OBJECTIVES OF THE PROGRAMME

The mission of the IHS Department is to develop models, strategies and guidance to support countries in all parts of the world to improve the quality, safety, integration and responsiveness of health services' delivery, with a particular focus on primary health care and in the context of WHO's priorities for Universal Health Coverage. In October 2015 a new IPC global unit (now called the IPC T&C Hub) was established within the IHS department to provide leadership and comprehensive technical expertise on IPC in health care and to strengthen the support provided to Member States. The WHO IPC team leads networking, advocacy and global campaigning activities to promote IPC policies and best practices and develops evidence-based guidelines, implementation strategies and tools, training resources as well as monitoring tools and systems. In collaboration with other partners and WHO colleagues, the team also directly provides technical expertise and support to countries to strengthen or establish effective IPC programmes and adopt, adapt and implement IPC guidelines and other resources. The work of the IPC T&C Hub also spans coordination of the WHO work on sepsis prevention, diagnosis and clinical management as well as providing IPC technical support to other key WHO programmes such as neonatal and maternal services, reducing the spread of AMR in health care and health emergencies. The immediate strategic objective relevant to this post is to provide IPC technical support to the WHE cluster which is responsible for leading and coordinating the WHO response to health emergencies.

DESCRIPTION OF DUTIES

The focus of the incumbent's work is to contribute to the strategic thinking and implementation for the IPC T&C Hub work with a focus on health emergencies prevention, preparedness and response. The specific terms of reference are:Provide technical expertise for the development of IPC technical guidance and implementation material for health emergencies, with special focus on outbreak preparedness and response and provision of care in conflict situations and catastrophes. Represent the IPC T&C Hub at all relevant WHE meetings including the regular incident management system (IMS) and 3-level meetings during emergencies, according to ongoing needs and collaborations.Develop a suite of standard operating procedures and basic IPC training modules focusing on IPC for outbreak preparedness and responseProvide technical expertise in response to enquiries and requests for technical input by other departments, regional and country offices, partners and stakeholdersProvide technical support to countries, health care facilities and key stakeholders to build and strengthen national and local plans, capacity and infrastructure for IPC within health emergencies but in alignment with IPC capacity building within emergency preparedness and health system strengtheningProvide technical support to the programme manager to disseminate the IPC T&C Hub technical products and to strengthen coordination with focal points in regional and country WHO offices, other relevant WHO units (at HQ, regional, sub-regional and country levels), WHO Collaborating Centers, in-country and international IPC stakeholders and experts, and the Global IPC NetworkProvide technical guidance to the IPC T&C Hub lead in his/her role and activities to ensure leadership, coordination and high-quality technical results according to the unit functions and work plansPerform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree (masters level or above) in Medicine, Medical Sciences or Nursing with specialization in IPC, hygiene, public health or infectious diseases. Desirable: Postgraduate qualifications in epidemiology and/or clinical research.

Experience

Essential: A minimum seven years of progressive responsibility and experience of implementing IPC, ideally at facility, national and international levels. This must include experience of IPC implementation in low and middle-income countries during outbreak response and health emergencies. Experience of IPC health facility assessments and subsequent development and implementation of appropriate IPC intervention plans. Experience of IPC program data collection and interpretation as part of quality improvement of IPC programs. Demonstrated experience in writing practical, field level IPC documentation as well contributing to the development of higher level IPC strategies and technical articles. Desirable: Experience in risk communications in emergency settings.

Skills

Advanced expertise in IPC and proven experience of implementing IPC as part of outbreak response in health emergencies in low resource settings. This includes technical expertise in assessing IPC programmes at national and facility level and development and implementation of strategies and tool to reduce the spread of infection during outbreaks, within both healthcare and community settings. Familiarity with the WHO IPC Core components, facility assessment tools, strategies and implementation tools is essential. The incumbent must have excellent interpersonal and communication skills and be comfortable operating within a multicultural team (an English-French bilingual setting) and the ability to function in a rapidly changing and sometimes high pressure environment. The incumbent needs to be robust in the defense of ensuring that the principles of good IPC practice are applied IPC yet diplomatic and sensitive to local conditions. A practical, hands-on and results oriented approach is also required. Excellent writing skills to enable translation of technical concepts into understandable and useable documents at field level is also essential. At the same time, excellent scientific writing skills are necessary to enable contribution to publications/reports and scientific articles.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5306 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
