OBJECTIVES OF THE PROGRAMME

The Department of Information Management and Technology (IMT) has an operational and strategic role. On the one hand, the Department provides relevant, quality, reliable, and cost-effective IT services for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements.

WHO current version of Oracle EBS (12.1.3) and some of its allied systems will have to be replaced as soon as possible. WHO is reviewing the options of replacing the current EBS on premise solution (GSM) with a cloud SaaS based Best-of-Breed and vertical solution - with a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard solution with minimum customizations will allow WHO to avail of modern technology including mobile access, artificial intelligence and business process automation, and to take advantage of any new technology and features added to the selected platform(s).

DESCRIPTION OF DUTIES

1. Promote, encourage and adopt out-of-the-box (standard product) functionality.

2. Facilitate and contribute to the definition of project scope, goals, planning of project timelines, project dependencies and deliverables for allocated projects and applications.

3. Collaborate with end-users, acting as central point of contact for issue escalation and troubleshooting for allocated projects.

4. Ensure ongoing, accurate, timely project management reporting to project team members and responsible manager.

5. Manage the investigation of options and recommendations to find appropriate solutions to address end-user concerns using existing functionality.

6. Provide support for functional and technical direction for solutions around specific business requirements.

7. Responsible for the creation of the test data file extracted from GSM and ensuring data elements are correctly migrated.

8. Responsible for defining the data required for integration, knowledge of schemas and tables is essential to define subsets of data to create microservices.

9. Responsible for defining the data from other storage components (e.g. ECM) for preparation to either migrate to the new Core ERP or to another storage.

10. Responsible for designing a fall back strategy to mitigate risk should data migration fail at any stage in the load phase.

11. Responsible for data cleansing, ensuring that only clean data will be migrated, removing duplications of the same data elements.

12. Responsible for defining the data security requirements with the architecture and the business resources.

13. Provide information and guidance around cross-module dependencies and any impact of new functions and/or modification to existing or new functionality.

14. Assist in capturing of system requirements, design and prototype, test scenarios, testing and liaison with training team for allocated projects.

15. Organize, support and participate in testing and resolution of any issues.

16. Implement new and enhanced solutions in accordance with the Release and Change Management Processes.

17. Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: A first-level university degree in Business Administration, Computer Science, Engineering, or another related discipline.

Desirable:

Certification in Business Modeling Methodology (BPMN2.0)

Training in Business modeling methodology (BPMN 2.0), Project Management (e.g. Prince 2), or IT Infrastructure Library (ITIL V3).

Experience

Essential:

  • At least 5 years of relevant professional experience, some exposure of which must be at international level, in Business Intelligence: analyse, design, development.
  • Four years of professional experience in data integration and business analysis and data warehouse implementation in ERP E-Business Suite or equivalent, including at least 3 years qualifying experience in cloud environments.
  • Experience in a large data warehouse for ERP modules, including reporting tools.
  • Experience in ERP modules data extraction and business logic analysis and implementation.
  • Experience in analysing, capturing and implementing business queries for ERP Modules.
  • Experience and understanding of DevOps and Application Implementation Methodology (A.I.M.).
  • Experience in automation and Real Time data exchange and synchronization.
  • Experience in implementing Data warehouse in cloud.
  • Experience in designing and documenting technical requirements.
  • Experience working within a team environment across business functions.

Desirable:

  • Relevant experience working for large multinational company or International Organization/UN agency in complex business and/or IT programmes or projects.
  • Experience of working in a multicultural team, supporting a global user base and working with outsourced service providers.
  • Relevant experience with business process re-engineering using best practice and standard processes.
  • Relevant experience with Oracle E-Business or SAP knowledge or any other cloud ERP vendors.
  • Knowledge of WHO-specific GSM customizations.
  • Experience in WHO rules and procedures.

  • Familiarity with PL/SQL language.
  • Knowledge of Business Intelligence solutions, SSO & Federation Services, C# language and the operating principles of ETL.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4307 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
