Result of Service The result of the service is to develop an EMS for the BRS Secretariat specific to the needs and capacities of the Secretariat with the possibility for continuous improvement.

Work Location Home based

Expected duration 52 working days performed in 7 months from 1st October 2022 to 30 April 2023.

Duties and Responsibilities Under the general guidance of the Secretariat the consultant will be delivering the following outputs:

1) Virtual focus group discussions facilitated to: o Identify the environmental impacts caused by the Secretariat operations. o Identify procedures in place, but not documented. o Establish EMS scope and boundaries. o Agree on sustainability objectives, indicators and targets. ¿ Performance indicators: - Survey to collect information conducted prior to each focus group. - Up to four virtual focus groups conducted to discuss: o Office administration and management, including building operations and maintenance for waste, energy and water, purchasing practices. o Human resource management, including hiring, onboarding, training, evaluation, remote work, (non-event) travel and commuting practices. o Event operations, including planning and purchasing procedures and event-related travel. o Knowledge and information management and outreach, including print and digital media. o Note: It is expected that scientific and technical activities will be covered under the latter two discussions and do not need a separate focus group. ¿ How the work should be delivered: - General webinar-style training for the organization and a mentorship-style with Q&A training meeting to follow up with each of the four focus group teams about their area of work. ¿ Estimated timeline: - 10 days.

2) EMS gap analysis completed, taking into account applicable UN policies, guidelines, action plans and other relevant documents.. ¿ Performance indicators: - Gap analysis completed considering the review of key UN documents and interviews with stakeholders. ¿ How the work should be delivered: - Excel workbook. ¿ Estimated timeline: - 10 days.

3) Action plan to fill gaps developed including areas of responsibility and timelines. ¿ Performance indicators: - Action plan developed fully considering the gap analysis. ¿ How the work should be delivered: - Report in Word/Excel. ¿ Estimated timeline: - 10 days.

4) Policies, procedures and documentation necessary to complete the EMS developed. ¿ Performance indicators: - Components should include: o The environmental impact review. o A sustainability policy. o Objectives, indicators and targets. o Operating procedures. o A summary of roles and responsibilities for action. o Procurement tools including surveys and/or criteria for communicating with major applicable supplier groups. o Any reporting requirements. ¿ How the work should be delivered: - Workbook in Word/Excel. ¿ Estimated timeline: - 12 days.

5) Training to general staff about EMS requirements delivered and development of written EMS guide for staff. ¿ Performance indicators: - At least 6 staff trained on EMS requirements (one per Branch). - Written EMS guide for staff developed. ¿ How the work should be delivered: - Word/Excel ¿ Estimated timeline: - 10 days.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is required. A first-level university degree in combination with 2 extra years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of five years of progressively responsible experience in creating and maintaining environmental management systems for organizations is required. - Experience in creating and maintaining environmental management systems for UN systems is required. Language: Fluency in English is required.
