OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

The responsibilities of the Technical Officer include:

  • Contribute to the development of policy briefs relevant to the PIP Framework and influenza preparedness especially learning from COVID-19 pandemic response lessons learnt.
  • Ensure high quality data are collected and are available in a timely manner by developing efficient processes for data collection and by liaising with pandemic preparedness and response data providers at all levels of WHO (HQ, Regional and Country Offices).
  • Support the technical analysis and interpretation of implementation data and produce adequate visuals such as maps, graphs and data tables, including for periodic project monitoring reports.
  • Contribute to the dissemination of implementation results through various information products such as the WHO Programme Budget Portal, Six-Monthly Project Reports,updates to relevant WHO Advisory Groups, WHO website, briefing notes, newsletters and as needed.
  • Contribute to development of project policies, technical standards, guidelines and Standard Operating Procedures (SOPs).
  • Support stakeholder coordination and work with IT developers and other stakeholders to implement new features and tools that improve the efficiency and utilization of secretariat functions.
  • Performany other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree in public health, epidemiology or social sciences from a recognized/accredited institute. Desirable: An advanced university degree (master or PhD) or specialized training in epidemiology, health policy, health management, and/or pandemic preparedness.

Experience

Essential: A minimum of two years' experience in public health planning, project implementation, monitoring and evaluation, supporting data and monitoring operations, and/or related field, in a public health international context. Desirable: Experience working in WHO, the UN and/or international organization including at the regional/country level. Demonstrated experience in coordinating with and reporting on the work of diverse teams. Related experience in the context of outbreaks and/or emergency programmes.

Skills

  • Professional skills in the development of reports, persuasive documents or background analytic documents.
  • Proven knowledge of managing project, work planning and the ability to develop improved systems that support these processes.
  • Strong coordination skills and ability to analyse and synthesize information from multiple sources.
  • Knowledge of WHO or other UN agencies'governing mechanisms, procedures, planning and/or programme management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3399 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
