GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is preparing for the EU-funded tender: „Technical Assistance to the Bangsamoro Agri-Enterprise Programme" in forecast stage.

The action supports the development of agri-enterprise in Bangsamoro through a two pronged approach addressing the main challenges faced by the current administration in this sector and embeds principles of green/circular economy, sustainable development, to avoid impact of growth on the environment and contribute to the conservation of biodiversity and natural resources.

To this end, the action will contribute to the achievement of the following objectives:

Local agricultural production is improved in quality, diversity, consolidation and its response to the needs of the market and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) has an elaborate policy and strategy for further development and investment promotion in Agri-business. The later will be achieved through facilitating export of agri-products and processed food within the Brunei Darussalam-Indonesia-Malaysia-the Philippines East ASEAN Growth Area (BIMP-EAGA) trade corridor; setting and rolling out a number of product standard quality systems more specifically for the Halal and sea-aqua products and assisting BARMM agri-business sector in it endeavour to establish itself as an effective and recognised regional player and attractive investment opportunity.Your tasks

The Team Leader will be responsible for the overall project design and successful implementation and reporting, including the coordination and supervision of the other KEs and Non Key Experts (NKEs) and financial management tasks in a timely and professional manner. He/she will maintain close contact with the EU Delegation. The Team Leader and Agriculture Policy Advisor will be responsible to support local counterparts in developing and elaborating strategies for further development and investment promotion in Agri-business.

Your profile

Qualifications and skills

  • At least a master’s degree or equivalent academic qualification (university or similar institution) in agricultural development, agricultural economics, rural development or any relevant field directly related to this assignment
  • Good analytical skills, and capacity to produce clear and concise reports in English, as well as key documents such as specific ToR in the areas of activity of this project
  • Strong project management, planning and coordination skills, with the ability to deliver a complex project effectively and under tight deadlines
  • Excellent communication skills in English, being able to communicate effectively and diplomatically with a wide range of contacts
  • Good people management skills; able to lead and motivate a team to deliver the required results
  • Working experience in a post-conflict region is an asset
  • Knowledge of local language and working experience in the Philippines is an advantage

General professional experience

  • At least 10 years of practical experience in the field of agriculture and rural development
  • At least 3 years of experience as agricultural policy advisor
  • Minimum 3 years working experience as team leader of complex projects with multiple stakeholders.
  • A minimum of 2 years of professional experience working on agricultural export promotion on a policy level
  • At least one fulltime continuous assignment of more than one year performed successfully as team leader (overseeing a team of at least 3 team members)

Specific professional experience

  • At least 5 years’ experience with agricultural trade promotion, including product standards and quality infrastructure
  • At least 3 years working experience in designing, conducting and facilitating capacity building initiatives of public administration in strategic planning, processes and procedures, policy development and review
  • At least 3 years’ experience in investment promotion or private sector engagement in the agriculture sector
  • Proven skills in project design, formulation, management, monitoring and evaluation, as well as in consolidating the work of the team of experts
  • Familiarity with the principles of EU project cycle management and implementation, aid delivery methods is an asset
