OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The objectives of the Country Health Emergency Preparedness & the International Health Regulations (2005) programme area (CPI) include the monitoring and evaluation of countries' preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities involving an all-hazards approach at all three levels of the Organization. The CPI also support all the work related to the IHR Secretariat. The CPI programme area prioritizes support to the most vulnerable and low capacity countries

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:1. Lead the work of professional staff involved in a broad range of activities related to all aspects of capacity strengthening, including authoritative advice to Member States, directly and indirectly through Country Offices, for the monitoring, evaluation and implementation of core capacities required for IHR (2005) , including but not limited to the provision of technical advice and support to Member States, directly or indirectly through Country Offices, in assessing, strengthening, revising and/or updating existing instruments, or development of new instruments, as appropriate, and setting-up related training programs or workshops to facilitate IHR (2005) Implementation.2. Lead and guide the team for providing technical support to countries and the Regional Office in the area of One Health and the tripartite agreement ensuring that country level support activities are jointly planned and implemented in a coordinated manner including with both internal and external partners, and provide authoritative expertise and advice to countries, through and in close collaboration with WHO HQ, Regional Offices and Country Offices, on the development of core capacities as required by the IHR (2005).3. Play a crucial role in joint capacity building and linking of ongoing programmes on priority zoonotic and other high impact diseases that should be incorporated into coordinated regional/national action plans4. Lead , guide and motivate the staff assigned to the IHR monitoring and evaluation , including but not limited to overseeing the development and continuous adaptation of strategies; facilitating the implementation of best practices; collaborating to the development of work plans and budgets, including risk management and the optimization of the use of financial and human resources, as well as effective processes and streamlined procedures through and in close collaboration with the other Programme Areas in the emergency Programme and Country Offices, on the development of core capacities as required by the IHR (2005).5. IHR Secretariat, which oversees the organization and conduct of the IHR Emergency and Review committees and follow up of the recommendations, reports to the WHO governing bodies on the implementation of the IHR (2005), and provides legislative support to WHO and States Parties and particularly to the IHR National Focal Point. It also ensures that IHR databases of experts and other relevant information are maintained and updated, and that appropriate working groups are functional.6. Provide support to the IHR secretariate in the organization and conduct of the IHR Emergency and Review committees and follow up of the recommendations, develop reports to the WHO governing bodies on the implementation of the IHR (2005), provide legislative support to WHO and States Parties and particularly to the IHR National Focal Point and develop and maintain the regional IHR databases of experts that feeds into the IHR global roster of experts. 7. Define objectives, strategies and priorities, and proactively drive the research and study of implementing the IHR (2005), and the development of standard approaches, guidance, training programms and tools for long-term strengthening of country capacities for IHR implementation8. Promote multi-disciplinary and cross-cutting approaches and activities to facilitate full participation with and outside CPI and key partners on all aspects of the successful implementation of surveillance, monitoring and evaluation capacities in line with IHR (2005) requirement.9. Lead multisectoral engagement of partners, and coordinate alignment of donors and partners around the IHR and other tools and frameworks10. Support CPI's collaboration with the Health System strengthening to support countries meeting IHR obligations. 11. Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine and public health or related disciplines, complemented by degree or specialization in epidemiology. Desirable: Post graduate degree in public health epidemiology or veterinary science or global health.

Experience

Essential: At least 10 years' experience in practice of public health and assessment and country planning to ensure effective compliance with the International Health Regulations (IHR) with a focus on One Health, assessment and support countries to build their capacities in the areas of surveillance, risk communication, risk assessment, investigation and response to disease outbreaks of priority diseases including those of zoonotic nature, and design and deliver country specific training modules in the areas of epidemiology and public health. Fostering collaboration and coordination between stakeholders relevant to IHR addressing: country specific legislation, organization structure, harmonization of decision and policy making and capacity building. Desirable: Experience in or knowledge of WHO/UN, IHR with emphasis on providing expert advice to Member States, emergency disaster and health outbreak response or humanitarian working experience at field level.

Skills

Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.Strong skills in the area of developing and establishing polices and strategiesExcellent skills and ability in managing diverse teams and financial resources.Good skills in mobilizing resources.Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders. Commitment to collaborate effectively with other key partners in the Health Subject area.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2628 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
