The overall aim of the project is to contribute to improving livelihood opportunities for women and youth in Yemen through the creation of employment opportunities in heritage rehabilitation and cultural industries. Employment opportunities will be generated through rehabilitation of historic urban centres in different governorates, and support to small and medium enterprises and CSOs active in various sectors of the cultural and creative industries. By creating jobs in the preservation of cultural heritage and creative industries, the proposed intervention will reach young people and contribute to peacebuilding because young people are social actors that have the potential and capacities to engage and lead actions that will promote peace and sustainable development in their communities. The promotion of arts and culture throughout the project will play an important role in restoring cultural identity, peacebuilding and recovery, as well as rebuild trust in local communities. The specific objectives of the project are: \- (i) to provide economic relief to local women and youth communities through cash-for-work schemes that distribute wages to at least 6.000 vulnerable low-income youth employed in rehabilitation within urban and rural areas across different Governorates. \- (ii) to support sustainable cultural entrepreneurship that builds the professional capacities of CSOs, provides employment opportunities for 800 youth, and engages more than 2000 young culture practitioners in cultural activities while also reinforcing social cohesion and dialogue. \- (iii) raise awareness on the untapped role of youth for heritage protection and employment in creative industries as a confidence-building measure for peacebuilding. **Responsibilities and Tasks** ------------------------------ Under the overall authority of the Director of UNESCO GCC and Yemen Office and direct supervision of the Programme Specialist based in Doha, in close consultation with UNESCO project team in Sana’a and Doha, the Technical advisor shall assume the following tasks and responsibilities: \- Conduct assessment of significant heritage buildings in the city of Taiz including brief historical background, heritage value, and current condition. Provide technical documentation including photos. Liaise with local authorities to collect more information and understand priorities. Collect information on previous conservation and rehabilitation projects in the city of Taiz. Draft recommendations for emergency intervention in Old Taiz. \- Conduct mapping of local suppliers of traditional building materials and construction companies with experience in reconstruction and rehabilitation of traditional houses. Monitor evolution of the construction market, the availability of locally sourced materials, and any relevant changes in labour construction costs. Advise on average daily wages for construction workers in Taiz (In YR and equivalents in USD.) \- Conduct an inventory of available traditional master builders' craftsmen with different specialisation (masonry, burned mud bricks (Al Yajur), cladding with mud, gypsum, Qadadh, carpentry...etc.) \- Liaise with project partners and stakeholders. Attend required meetings, advocate on behalf of UNESCO, inform stakeholders as necessary of the purpose of the projects and ensure all that necessary signatures and approvals are received from the relevant counterparts in a timely manner. \- Establish and maintain smooth and respectful relationships with beneficiary communities and relevant local authorities and partners. \- Conduct technical assessments on historical elements of the Old City when requested by UNESCO. \- Review technical documentation received from local authorities and provide recommendations regarding conservation or rehabilitation projects to be carried out. \- Facilitate field visits by colleagues from UNESCO, or visitors from other agencies, donors, and stakeholders. \- Inform the UNESCO project office of any potential risk including security situation in the city, In case, represent serious threat, danger or risk to the project activities and its involves HR. \- Perform any other duties assigned by the UNESCO Project Team. **Deliverables and timeline** ----------------------------- Monthly reports, with all deliverables enclosed as annexes. Work experience: (i) At least 7 years of general relevant experience in the field of history, economy, urban planning, construction management, archaeologist, construction engineering or related field. (Mandatory). (ii) Demonstrable experience of having developed fluid working relations with local authorities in Taiz in the execution of past assignments. (Mandatory). (iii) Previous experience in participatory planning, community led interventions, or similar processes having involved community actors. (Desirable). (iv) Previous work experience with multilateral or international organizations in Taiz. (Desirable). Languages: Excellent command of English and Arabic, both oral and written.
