OBJECTIVES OF THE PROGRAMME

The objective of the Partnerships and Interagency Coordination programme is to provide coordination and effective technical support and facilitation to all activities relating to partnerships, interagency coordination and resource mobilization at regional and country level in support of WHO's programmatic priorities and programme budget implementation.Voluntary contributions are an essential and dominant component in WHO's program budget. Increased flexibility, predictability and sustainability of funding, alignment of donor resources to WHO's priorities and the programme budget, developing new income streams and expanding the donor base of the organization requires the development and strengthening of strategic and innovative relationships with donors and partners.

DESCRIPTION OF DUTIES

Under the direct supervision of the Executive Officer to the Regional Director (EO-RD), the incumbent is responsible for:

1. Coordinates WHO SEARO's corporate-level strategic partnership relations and alliances, both within and outside the UN system, in particular with governmental, intergovernmental and non-governmental organizations, civil society and the private sector;

2. Coordinates WHO SEARO's corporate-level resources mobilization activities, requiring continual development and refinement;

3. Coordinates the development, improvement, dissemination and implementation of WHO policy guidelines, strategies, and plans of action on Partnerships, relations with UN system agencies and regional intergovernmental organizations and resource mobilization, at regional and country levels;

4. Assists in the development and implementation at regional level of WHO's policy and operational guidelines on partnerships with the private sector;

5. Assists in the development and implementation at regional level of WHO's policy and operational guidelines on partnerships with non-governmental organizations (WCOs);

6. Advises Technical Units and WHO Country Offices in the Region on donor policies and priorities, and facilitates negotiations of project proposals, Memoranda of Understanding and other agreements and interactions with donors;

7. Serves as the focal point for communications and dissemination of information on partnerships, WHO's relations with UN system agencies and regional intergovernmental organizations and resource mobilization for the Region;

8. Provides technical support to all WHO meetings, development forums and dialogues with partners at regional and country level;

9. Coordinates SEARO's collaboration with regional intergovernmental organizations including ASEAN and SAARC and UN System regional and country level coordinating mechanisms such as the United Nations Development Group for Asia and the Pacific (UNDG-AP) and the United Nations Development Assistance Framework (UNDAF);

10. Advises technical units in SEARO and WCOs on WHO's engagement with initiatives of the UN system including UN Reform, the UN Resident Coordinator's System (UNRC), and the UN Development Assistant Framework (UNDAF);

11.Serves as focal point for the Peer Support Group of the United Nations Development Group for Asia and the Pacific (UNDAG-AP);

12. Explores new and innovative partnership development opportunities with public and private sector organizations, NGOs, and civil society organizations to strengthen SEARO's partnership base and develop new funding streams;

13. Prepares policy and analytical briefs for the DPM/RD on strategic partnership, interagency and resource mobilization issues;

14. Ensures effective coordination between WHO Country Offices, the Regional Office and Headquarters in developing and implementing joint actions to mobilize resources and collaborate with bilateral and multilateral development agencies, public and private sector partners, NGOs, and civil society organizations for WHO programme implementation and coordinated support for national health development in the Region;

15. Analyzes the funding situation in the regional and country offices, as well as donor priorities and initiatives and prepares regular analytical reports in this respect for the executive management;

16. Coordinates Regional Resource Mobilization Network of resource mobilization focal points from Regional technical units and country offices;

17. Provides overall coordination for the clearance of all donor/funding agreements as well as cooperation agreements in the Regional and Country Offices and assumes the responsibility of regional depository of all donor agreements concluded in the region; and

18. Any other duties as may be assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's degree or equivalent) in public health, or international relations or public health related or development/social sciences.

Experience

Essential: Minimum of 10 years of professional experience in management of international development cooperation or partnerships building including considerable experience obtained in an international context; experience in policy formulation and strategy development Desirable: Specialized knowledge of development financing and the major donors landscape including bilateral, multilateral, UN system agencies, and foundations is an asset.

Skills

Excellent knowledge on international development issues, bilateral and multilateral partnership development; Ability to lead the development and implementation of strategies and approaches for partnerships; Strong analytical skills combined with good judgment; Proven skills to coordinate and solicit consorted actions among various stakeholders; Strong communication skills and ability to motivate various stakeholders for common cause.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2560 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
