OBJECTIVES OF THE PROGRAMME

The WHO Department of Global HIV, Hepatitis and Sexually Transmitted Infections (HHS) Programmes leads the global health sector response, towards the ending of HIV, viral hepatitis and sexually transmitted infections epidemics, within the framework of universal health coverage, focusing on populations most vulnerable and on countries with the highest burden. The HHS Programmes are guided by the three Global Health Sector Strategies (GHSS) on HIV, Hepatitis and Sexually Transmitted Infections (STIs) 2016-2021 which follow the following five strategic directions: 1) Information for focused action; 2) Interventions for impact; 3) Delivering for equity; 4) Financing for sustainability; and 5) Innovation for acceleration.WHO is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS). The UNAIDS Committee of Cosponsoring Organizations (CCO) gathers Cosponsor heads of agencies and facilitates the input of Cosponsors into the strategy, policies and operations of the UNAIDS Joint Programme. The CCO is also tasked with ensuring that relevant Programme Coordinating Board (PCB) decisions are considered by the Cosponsors' respective boards and that relevant objectives in UNAIDS' global-level results frameworks are incorporated into Cosponsors' results frameworks. Each of the 11 co-sponsoring organisations rotates the role of Chairing the CCO for 12 months from 1 January until the 31 December. In 2021, WHO will take on the role of Chairing the CCO under the leadership of the Director General/Deputy Director General and HHS will act as the CCO Secretariat. The CCO is a standing committee of the UNAIDS PCB and in 2021 a number of key issues will be considered by the Board including the implementation of a post 2021 UNAIDS strategy to end AIDS as a public health threat. The CCO Chair represents the interest of all UNAIDS Cosponsors, attends regular PCB Bureau meetings, facilitates communication with the Secretariat, coordinates and convenes the UNAIDS Global Coordinators (GC) meetings and acts as a lead voice of the cosponsors at the UNAIDS Programme Coordinating Board (PCB) including through the PCB Bureau. The PCB Bureau works to maximize the effectiveness and efficiency of the PCB and has the responsibility for coordinating the PCB's programme of work for the year including through preparing the PCB agenda and facilitating transparent decision-making. The PCB Bureau is made up of three member states (the PCB Chair, Vice Chair and Rapporteur) one Cosponsor representative (the CCO chair) and one PCB NGO representative. In 2021, specific agenda items under the CCO and PCB will include: consideration and adoption of a post-2021 UNAIDS Strategy; the development of a Joint Programme budget and workplan; further elaboration of initiatives and collaborative frameworks to respond to the impact of COVID-19 on the HIV response. Depending on the outcomes of the December 2020 PCB meeting there will either be two regular PCB meetings in 2021 (June and December) or three meetings with an extraordinary shorter meeting scheduled for March 2021 to consider the next UNAIDS Strategy. In addition UNAIDS is planning a UN General Assembly High Level Meeting in June 2021 and events at the United Nations High Level Political Forum in July 2021 which will require the active engagement and leadership of the CCO chair. It is not yet known whether the range of 2021 meetings requiring the leadership of the CCO chair will be in person or virtual or a combination of the two.

DESCRIPTION OF DUTIES

The Technical Officer will:--> Support WHO/HHS in its secretariat role as the 2021 CCO Chair, including preparation for at least two CCO (Committee of Co-Sponsoring Organisations) meetings with heads of agencies; two or three UNAIDS Programme Coordinating Board (PCB) meetings; and monthly PCB Bureau and GC/FP (Global Coordinators & Focal Points) meetings in coordination with the UNAIDS Secretariat and undertake follow-up actions and tracking with Cosponsors as needed and requested. This will among other areas involve: assisting in drafting the agenda of CCO and GC/FP meetings, taking notes at CCO and GC/FP meetings (and in related meetings/conference calls), tracking actions taken and assistance in drafting briefings, reports and minutes; supporting to the drafting of CCO reports and statements to the PCB on behalf of all Cosponsors;--> Support the monitoring of actions to be taken by keeping a 2021 workplan up-to-date and drafting related correspondence to co-sponsor focal points (feedback, reminders, and other related issues); organise webinars as needed and regular convening of focal point meetings;--> Support the development of WHO contracts related to the CCO chair function including, as needed, the preparation of terms of reference and documentation of selection processes; --> Assist in strengthening collaboration between WHO, the UNAIDS Secretariat and other Cosponsoring Organizations, PCB NGO delegation and other partners, including facilitating a smooth flow of information among the Cosponsors, the UNAIDS Secretariat and WHO as the CCO Chair;--> Support preparations for the United Nations General Assembly High Level Meeting on AIDS planned for 2021 including through input into briefings, the convening of preparatory meetings and background research as required;--> Assist in the preparation of presentations and interventions for the Chair of the CCO to the UNAIDS Programme Coordinating Board and to the UN High Level Meeting, as well as for the D/HHS and WHO DG/DDG;--> Keep an organised electronic filing system on all related meetings and actions taken;--> Support the collation of 2020 reporting of WHO actions taken in the context of the UNAIDS Unified Budget, Results and Accountability Framework (UBRAF) and the Joint Performance Management System (JPMS);--> Support WHO in ensuring strong Cosponsor-wide inputs into the UBRAF and JPMS processes;--> Any other related duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in International Relations, Business Management, Public Health or other related studies. Desirable: An advanced university degree in International Relations, Business Management, Public Health or other related studies would be an advantage.

Experience

Essential: At least five years'experience in the area of public health. At least three of those years work experience in an international organization or equivalent, and experience in the area of relationship management, partnerships and resource mobilisation, and conferencing organising. Demonstrated experience at the international level. Desirable: Familiarity with UN agency processes and work, gained through either close collaboration with UN agencies or direct work experience within an UN agency.

Skills

Demonstrated experience of working in a complex partnership environment at an international level and expertise in supporting the organisation of high level meetings. Capacity to analyse and capture relevant meeting outcomes and turn these into clearly written action points. Good writing skills (for example: taking minutes of high level meetings). Excellent relationship management and diplomacy. Technical expertise in the area of communicable diseases and especially HIV. Excellent research and analytical skills complemented by excellent communication and presentation skills. Ability to produce results under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4415 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
