OBJECTIVES OF THE PROGRAMME

Theoverall objective of the Antimicrobial Resistance (AMR) Unit is to, within theframework of the “One Health Approach”, define, advance, promote and monitorcomprehensive the development and implementation of policies and strategiesthat prevent, reduce, and mitigate drug-resistant infections and the overallimpact of antimicrobial resistance in the WHO African Region. This contributesto building and sustaining resilient health systems that provide equitableaccess to quality essential health services to people across the life courseusing people-centered approachesTheAMR Team works by supporting the implementation of the Regional Action Plan onAMR throughstrengthening coordination mechanisms on AMR and the“One Health Approach” for regional, sub-regional and country impact; supportingthe development and implementation of National Action Plans for AMR andmainstreaming them into Universal Health Coverage and Health Security; andfacilitating regional and country level monitoring and reporting on AMR asdefined in National, Regional and Global Action Plans. The Unit collaborates particularlywith specific Technical Teams and others to strengthen surveillance, includingbuilding laboratory capacity, for AMR detection, risk assessment, preventionand response to emerging AMR pathogens; mainstreaming the “optimal use ofantimicrobials” into all workstreams through improved access toquality-assured, safe and effective antimicrobials, improved stewardship ofantimicrobials; and promoting awareness and behavioral change in order todrive sustainable regional and country impact. The Unit also collaboratesto promote priority-setting in research and development to address AMR whilefollowing the “One Health Approach”, including promoting assessments pf theimpact of MR on human health to inform burden of disease estimates. Thegoal is to enable countries in the WHO African Region to ensure evidence-basedpolicies and strategies are in place to achieve universal access to high-quality,integrated, people-centered health services, increase the coverage and qualityof effective interventions, and to create mechanisms to measure the impact ofthose strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following responsibilities:Providestrategic leadership and manage the AMR Unit in developing and implementing astrategy on AMR for the region with the objective of achieving results thatimpact AMR in the region. Supportdevelopment of regional AMR policies, strategies, programmes and activities incollaboration with other WHO technical clusters, and partners, in the contextof Universal Health Coverage, ensuring people-centred approaches across thelife course to address the priority health problems of different populationsub-groups; Coordinatethe Region's workstream on cross-cluster/cutting activities and coordination ofAMR activities in an integrated manner in the regional office and at countryoffice; Develop andmanage the implementation, monitoring and evaluation of AMR work plans andbudgets within the framework of the WHO Staff Rules and Regulations, financialrules and AFRO accepted procedures, while promoting integration of similarintervention in the AMR Team;Provideleadership to and manage the AMR staff under his/her responsibility; ensuretheir performance, continuous development and engagement, encouraging a cultureof working across boundaries, while promoting the principles of integrity,equity, value for money, and a respectful workplace in accordance with theOrganization's policies, rules, procedures, and values;Drive the teammembers' collaboration with other clusters and programmes to ensure that AMRinterventions are integrated in strategies on universal health coverage,primary health care, sexual and reproductive health, and communicable diseases andnon-communicable diseases programmes;Oversee theprovision of coordinated support for the adaptation and implementation of theWHO policies and strategies on AMR and related service delivery models atprimary care level, including the development of national protocols andguidelines for their integrated management;Oversee thedevelopment and implementation of regional and country capacity-buildingpolicies, strategies and approaches towards the implementation of bestpractices on all aspects of AMR, while promoting the “One-Health” approach;Facilitate thesourcing and provision of expert technical assistance to country AMRprogrammes, including promoting the use of technical resource networks andleveraging in-country institutional capacities to enhance sustainability;Conduct highlevel advocacy and policy dialogue and establish/strengthen partnerships,including with academia, professional associations, inter-governmental and non-governmentalorganizations and institutions, for the harmonization and alignment of actorsand resources for the formulation and implementation of national action plans,as an integral part of strengthened and resilient national health systems;Identifyresearch needs and priorities aimed at improving universal access to AMRservices at country level, including promotion and strengthening of researchcapabilities, and support the addition of new knowledge and technologies intocountry health systems;Oversee thecollaborative and proactive support to countries in the development andimplementation of monitoring and evaluation policies and strategies tofacilitate reporting on trends in and on progress towards AMR regional andnational targets, including promoting the dissemination of lessons learned andgood practices; and providing technical inputs into global surveys and reports;Support theCluster Director in communicating the achievements and results of the work ofthe AMR Programme; in collaboration with the Communication (COM) and Planning,Budgeting, Monitoring and Evaluation(PBM) Units;Contribute toresource mobilization for the Cluster's programmes, including but not limitedto drafting proposals and proactively participating in resource mobilizationcampaigns, in collaboration with other technical clusters, externalpartnerships team and country offices;Provideexpertise and technical advice to the Regional Director, the Cluster Directorand Senior Management in in the areas of anti-microbial resistance surveillanceand monitoring;Perform other relatedresponsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, pharmacy,veterinary, microbiology or an advanced degree related in a health related discipline with specialization in Public health or Epidemiology. Desirable: Certificate,diploma or post-graduate degree in management, medical laboratory services orAMR related discipline.

Experience

Essential: • A minimum of ten years' experience in public health management of antimicrobial resistance or related fields such as infectious/communicable diseases. • Strong managerial and leadership skills and demonstrable ability to coordinate cross cutting activities and provide strategic advice and leadership. • Demonstrated experience in working and collaborating at international level • Strong communication and technical writing skills Desirable: Experiencein working with national or regional programmes on AMR or communicable diseases.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4874 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
