OBJECTIVES OF THE PROGRAMME

The overall objective of the Planning, Budgeting, Monitoring and Evaluation (PBM) Unit is to lead the organization's processes and capacity building in the planning, implementation, evaluation and reporting of result-based and integrated programme management towards the achievement of African countries' health and development goals. The PBM Unit leads the regional process for the development of the program budget and associated work plans; guides and supports all offices in efficient activity and budget implementation; facilitates the Program Budget allocations; and supports performance monitoring, and assessment within WHO global review processes, ensuring strict adherence to organizational guidelines and standards. The PBM Unit also leads or contributes to programmatic and thematic evaluations at the regional, inter-country and country level.

DESCRIPTION OF DUTIES

--> Draft, edit and finalize results-based regional reports and other communication products for dissemination to internal and external stakeholders;--> Develop and produce tools and visual representations of results, such as charts, graphs, and infographics, to innovatively collect and disseminate results information and share best practices;--> Support AFRO-PBM in the preparation of analytical monitoring and assessment reports to inform decision making;--> Work collaboratively with other team members, Regional Office Clusters and WCOs ensuring appropriateness, accuracy, and reliability of programmatic data/information and their sources;--> Strengthen capacities of WCOs and Regional Office clusters in reporting results for making decisions and enhancing organizational relevance, credibility and visibility; --> Design and implement innovative advocacy and communication materials that enhance individual ownership of the results framework in general and KPIs in particular and reinforce results-oriented programming; --> Update regularly the unit's intranet and internet sites;--> Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in project management, public health, social sciences, health economics, communications, journalism or a closely related field. Desirable: Advanced degree in public health, health economics, policy, communications, journalism or development.

Experience

Essential: A minimum of five (5) years of progressively responsible experience in organizations or institutions, at national and international levels, in results-based management including designing, implementing, monitoring, evaluating and reporting large-scale public health programmes, particularly in developing countries. Desirable: A minimum of 3 years working experience in implementing monitoring and evaluation (M&E) programmes for an international organisation in HealthA minimum of 2 years in communication for results in the health sector.Experience in International Organizations and/or UN Agencies in the area of M&E and reporting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3365 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
