OBJECTIVES OF THE PROGRAMME

The ACT-Accelerator Executive Hub plays a central coordination function and facilitates synergies across the ACT-A partnership by hosting cross-Pillar weekly coordination meetings (including the weekly/biweekly Principals Group calls and the Facilitation Council co-chairs meetings), developing key strategic joint publications (e.g. strategic plans, budgets), facilitating partnerships (such as with CSOs, the International Chamber of Commerce, G7 and G20) and tracking and reporting on the overall ACT-Accelerator work and financing status. The Hub also hosts weekly resource mobilization and communications calls with ACT-Accelerator partners to coordinate efforts, providing support to individual Pillar/agency outreach. In its role as Secretariat for the Facilitation Council, the Hub supports the regular and intersessional work of the Council Co-Chairs and the convening of the Facilitation Council itself.

DESCRIPTION OF DUTIES

  1. Oversee and provide the senior executive level support to the WHO Diagnostics Pillar Lead, ensure the timely delivery of outputs, and the preparation of regular communication among the implementing units, and with senior-most WHO management on issues of strategic, technical and programmatic relevance to ACT-A.
  2. Provide senior level advice and guidance to the WHO Diagnostics Pillar Lead on the technical and programmatic content of work plans and oversee the technical aspects of the preparation of a coherent periodic work plan that will enable the WHO Diagnostics Pillar Lead to carry-out his/her mandate effectively.
  3. Manage WHO's engagement with the ACT-A Diagnostics Pillar co-conveners, in developing technical delivery strategies, objectives, targets as well as addressing issues in implementation.
  4. Make recommendations regarding solutions, modifications, improvements and alternative actions in response to existing problems, and proactively advise the WHO Diagnostics Pillar Lead on technical programme initiatives.
  5. Provide technical advice, expertise and leadership advice to the development and execution of advocacy efforts that will ensure effective commitment of critical partners at the highest level.
  6. Provide project management in respect of activities and priorities within the WHO Diagnostics Pillar, to facilitate the contribution of WHO's implementing units to planning and implementation under the ACT-A framework.
  7. Liaise with technical counterparts of other WHO Divisions in providing technical expertise in their respective areas.
  8. Support steps and procedures related to grant management, engaging with stakeholders, interacting with cross-functional teams, in order to ensure alignment and optimum outcomes for effective grant management and performance.
  9. Oversee the preparation of data, analysis and background documentation to support the WHO ACT-A Diagnostics agenda items and provide strategic guidance to management to facilitate strategic decision-making on priority projects.
  10. Monitor implementation and provide qualitative feedback to the WHO Diagnostics Pillar Lead and ensure pertinent follow-up actions where required.
  11. Represent the WHO Diagnostics Pillar Lead in various technical level internal and external fora.
  12. Collaborate with the ACT-A Hub in support of all aspects of partnership operations.
  13. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in Business Administration, Management, a health technical area (such as public health) or another field related to the tasks of the position. Desirable: PhD or other advanced degree in a related topic.

Experience

Essential: A minimum of 10 years of relevant experience working with increasing levels of responsibilities in the area of executive support, management or public health programmes, including experience in providing guidance to senior level decision makers. Demonstrated experience at the international level. Desirable: Knowledge and experience with WHO.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6094 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
