OBJECTIVES OF THE PROGRAMME

The Director-General has established an Independent Oversight and Advisory Committee (IOAC) for the WHO Health Emergencies Programme (the Programme), to provide oversight and monitoring of the development and performance of the Programme and to guide the Programme's activities. The Committee advises the Director-General on issues within its mandate, and reports its findings to the World Health Assembly. The IOAC Secretariat works closely with the WHO Heath Emergencies Programme (WHE), other divisions, HQ departments and Regional Offices to ensure that the IOAC members are provided with the required support from the Organization to conduct their work in an efficient and independent way.

DESCRIPTION OF DUTIES

  • Liaise with the IOAC, HQ teams and country offices to plan and prepare for regular and ad hoc IOAC meetings;
  • Undertake research and draft briefing notes, background documents and discussion papers on a wide range of topics related to WHO's work in outbreaks and emergencies;
  • Support the development of IOAC reports and publications;
  • Provide technical support to the overall management of the IOAC program of work including day-to-day operation, HR planning, budget, and grants management;
  • Provide administrative support to IOAC members in accordance with applicable WHO rules;
  • Assist the IOAC Secretary with DGO activities as required.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in health, or in a related field relevant to the position. Desirable: Advanced university degree (Master's degree or above) or equivalent in a field related to public health and Humanitarian Emergencies.

Experience

Essential: At least 5 years of significant experience in research and policy analysis related to health emergency preparedness and response, including organizing consultations and drafting documents for high-level audiences. Desirable: Previous experience working in a secretariat supporting a high-level board or other advisory body would be an asset. Minimum 2 years' experience within WHO system.

Skills

Demonstrated experience of working in a high-level environment at an international level and expertise in supporting the organization of consultations and meetings. Excellent writing skills in English, including for technical and general audiences. Excellent organizational and analytical skills. Ability to conduct research, collect information and synthesize information;Excellent knowledge of international health and humanitarian emergencies. Excellent interpersonal and communication skills. Familiarity with the WHO environment and practices.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4400 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
