The Water Sanitation and Education Centre (WSEC) is part of Supply Division and centralizes the procurement of WASH, Education, and core relief/security related equipment for all UNICEF Country Offices, and leads the Service Contracting Strategy focusing on optimizing institutional contracting of services globally. In addition, the WSEC is responsible for establishing global procurement arrangements for procurement of such commodities/ equipment.

The main role will be providing effective services to customers, with special focus on the, sourcing, product technical specifications and technical/sample evaluations, , ensuring accurate and timely finalization of contracts/LTAs, with the overall goal of meeting the needs and requirements of UNICEF offices.

How can you make a difference?

Under close supervision and technical guidance of the Supply Chain Specialist, establishes technical standards and guidelines for key programmatic commodities purchased by UNICEF.

  1. Drafts, prepares and finalizes product specifications for commodities falling under the portfolio of Project Support Unit (PSU) on the basis of existing documentation, directives and users’ needs/requirements. Communicates with country offices and suppliers to obtain all necessary clarifications.
  2. Ensures that all product specifications are kept up to date in the material master database. Ensures the creations of technical cards/material Nos and amendments to materials/technical specifications within the range of commodities under their responsibility directly in the material master database and/or in close coordination with MM
  3. Maintains technical aspects of the qualified suppliers’ profile. Launch request for expression of interests/tenders on UNGM, prepares lists of potential pre-qualified suppliers for requisitions and forwards it to the Contracting Centre for purchasing action.
  4. Administers market research. Maintains database for product sources including updating of supply catalogue on monthly basses. Contacts and follows up new sources directly or through trade agencies or professional and technical organisations. Extracts, indexes or records information from catalogues, price lists, etc. and analyses against current purchasing data.
  5. Assists in monitoring product performance, technical suitability appropriateness and durability on basis of information collected from country offices. Investigates deviations in partnership with Quality Assurance Centre and Customer Services and Field Support Centre (CSFS).
  6. Assists in research and cataloguing of new products. Keeps abreast of programme requirements and prepares technical bulletins for publication.
  7. Performs other duties as assigned by supervisor including secretarial functions and attending to all routine work in his/her absence, including typing of travel reports and preparation of minutes of meetings.

Requirements:

  • Completion of secondary education
  • Minimum 5 years of administrative experience in a commercial, industrial, or public sector organisation with at least 2 years in procurement or related technical capacity
  • The ability to use all current job related computer software internet navigation and databases for market research
  • The ability to keep abreast of technical developments, industrial practices, new markets, new programmes
  • Fluency in English

Desirables:

  • Completion of additional relevant courses within the area of business administration, commercial or technical related field (Within a commodity group)
  • Proficiency in another UN language (Spanish, French, Russian, Chinese, Arabic).

NB: EU nationals and applicants in possession of a valid work permit for Denmark by the time of applying are eligible to apply.

General Service (GS) staff are personally responsible for any travel and accommodation arrangements and UNICEF will not cover any costs related to relocation.

Note that the selected candidate is responsible for obtaining any required extension of work permit/residency as such an extension cannot be dependent on an employment with UNICEF.
