all levels of the Organization and with Ministry of Health of affected countries, including assessing feasibility in integrating the Survivors' care programme into existing health system, designing the most adapted programme, defining technical standards covering clinical care, biological testing, and psychological, counseling and social activities.

4. Analyze donors' and partners' interest and strategies in supporting VHF programmes in a view to develop project proposals and engage into funding negotiations for all VHF activities.

5. Conduct programme management support into the operations and of grant management, donor reporting, strategy development and advocacy internally and externally.

6. Conduct the programme management of the VHF team accordingly to WHO rules and procedures and contribute to workplan development, and any other managerial tasks as requested.

7. Establish working relationships with other WHO groups and partners to develop, implement and monitor health interventions for VHF prevention and control, and public health research agendas for VHF, including Research and Development products (diagnostics, therapeutics and vaccines).

8. Ensure timely information sharing, alignment of strategies and coordinate partners to advance VHF prevention and control programme.

9. Develop and support internal and external communication on all aspects related to VHF. This entails reviewing technical accuracy of all WHO communications products, represent VHF team to all required meetings (high level, expert meetings and other audiences), prepare all required technical and strategic presentations and advocacy products.

10. Play a crucial support function in field outbreak response activities, in close interaction with other teams within the Emergency Programme and partners. In particular, act as technical pillar lead or health operations lead ad interim as required.

11. Perform other related duties including replacing and backstopping duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

- An advanced university degree in Public Health or Medical field related to Infectious Disease and/or Viral Hemorrhagic Fevers.

- Training or specialization in Infectious disease and/or Viral Hemorrhagic Fevers.

Desirable:

- An additional Advanced University (Masters level or above) in Political or Social Sciences.

Experience

Essential:

- At least 7 years' of professional work experience in the conducting or managing public health projects at the international or national level with experience in developing technical guidance and standard operating procedures (SOP) in the area of infectious diseases.

- Experience with designing, coordinating and implementing projects at international and national levels.

- Global and field experience in planning, supporting and coordinating VHF outbreak response activities.

Desirable:

- Experience working with WHO, the UN Common system, NGOs or other international organizations.

- Experience with designing and giving adult training, writing official.

Skills

- Excellent knowledge of viral hemorrhagic fevers prevention and control strategies and applied social sciences within the public health context.

- Ability to plan, organize, coordinate and implement projects at global, regional and national levels.

- Ability to plan, implement and evaluate interventions for epidemic control.

- Good capacity for organizing, summarizing and presenting information.

- Demonstrated effectiveness in building sustained partnerships and working with others in international settings.

- Strong interpersonal skills with the ability to interact in a multicultural environment and promote consensus.

- Excellent knowledge of WHO, UN Common system, NGOs or other international organization procedures for alert and response, and programme management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5440 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
