OBJECTIVES OF THE PROGRAMME

The overallobjective of the Data Analytics and Knowledge Management (DAK) Unit is togenerate and ensure the use of evidence for planning and monitoring of servicestowards the achievement of Universal Health Coverage (UHC) and other healthrelated Sustainable Development Goals (SDGs) targets, in routine and emergencysituations in Member States of the WHO African Region. This encompassespromoting the management and integration of various data collection andanalysis tools, methods and processes across different technical programmesinto a common data architecture in order to facilitate analysis andreporting of health systems performance and progress towards regional andnational targets ,including across equity stratifiers such as age and sex,while ensuring people-centred approaches across the life course to address thepriority health problems of different population sub-groups and promotinggender, equity and human rights.The Unit worksby bringing together the technical programmes and leading the processes for thedevelopment /adaptation of tools, processes and procedures for the collectionand validation of data and statistics. It carries out and supports the analysisof health data and statistics and conducts health systems and services reviews,including programme performance reviews and GPW 13, UHC and SDGs monitoring.The Unit also leads the strengthening of the technical capacity of AFROprogrammes ;supporting evidence-based development and implementation of tools,guidelines and procedures; and coordinating health information activities acrossthe Regional Office Clusters and Teams. TheUnit is responsible forbuilding and sustaining knowledge sharing platforms at the Regional Office andin Member States to facilitate decision-making; including maintaining afunctional and integrated Africa Health Observatory and providing support andoversight for the establishment of functional National Health Observatories.The goal is to enable countries in the WHO African Region to ensure thatevidence-based policies and strategies are in place to achieve universal accessto high-quality, integrated, health services, to increase thec overage andquality of effective interventions, and to create mechanisms to measure theimpact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties;Provide strategicleadership and manage the Data Analytics and Knowledge Management Unit inimplementing a Data management strategy in the region, with the objective ofachieving results that impact health outcomes in the African region;Lead the DAK Unit and coordinate the production, adaptation, synchronization and implementation ofstate-of-the-art regional tools, methods and processes for the collection,analyses and reporting of health data and statistics on UHC and other healthrelated SDGs, including monitoring trends in gender, equity and human rights,in collaboration with other WHO technical clusters and partners;Support thecoordination of the Regional Office workstream on cross-cluster/cuttingactivities and coordination of information management activities in anintegrated manner in the regional office and at country office level; Develop andmanage the implementation, monitoring and evaluation of DAK work plans andbudgets within the framework of the WHO Staff Rules and Regulations, financialrules and AFRO accepted procedures, while promoting integration of similarintervention in the DAK Team;Provideleadership and manage the DAK staff under his/her responsibility; ensure theirperformance, continuous development and engagement, encouraging a culture ofworking across boundaries, while promoting the principles of integrity, equity,value for money and a respectful workplace in accordance with theOrganization's policies, rules, procedures, and values;Drive the teammembers' collaboration with other clusters and programmes to ensure that DAKpolicies, strategies and approaches are integrated in strategies on UHC,primary health care, sexual and reproductive health, and other communicablediseases and non-communicable diseases;Coordinate andprovide technical expertise in data analytics and knowledge production throughanalyses of health data at regional, national, sub-national and facility levelsas well as dissemination of progress reports and good practices while promotingknowledge translation;Oversee thedevelopment and implementation of regional and country capacity-buildingpolicies, strategies and approaches towards the implementation of bestpractices on all aspects of Data Analytics, Knowledge ManagementCoordinate andprovide support for Digital health strengthening for the region Facilitate thesourcing and provision of expert technical assistance to country DAKprogrammes, including promoting the use of technical resource networks andleveraging in-country institutional capacities to enhance sustainability;Lead andcoordinate the work of the DAK team while promoting an environment ofprofessional innovation, anticipating new challenges, seeking solutions andevaluating their effectiveness;Advise on dataneeds, data synthesis and analytics for strategic planning managementimplementation and precision interventions for clusters in the regional office;Oversee theeffective functioning of the integrated Africa Health Observatory, while payingparticular attention to supporting National Health Observatories and ensuringcoherence and alignment with WHO policies; Oversee andcoordinate the dissemination of grey and peer reviewed information about theAfrican Region through the Knowledge Management team;Conduct highlevel advocacy and policy dialogue and establish/strengthen partnerships,including with academia, professional associations, inter-governmental and non-governmentalorganizations and institutions, for the harmonization and alignment of actorsand resources for the formulation and implementation of national action plans,as an integral part of strengthened and resilient national health systems, inorder to improve the generation and use of health data at all levels;Support theAssistant Regional Director in communicating the achievements and results ofthe work of the DAK Unit, in collaboration with the Communication (COM) andPlanning, Budgeting, Monitoring and Evaluation (PBM) Units;Contribute toresource mobilization for the ARD Cluster's programmes, including but notlimited to drafting proposals and proactively participating in resourcemobilization campaigns, in collaboration with other technical clusters, theexternal partnership team and WCOs;Provideexpertise and technical advice to the Regional Director, the Cluster Directorand Senior Management in the areas of strategic information, knowledgemanagement; and in the promotion of gender, ethics and human rights;Perform other relatedresponsibilities as assigned, including replacing and backstopping for othersas required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in Medicine, PublicHealth or Epidemiology or Health Informatics. Desirable: Degree or post graduate degree in knowledge management.

Experience

Essential: Minimum of ten years' experience in Health Informatics and Knowledge Management at the national and international levels, including five years country level experience working in a health systems context in strengthening health evidence generation and analytic skillsStrong managerial and leadership skills of teams and demonstrable ability to coordinate cross cutting activitiesDemonstrated experience in working and collaborating at international level. Strong communication and technical writing skills Desirable: Experience in Ministry of Health level advocacy, work and interventions in the African Region and/or UN Agencies or in academic institutions.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4874 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
