OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. It's goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function. The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics and works on health inequality monitoring and analysis. It also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.

DESCRIPTION OF DUTIES

Under the overall guidance of the Team Lead, the incumbent will perform the following tasks:

1. Support DDI's implementation of WHO's GPW 13 impact framework in countries.

2. Support DDI's efforts to improve the measurement of health inequalityand their determinants with regard to the monitoring of the GPW 13 impact framework, UHC and the Sustainable Development Goals (SDGs).

3. Prepare substantive analytical reports of health inequality and their determinants to provide the evidence to inform policy.

4. Provide support to country partners in data and develop capacity for inequality data analysis among country partners.

5. Analyze data sets for inter-country comparisons of health and health-related outcomes across different sub-populations.

6. Analyze geospatial data and disaggregated data using different types of data sources.

7. Participate in training and inequality data analysis workshops for countries participating in studies being coordinated by the team.

8. Prepare relevant training and workshop materials.

9. In consultation with international experts, develop innovative analytical strategies for inequality data from complex design surveys.

10. In co-ordination with other team members, prepare articles, manuscripts and presentations, with priority on projects mentioned above for information sharing, scientific conferences and peer-reviewed journals.

11. Perform other duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree related to epidemiology, statistics, demography or economics. Desirable: An advanced university degree related to epidemiology, statistics, demography or economics. Specialization or training in analyzing large data sets especially from low and middle-income countries.

Experience

Essential: At least five years hands-on experience in analysis of data on population health with at least 2 years' experience at the international level. Experience in writing technical reports and papers and clear understanding of research methods and epidemiological / demography / statistical principles. Demonstrated experience in inequality monitoring and analysis. Desirable: Demonstrated experience in quantitative analyses of health inequalities and their determinants in household surveys, administrative data sources, censuses, etc.; work and training experience in low or middle income countries; familiarity with WHO policies, strategies and activities related to measurement of health inequality and determinants of health. Experience within WHO or another UN international organization. Good knowledge of data visualization techniques and software packages.

Skills

Proven skills in data analysis of a range of data sources on population health. Excellent knowledge of STATA and other statistical applications such as SPSS, SAS or R. Ability to work in a flexible manner under pressure to meet deadlines. Ability to work in a collaborative manner.Background in analyzing large data sets especially from low and middle-income countries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3772 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
