OBJECTIVES OF THE PROGRAMME

The overall objective ofthe HWF Programme is to support Member States in the WHO African Region to improve the availability of quality, equitably deployed, stable, and effectively utilized health workers for the delivery of health services towards the attainment of UHC and the Sustainable Development Goals (SDGs). The Programme achieves this through the provision to Member States of up-to-date, evidence-based guidance on the education and performance of health workers; the development, implementation, monitoring and evaluation of policies, strategies, frameworks and plans for the health workforce, within the context of health systems resilience, health emergencies and universal health coverage; through technical assistance and guidance for implementing innovative, quality HWF education and training systems including for leadership and management of the health workforce. The Programme supports the shaping of the HWF agenda, harmonizing approaches and increasing resources mobilized and investments; promotes accountability for the generation, analysis and use of Health Workforce Intelligence (HWI) at all levels of health care delivery, and produces reports on trends in the development and evolution of the HWF agenda and progress towards national, regional and global targets, documenting and sharing best practices.These services are provided within the framework of the Global Strategy on Human Resources for Health: Workforce 2030. The goal is to enable countries in the WHO African Region to ensure evidence-based policies and strategies are in place toachieve universal access to high-quality, integrated, health services, increase the coverage and quality of effective interventions, and to create mechanismsto measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

Theincumbent will be expected to perform the following duties:Provide vision and guidance for WHO's work in HealthWorkforce in the African Region including, leading the HWF Programme andcoordinate the development of regional HWF policies, strategies, programmesand activities in collaboration with other WHO technical clusters, andpartners, in an integrated manner in the context of Universal Health Coverage, ensuringpeople-centred approaches across the life course to address the priority healthproblems of different population sub-groups; Develop and manage the implementation, monitoring and evaluation of HWF workplans and budgets within the framework of WHO Staff Rules and Regulations,financial rules and AFRO accepted procedures, while promoting integration ofsimilar intervention in the HWF Team;Provide leadership to and manage the HWF staff under his/herresponsibility; ensure their performance, continuous development andengagement, promoting a culture of working across boundaries, while promotingthe principles of integrity, equity, value for money and a respectful workplacein accordance with the Organization's policies, rules, procedures, and values;Drive the teammembers' collaboration and integration with other clusters and programmes toensure that HWF interventions are integrated in strategies on universal healthcoverage, primary health care, sexual, reproductive, maternal,newborn, child and adolescent health and ageing, and communicable diseases andnon-communicable diseases programmes;Oversee theprovision of coordinated support for he adaptation and implementation of theWHO policies and strategies on HWF, and related service delivery models atprimary care level, including the development of national protocols andguidelines for their integrated management;Oversee the development and implementation of regional and countrycapacity-building policies, strategies and approaches towards the implementationof best practices on all aspects of HWF, including implementing innovative,quality education and training systems; and systems for assessing health sectorperformance;Facilitate the sourcing andprovision of expert technical assistance to country HWF programmes, includingpromoting the use of technical resource networks and leveraging in-countryinstitutional capacities to enhance sustainability;Conduct highlevel advocacy and policy dialogue and establish/strengthen partnerships,including with academia, professional associations, inter-governmental andnon-governmental organizations and institutions, for the harmonization andalignment of actors and resources in the formulation and implementation ofnational action plans, as an integral part of strengthened and resilientnational health systems, in order to improve the availability of quality,equitably deployed, stable, and effectively utilized health workers for thedelivery of health services at all levels;Coordinate andTechnically contribute to the work of the High-Level Consultative Group on theHealth Workforce (HLCG-HWF);Incollaboration with the Assistant Regional Directors' cluster, identify researchneeds and priorities aimed at improving universal access to HWF services atcountry level, including promotion and strengthening of research capabilities,and support the addition of new knowledge and technologies into country healthsystems;Oversee thecollaborative and proactive support to countries in the development andimplementation of monitoring and evaluation policies and strategies tofacilitate reporting on progress towards regional and national HWF targets,including promoting the dissemination of lessons learned and good practicesincluding establish and maintain networks and pools of key institutions andexperts in human resources development; Support the Cluster Director in communicating the achievements and results of the work of the HWF Programme; in collaboration with the Communication and Programme Budget Monitoring Units;Facilitate resource mobilizationfor the UHC/LC Cluster by using innovative strategies for resource mobilization,targeting traditional and new donors in collaboration with other technical clusters,External Relations, Partnerships and Governing Bodies Team and WCOs;Provide expertiseand technical advice to the Regional Director, the Cluster Director and SeniorManagement in the areas of Health Workforce Development and Management;Perform otherrelated responsibilities as assigned, including replacing and backstopping forothers as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced degree in Public Health, Human Resources for Health or Healthplanning, with advanced training in health sciences. Desirable: Post graduate diploma/degree in HRH or PhD in Public Health or related SocialSciences.

Experience

Essential: A minimum of 10 years' of relevant experience atnational and international levels - with increasing levels of responsibility. inHWF or public health programmes, including in providing guidance to seniorlevel decision makers. Desirable: Experience in programme planning, monitoring, evaluation, and training atinternational and national levels;Work experiences that are diverse, incorporating private sector, NGOs,other UN, or governmental, Health-related agencies will be an advantage.

Skills

Globally respected level oftechnical expertise and knowledge in public health- HWF, with broad, practicalknowledge of related programmes, policies and strategies and their applicationin developing and developed countries;Extensive HWF-specific andprogrammatic knowledge of large-scale Public Health programmes, and integratedmonitoring & evaluation approaches; Proven leadership skills in the planning, management, and coordination ofa large, multidisciplinary, international, public-health programme, including theimplementation of a public health/disease control programme;Demonstrated expertise instrategic planning with a broad knowledge of related disciplines, performancemonitoring, assessment, and reporting; Strategic thinker with theability to analyse and integrate diverse and complex, quantitative, andqualitative data from a wide range of critical sources; Proven leadership capacity combined with superior interpersonal,presentation, communication, and problem-solving skills;Excellent skills in using innovative strategies for resource mobilizationand and targeting traditional and new donors;Ability in managing diverse teams and financial resources;Strong capabilities in relationship building with core implementingpartners and in developing;strong working relationships in HWF, withinWHO teams and with other key partners;

Use of Language Skills

Essential: Expert knowledge of English or French with Working knowledge of the other. Desirable: Intermediate knowledge of Portuguese. The above language requirements are interchangeable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4805 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
