OBJECTIVES OF THE PROGRAMME

Unitaid is a global health agency engaged in finding innovative solutions to prevent, diagnose, and treat diseases more quickly, affordably, and effectively in low- and middle-income countries. Its work includes funding initiatives to address major diseases such as HIV/AIDS, malaria, and tuberculosis, as well as HIV co-infections and co-morbidities such as cervical cancer and hepatitis C, and cross-cutting areas, such as fever management. Unitaid also applied its expertise to address challenges in advancing new therapies and diagnostics for the COVID-19 pandemic, serving as a key member of the Access to COVID-19 Tools (ACT) Accelerator. Unitaid is hosted by the World Health Organization. Unitaid investments improve access - typically utilizing market-based interventions to effect price reductions, improvements in quality and supply, and rapid introduction of innovative products more suitable for populations who can benefit.

DESCRIPTION OF DUTIES

In this role, the Technical Manager, Strategy will:

1. Contribute strategic input to implement, monitor, and evaluate Unitaid's Strategy. Provide thought leadership for strategy implementation, particularly as related to investments in specific disease and/or cross-cutting programmatic priorities such as malaria and women's and children's health.

2. Design and oversee efforts to draft, update, publish, and utilize Unitaid's landscape analyses for medicines, diagnostics, and preventive health products used in malaria and other areas, including:

• Conducting background research on key elements of the landscape, compile relevant data, and conduct additional analyses, as needed;
• Identifying, coordinating, and supervising consultants to deliver components of the landscapes, including development of terms of reference and oversight of selection processes;
• Engaging experts and stakeholders to peer-review and vet landscape analyses; and
• Contributing to articles, reports, and other resources related to Unitaid's core work.

3. Identify potential areas for intervention where Unitaid could enable the global community to achieve higher impact of investments in global health, by accelerating introduction of new health products and approaches; creating systemic conditions for sustainable, equitable access; and fostering inclusive and demand-driven partnerships for innovation.

4. Provide technical guidance and content leadership for Unitaid's calls for proposal, including:

• Designing calls for proposals;
• Assessing proposals for technical merit and strategic fit with Unitaid's strategy and business model;
• Providing strategic guidance and technical expertise as part of the project team during grant development;
• Reviewing and revising proposal tools as needed for effectiveness, efficiency, and strategic alignment.

5. Provide strategic guidance and technical expertise as part of the cross-functional project team during grant implementation.

6. Draft and deliver reports, presentations, briefing notes, and other materials for Unitaid's Executive Board, Policy and Strategy Committee, and Joint Review Committee.

7. Disseminate reports, lessons learned, and new analytic methods via satellites/symposia at International Conferences, reports and web-based materials (in collaboration with Unitaid's Communications Team), and peer-reviewed publications. Support broader organizational communications and resource mobilization efforts in relevant content areas.

8. Develop and maintain strong networks of experts and other global health stakeholders working in innovation in health, health product access, malaria, women's and children's health, HIV and related areas.

9. Perform any other activities required by Unitaid Senior Management.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in business/management economics, or public health. Desirable: Studies in a discipline related to healthcare product access (medicine, pharmacy, product development, product design, etc.).

Experience

Essential:

• At least 10 years of experience in health strategies with a focus on healthcare tools (therapeutics, diagnostics, preventive tools).
• At least 5 years of experience in designing strategic, market-based projects to improve access to healthcare tools in resource-limited settings.
• Demonstrated experience working with a strong network of global health partners working on end-to-end healthcare product access, especially for malaria and women's and children's health, HIV, and related areas.
• Experience in interaction/coordination with a range of audiences, such as Executive Board, Senior Management, technical partners, funding partners, communities and civil society, with demonstrated experience in production and presentation of documents for such a range of audiences.
• Demonstrated skills both in managing high-performing direct reports and contributing directly to cross-functional teams.

Desirable:

• Demonstrated thought-leadership in health strategy development and market issues, especially pertaining to malaria and women's and children's health, HIV, and related areas.
• Experience in healthcare industry (e.g., pharmaceutical, biotechnology, diagnostics, preventive tools).
• Experience in strategy/management consulting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5938 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
