Team Leader/Evaluator, MTE-IDEP Strategic Framework 2019-2023

Result of Service The mid-term evaluation of “IDEP Strategic Framework 2019-2023” will serve three main purposes of learning, accountability and providing credible evidence for decision making. The evaluation will be conducted in line with UNEG, the United Nations Evaluation Guidelines and ECA Evaluation Policy. - In terms of learning, the evaluation will contribute to lessons learned, including on the effective implementation and results of IDEP so far, to the existing knowledge. - In terms of accountability, the evaluation will be used to provide evidence of whether the IDEP is being adequately managed for results and that it is supporting the goals and outcomes of the Strategic Framework. - The evaluation will aim to provide credible and reliable evidence to ECA, IDEP, IDEP Governing Council, member States and other stakeholders for decision-making to improve outcomes and impact of IDEP’s work. The primary audience of the evaluation are IDEP, ECA at large, IDEP Governing Council, member States and other key partners.

Expected duration For a period of five (5) months starting from December 2021 to April 2022.

Duties and Responsibilities After 58 years of developing the capacity of African public officials and institutions, IDEP remains both a pioneer and a key resource for developing human capital within the continent. As recommended by its Governing Council and member States, in 2018 IDEP underwent a strategic shift in orientation which led to the development of a Strategic Framework for the period 2019 to 2023. That shift was aimed at better addressing the increase and sophistication of the demand by African countries for support in capacity development for the purpose of achieving the goals of 2030 Agenda for Sustainable Development, and the aspirations of Agenda 2063. Towards this end IDEP developed its Strategic Framework 2019-2023 with the following missions: - To support African countries’ capacity to rethink their development strategies with the view to achieving their structural transformation - To strengthen the technical aptitudes and proficiencies of mid-career and senior government officials and other stakeholders in economic management and development planning for the successful implementation of national plans in line with Agendas 2030 and 2063; - To serve as a forum for exploration of alternative thinking on African development. The Strategic Framework has reached its mid-term and a decision was made to undertake a mid-term evaluation. The evaluation will assess as objectively and systematically as possible the performance of IDEP so far on its Strategic Framework 2019-2023 in terms of relevance, effectiveness, efficiency, and sustainability. Further, the evaluation will assess the extent to which gender, human rights, disability inclusion, innovation and other cross-cutting issues were incorporated or mainstreamed into design and implementation. It will cover the period –2019- October 2021. Based on the findings, the evaluation will make recommendations for future commitments. In doing so, the evaluators should seek to assess whether the Strategic Framework has been implemented and results achieved in accordance with the plan, or if there have been constraints / bottlenecks that have limited the successful implementation and the effective achievement of the expected results. To this end both external and internal factors will be analyzed. Specifically, the evaluation will: - Assess the performance of IDEP in the light of its goal and outcomes. - Document results and achievements of IDEP vis-à-vis the Strategic Framework so far. - Provide lessons learned, good practices and recommendations for improvement for the remaining period of the Strategic Framework.

The consultancy assignment is located in the Strategic Planning, Oversight and Results division and African Institute for Economic Development and Planning (IDEP) of the United Nations Economic Commission for Africa based in Addis Ababa, Ethiopia. Under the direct supervision of the Director of SPORD, the consultant will report to the Chief of Monitoring Evaluation and Reporting Section (or OIC) on the deliverables and matters related to the technical aspects of the evaluation. The consultant will also report to the Director of IDEP and on operational and administrative matters and is expected to perform the following tasks:

1. Identify suitable evaluation methodology and come up with an inception report 2. Collect and analyse data 3. Write an evaluation report 4. Present the report to ECA and IDEP Governing Council 5. Finalize the report and come up with a summary report

Qualifications/special skills Education: Advanced university degree (Master’s degree or equivalent) in economics, evaluation, social sciences, programme management, business/public administration or related field is required. A first-level university degree in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of twelve (12) years of progressively responsible experience in evaluation and/or research on capacity building with research institute, government, or with a multilateral organization is required. Experience of training and capacity building in Africa is desirable. Previous work experience with the UN system is an added advantage. Language: English and French are the working languages of the United Nations Secretariat. Fluency in English or French is required. Knowledge of the other is an advantage. Knowledge of another UN official language is an asset.
