USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.
EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:
Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities
JOB SUMMARY:
The Team Lead, National Healthcare Accreditation, Policy, and Regulation will be under supervision of Deputy Chief of Party. S/he will provide day-to-day management of national level health policies/guidelines development, revision, integration, and healthcare accreditation and regulation related activities under EQHA II. S/he will provide technical assistance and facilitate system thinking among key stakeholders, including coordinating institutions and national programs/ centers leading key vertical interventions, to generate and package evidence, conduct policy analysis, and develop, advocate and support the adoption of feasible, efficient and sustainable policies, guidelines, and strategies for improving the quality and availability of healthcare services at all levels. S/he will work closely with relevant stakeholders and partners to promote the integration of national programs into the mainstream health systems. S/he will coordinate the review of existing strategies and works closely with stakeholders to develop and implement new strategies and pilot innovative private sector activities through close coordination with Quality Implementation team. Under the ministry of health’s relevant strategic plans and strategic directions, coordinate the review of existing strategies and documents and work closely with stakeholders to develop and implement pilot innovation related to healthcare accreditation, minimum standard for licensing and relicensing, and health professional councils’ development activities. S/he will work closely with relevant Technical Working Groups and government departments, and other stakeholders to support the development of a national healthcare accreditation system based on international best practices and experience and the laws and regulations of Cambodia. S/he will provide guidance and technical support to promote sustainability and institutionalization of all interventions. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA II’s quality improvement interventions at policy and implementation level.
KEY RESPONSIBILITIES AND CONTRIBUTIONS:
Project leadership:
- Leads activities in health policy development, revision, and integration, providing support and guidance to develop, implement and regularly monitor annual work plans while ensuring alignment with the RGC and EQHA II project goals.
- Provides day-to-day management of EQHA II’s Objective 1 and 2 activities and develop sustainability plans of project activities and monitor regularly.
- Prepare and deliver presentations to donor on progress (as needed)
- Collaborates with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA II’s quality improvement interventions at policy and implementation level.
Technical leadership:
- Develop strategy to integrate RMNCH, TB and HIV/AIDS program services in the health system functions.
- Coordinate with institutions and national programs/ centers leading key vertical interventions, to generate and package evidence, conduct policy analysis, and develop, advocate and support the adoption of feasible, efficient and sustainable policies, guidelines, and strategies for improving the quality and availability of healthcare services at all levels.
Identify RMNCH, TB and HIV/AIDS activities to be integrated at all levels of the health system: national, subnational, health regulation.
Define thematic priorities and guide corresponding interventions based on global standards and latest evidence and ensure that project implementation adheres to appropriate global strategies and remains technically sound.
Contribute to the design and implementation of specific RMNCH, TB and HIV/AIDS focused tools that improve the technical components of the project in alignment with the national program/center’s strategy.
Design/implement interventions with relevant stakeholders for private sector to improve their mandatory notification for HIV/TB. Form internal Private Sector Engagement (PSE) working group to manage these activities.
- Contribute to ways that EQHA II can improve person-centered RMNCH, TB and HIV/AIDS care at both public and private facilities using evidence-based standards of care and provides quality care and referral services.
- Promote quality standards and strengthen the use of data for RMNCH, TB and HIV/AIDS services to improve RMNCH, TB and HIV/AIDS indicators as well as service delivery.
- Collaborate with CENAT, NCHADS, and NMCHC staff, other partners and liaise with the key stakeholders to share information and learnings.
- Monitor implementation of planned activities through periodic consultations, monthly progress review meetings, reports review, and field trips.
- Coordinate the review of existing strategies and works closely with stakeholders to develop and implement new strategies and pilot innovative private sector activities through close coordination with Quality Implementation team.
- Coordinate activities/technical assistance/report narrative with team within the areas of infection disease.
- Ensure technical assistance provided to Health Professional Councils and healthcare accreditation, minimum standards for licensing and relicensing for private health facilities.
- Ensures documentation with key stakeholders in support of situational analyses regarding potential regulatory strengthening is in place.
- Provides management support and leadership in the implementation of the Cambodia Healthcare Accreditation Standards in collaboration with Senior technical advisor and COP/DCOP
- Support the survey management specialist to train new surveyors and conduct mock surveys in selected hospitals.
- Works with relevant stakeholders and EQHA II’s sub-awardee(s) to implement the roadmap and workplan to support the creation and implementation of the national healthcare accreditation organization (Cambodia Healthcare Accreditation Commission).
- Acts as a consultant to the MoH’s departments and institutional leadership during all phases of accreditation, approval, and recognition initiatives from initial readiness through maintenance and re-accreditation.
Business Development and Client/Funder support:
- Collect data for inclusion in proposals and assist in proposal research as required.
- Assists with developing proposal strategies, draft proposals, budgets, and work plans.
- Participate in business development meetings with partners/clients.
- Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in policy/guideline development and integration and infection diseases including TB and HIV/AIDS, and emerging disease technical area.
- Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
- Exchange information, present recommendations and collaborate with colleagues and peers within the organization and externally.
Project Reporting:
- Develops and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the EQHA II’s Objective 1 and 2 activities are implemented successfully as planned.
- Draft donor technical reports, collates and uploads output and deliverables data to data systems.
- Work closely with MERL team to develop and monitor donor and performance indicators.
- Creates technical content, owning the content of the progress report.
- Serves as the primary author for technical deliverables (e.g., reports, presentations, manuscripts).
Budget Management:
- Develop, manage, and monitor the relevant activity budget regularly.
- Provide monitoring and oversight to the financial management assigned to EQHA II’s Objective 1 and 2 activities in coordination with the finance team.
Staff Management:
- Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of team members.
- Manage direct report, review work plans, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure staff is motivated and have the necessary skills and capacity.
- Provides informal feedback on an ongoing basis and formal feedback in the annual performance evaluation process to identify and develop talent.
- Build a positive collaborative team culture.
- Inform timely and proactively EQHA II SMT about human resource issues.

QUALIFICATION:
- Cambodian National
- Masters’ Degree in public health or international health; medical degree is an advantage with at least 5 years of relevant experiences working with INGOs.
EDUCATION/EXPERIENCE:
- A Minimum of a Masters’ Degree in public health or international health. Clinical degree in nursing, medicine or pharmacy a plus.
- Specialized experience is required in areas including, but not limited to, clinical management of TB and MDR-TB and HIV/AIDS; infection control; private sector engagement; health system strengthening, healthcare accreditation, health professional licensing systems, health program design, management and implementation, and program data management.
- Minimum eight (8) years of progressively responsible experience in designing, implementing and managing health system strengthening and/or infectious disease policy enhancement programs in developing countries.
- Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment are required.
Skilled people manager to support staff for optimal productivity and joy in work.
Knowledge of and experience working in the Cambodian health system.
- Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with government personnel.
Excellent oral and written communication skills in English and Khmer.
Experience working with national RMNCH, TB and/or HIV/AIDS programs in Cambodia or another country in the Greater Mekong Sub-Region will be an advantage.
Good proficiency in computer skill including Microsoft Office, internet and email.
