OBJECTIVES OF THE PROGRAMME

The overall objective of the HIS Programme is to support Member States in the WHO African Region to improve the availability, quality and use of health data for planning and provision of services towards Universal Health Care through the strengthening of their health information systems. The Programme achieves this by developing and promoting regional tools, norms, standards and guides for the generation, transmission, storage and use of health data with the view of reducing fragmentation of the national health information system, and reducing the burden and cost for their collection and reporting It convenes, coordinates, and aligns multiple partners and their investments around country priorities for health information systems; and articulates evidence-based options for improving the availability and quality of health data, and transparency in data sharing in countries.The Programme provides support to countries for the development ofpolicies, strategies, plans and systems for the generation, transmission, and storage of the required health data, including systems for routine health information. It conducts capacity building activities to improve the knowledge and skills of countries to develop, implement and monitor their national plans for Health Information Systems; monitors, analyzes and reports on trends in the performance of health information systems in Member States in the region, including skills for data quality analysis and adjustments, and promotes the transparent use of health data for decision-making. The Programme also tracks the health situation and trends in the region, collaborating with the DAK Unit in the analysis and synthesis of health data and advocates for increased efforts to improve the availability, quality of and use of health data for decision-making, including advocacy for HIS human resources development, investments in national HIS, and policies that support data transparency and sharing. The goal is to enable countries in the WHO African Region to ensure evidence-based policies and strategies are in place to achieve universal access to high-quality, integrated, health services, increase the coverage and quality of effective interventions, and to create mechanisms to measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Provide vision and guidancefor WHO's work in Health Information Systems in the African Region including, leading the HIS Programme and coordinate the development of regional HIS policies, strategies, programmes and activities in collaboration with other WHO technical clusters, and partners, in an integrated manner in the context of Universal Health Coverage, ensuring people-centred approaches across the life course to address the priority health problems of different population sub-groups;Developand manage the implementation, monitoring and evaluation of HIS work plans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures, while promoting integration of similar intervention in the HIS Team;Provide leadership to and manage the HIS staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, while promoting the principles of integrity, equity, value for money and a respectful workplace in accordance with the Organization's policies, rules, procedures, and values;Drive the team members' collaboration and integration with other clusters and programmes to ensure that approaches for the collection, management and use of health data are integrated instrategies on universal health coverage, primary health care, sexual, reproductive, maternal, newborn, child and adolescent health, and ageing, communicable diseases and non-communicable diseases programmes;Oversee the provision of coordinated support for the adaptation and implementation of the WHO policies and strategies on HIS, and related service delivery models at primary care level, including the development of national protocols and guidelines andthe roll-out of robust systems for the generation, storage and transmission of all key health data, ensuring their quality and availability, and promoting their use through centralized, integrated, and publicly accessible data repositories;Oversee the development and implementation of regional and country capacity-building policies, strategiesand approaches towards the implementation of best practices on all aspects of health information systems, including for quality analysis of health data;Facilitate the sourcing and provision of expert technical assistance to country HIS programmes, including promoting the use of technical resource networks and leveraging in-country institutional capacities to enhance sustainability;Conduct high level advocacy and policy dialogue andestablish/strengthen partnerships, including with academia, professional associations, inter-governmental and non-governmental organizations and institutions, for the harmonization and alignment of actors and resources in the formulation and implementation of national action plans for enhancing health information systems, as an integral part of strengthened and resilient health systems, in order to improve the availability and use of quality health data for planning and provision of services at all levels;9.In collaboration with the Assistant Regional Directors'cluster, identify research needs and priorities aimed at Improving the availability and use of quality health data for planning and provision of services at country level, including promotion and strengthening of research capabilities, and support the addition of new knowledge and technologies into country health systems;10. Oversee the collaborative and proactive support to countries in the development and implementation of monitoring and evaluation policies and strategies to facilitate reporting on trends in the performance of health information systems, including promoting the dissemination of lessons learned and good practices;11. Support the Cluster Director in communicating the achievements and results of the work of the HIS Programme; in collaboration with the Comunication and Programme Budget Monitoring Units; 12. Facilitate resource mobilization for the UHC/LC Cluster by using innovative strategies for resource mobilization, targeting traditional and new donors in collaboration with other technical clusters, External Relations, Partnerships and Governing Bodies Team and WCOs;13.Provide expertise and technical advice to the Regional Director, the Cluster Director and Senior Management in the areas of Health Information Systems;14. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Master's Degree in Epidemiology, Biostatistics, or Public Health with training in Information Sciences Desirable: A PhD or post-doctoral degree in related field. Postgraduate degree or professional qualifications in health information systems.

Experience

Essential: A minimum of 10 years' relevant experience - at national and international levels - in managing and administering public health information and knowledge management systems, including with quantitative or qualitative data management. Desirable: Experience inhealth systems and epidemiological research.Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage.

Skills

Globally respected level of technical expertise and knowledge in public health- HIS, with broad, practical knowledge of related programmes,policies and strategies and their application in developing and developed countries;Proven leadership skills in the planning, management, and coordination of a large, multi-disciplinary, international, public-health programme, including the implementation of a public health/HIS programme, with quantitative and qualitative research;Excellent and demonstrable knowledge and skills in the use of digital solutions and software packages for data collection and storage such as CSPro application, DHIS 2, and electronic medical records systems;Advanced knowledge and skills inthe analysis and synthesis of health data, including the use of data analysis tools such as STATA, R, SPSS, SAS, and Excel;Demonstratedexpertise in strategic planning with a broad knowledge of related disciplines, performance monitoring, assessment, and reporting; Excellent skills in using innovative strategies for resource mobilization, targeting traditional and newdonors;Ability in managing diverse teams and financial resources;Strong capabilities in relationship building with core implementing partners and in developing strong working relationships within WHO teams and with other key partners;Ability to engage, build consensus and communicate effectively and diplomatically with Member States, donors, country governments, partners, and media.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4805 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
