OBJECTIVES OF THE PROGRAMME

The overall objective of the Service DeliverySystems unit is to provide appropriate oversight over the WHO Regional Officework on adoption of integrated people-centered health services in line with thePrimary Health Care approach for attaining Universal Health Coverage and othercountry health targets. An integratedpeople-centred approach is crucial to the revitalized Primary Health Care (PHC)approach. This revitalized PHC approach is focused on making progress in sixareas: (1) application of traditional and scientific information to guidedecision making; (2) ensuring availability, and fair distribution of neededstaff; (3) delivering the services using locally appropriate, innovativetechnologies; (4) mobilizing locally available funds and resources used in amanner that is fair; (5) enhancing the capacity of beneficiaries to own andmake decisions about health; and (6) aligning support to national priorities.The unit will support the regional office to harmonize its support to memberstates in defining essential health services, elaborating delivery mechanisms for these services at each level of the health system and ensuring theprocess of care is in line with the expectations of the beneficiaries. TheUnit works by supporting development and roll out of required strategicpolicies, plans and tools for the delivery of quality essential healthservices. Through the work of the unit, the countries in the WHO African Regionwill have the required support to put in place integrated, appropriate andacceptable service delivery systems in a manner aligned with the PHC approachfor attaining Universal Health Coverage expectations.

DESCRIPTION OF DUTIES

The incumbent shall lead the SDS Unit incollaboration with other WHO technical clusters, and partners, in an integratedmanner in order to address the priority health problems of differentpopulation, while ensuring people-centred approaches across the life course.Specific deliverables they will facilitate include;Provide technical oversight and guidance inService Delivery Systems unit. This includes oversight to:1) DevelopEssential Health Service (EHS) packages that define the interventions acrosseach age cohort needs for their health and wellbeing. This also involvesalignment of licensure & accreditation systems, supervision processes,clinical guidelines and staffing / infrastructure norms with the essentialhealth packages2) Rationalizedifferent essential health services delivery mechanisms at the community,primary care and hospital levels in the sub national (district) units to ensureefficient provision of services3) Establishthe needed interlinkages across different levels of care and service deliverymechanisms through various referral mechanisms, to ensure care continuity forbeneficiaries4) Putin place initiatives that enhance the quality of care during provision of theessential health services. These aim to ensure essential health services areprovided in an appropriate, safe and effective manner.Develop and manage the implementation, monitoringand evaluation of SDS work plans and budgets within the framework of the WHOStaff Rules and Regulations, financial rules and AFRO accepted procedures,while promoting integration of similar interventions in the SDS Team; provideleadership to and manage the staff under his/her responsibility; ensure theirperformance, continuous development and engagement, promoting a culture ofworking across boundaries, and while promoting the principles of integrity,equity, efficiency and value for money, and a respectful workplace inaccordance with the Organization's policies, rules, procedures and values;Facilitate collaboration of team members oncross cutting issues, especially those related to integration of interventionswith other relevant Clusters and Programmes in AFRO and with other levels ofthe Organization to foster the delivery of organizational results; oversee andguide the provision of coordinated support to Member States for improvingintegrated health services delivery at all levels of the health system, acrossthe public health functions and throughout the life course with emphasis onownership and participation; proactively interface between national healthsystems and communities to encourage and facilitate health care deliverysystems while promoting the involvement of communities and deliverpeople-centered health services to ensure sustained coverage of health servicesdelivery;Develop approaches, orientate and strengthenthe capacity of WCO Teams to facilitate capacity building and training ofhealth workers at district and peripheral levels as part of sound districthealth systems based on appropriate technical norms, standards and bestpractice SOPs; Identify research needs and priorities aimedat improving universal access to SDS services at country level, includingpromotion and strengthening of research capabilities, and support the additionof new knowledge and technologies into country health systems;Facilitate the sourcing and provision ofexpert technical assistance to countries, including promoting the use oftechnical resource networks and leveraging in-country institutional capacitiesto enhance sustainability; Conduct high level advocacy and policydialogue and establish/strengthen partnerships, including with academia, professionalassociations, inter-governmental and non-governmental organizations andinstitutions, for the harmonization and alignment of actors and resources in theformulation and implementation of national action plans, as an integral part ofstrengthened and resilient national health systems, in order to improve accessto health services;Support the Cluster Director in communicatingthe achievements and results of the work of the SDS Programme; in collaborationwith communications and monitoring units;Contribute to resource mobilization for theARD Cluster's programmes, including but not limited to drafting proposals andproactively participating in resource mobilization campaigns, in collaborationwith other technical clusters and country offices;Provide expertise and technical advice to theRegional Director, the Cluster Director and Senior Management in the areas ofservice delivery and primary health care;Perform other related responsibilities as assigned,including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced Medical Degree in Public Health or international global health, complemented by degree in medicine, training or specialization in health systems and service delivery. Desirable:

Experience

Essential: A minimum of 10 years of experience in - Health systems management in resource limited settings, - Development of health policies and strategic planning, - Designing and making operational service delivery systems Including at least 10 years' experience in supporting health development at international level Multiple experiences managing/supervising teams in complex organizations Experience leading analysis of health programs Work in internationalhealth, specifically in resource limited countries. Desirable: Experience working withWHO Experience in resourcemobilizationWork experiences thatare diverse, incorporating private sector, NGOs, other UN or governmental health related agencies will be an advantage.

Skills

Demonstratedknowledge of health systems strengthening, complemented by expertise in servicedelivery and policies, strategies and operations, complemented by proven skillsin the field of service delivery systems especially in developing, implementingand evaluating quality of care standards as well as in implementation ofessential packages. Proventrack record in the development and implementation of technical norms andstandards, and establishing effective reporting mechanismsand systems of evidence-based results and progress made; Excellentcommunication and presentation skills with ability to write and producetechnical documents in a clear and concise manner;Provennegotiating and interpersonal skills with ability to promote consensus,communicate progress and results, and resolve issues in a proactive manner,while ensuring effective work practices and ethics; Strongskills in resource mobilization and partnerships.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4874 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
