OBJECTIVES OF THE PROGRAMME

The mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Within CPI, the Preparedness, Readiness and Core capacity (PCB) Unit provides technical support to countries and WHO country offices in their effort for all hazards preparedness and readiness for outbreaks and emergencies and to strengthen intersectoral national capacity for the early detection, timely and effective response, to all public health emergencies as required under the International Health Regulations (2005). Working closely with the other WHE staff, the PCB Unit ensures that needs listed in national action plans are translated into targeted capacity building in the priority/vulnerable countries and serving national and subnational needs. TEAM LEAD

DESCRIPTION OF DUTIES

  1. Lead and coordinate a multidisciplinary team focused on all-hazard country preparedness, readiness, capacity building, training and learning activities.
  2. Oversee the organization of technical activities and the development and implementation of evidence-based tools and training materials to assess, track and ensure WHO readiness to respond to disease outbreaks and emergencies.
  3. Contribute to WHO policy on emergency risk management; lead and participate in the development of technical projects, provide authoritative expertise and advise countries on the development of relevant processes and tools.
  4. Establish close linkages between PCB and other relevant WHE technical teams, particularly with CME, EMO; with other Divisions, particularly with Health Systems and Public Health (DSP); and the wider Disaster Management community to ensure the longer-term sustainability of emergency preparedness activities.
  5. In close liaison with other Department teams and WHE Programme, jointly plan with WHE Programme and Country Offices, the support to countries with a special focus on the assessment of vulnerability and needs.
  6. Develop strategic partnerships with the various counterparts and international partners to implement appropriate interventions, including strategic planning, tactical and project planning, facilitation, instruction, and information and documentation development.
  7. Identify priorities and reallocate resources according to emergencies raised including consultants contracting to ensure technical support in preparedness and readiness
  8. Represent the team at international meetings and conferences, when required.
  9. Perform other related duties including replacing and backstopping as required.

Preparedness/Readiness Officer (P4)

DESCRIPTION OF DUTIES

  1. Provide technical assistance and advice on the development and implementation of strategic and operational plans on all-hazard preparedness and readiness, at the regional and country level, in collaboration with other WHE programmes as well as other Divisions.
  2. Conduct risk and vulnerability assessments and monitor countries IHR Core Capacities and all hazards preparedness and readiness for outbreaks and emergencies, in collaboration with the CME team and in accordance with the International Health Regulations (IHR).
  3. Provide input to the formulation of policies, standards, guideline and tools on emergency management led by WHO, and facilitate and monitor their adaptation and implementation at the regional and country level.
  4. Develop and update training materials and implement capacity and capability building activities for Member States and WHO staff, plan and conduct simulation exercises to enhance their all-hazard preparedness and readiness in close collaboration with relevant RO divisions, Country Offices and HQ.
  5. Develop and update technical tools (guidance documents, training materials, etc.) and implement capacity and capability activities to ensure health service delivery during and after emergencies for Member States.
  6. Provide technical assistance and advice to WRs/HWOs with the development/update of the Business Continuity Plans and Contingency Plans, in collaboration with other WHE programmes and the DAF division as needed. In collaboration with BOS, update and maintain the EURO's Business Continuity Plan.
  7. Provide input to the formulation of policies, standards and guidelines on organizational readiness, and facilitate and monitor their adaptation and implementation at the regional and country level.
  8. Work closely with the Technical Officers from the Unit and contribute to all relevant health emergency preparedness activities. Perform other related responsibilities, including replacing and/or backstopping. Support other WHE programme areas, as needed.
  9. Engage with UN DRR and collaborate on urban preparedness, readiness and resilience at the city/urban and community level.
  10. Provide technical and operational support to other CPI/WHE/WHO program areas as needed.
  11. Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in biological science, public health, environment science or a related science. Desirable: Additional university degree in any of the above fields.

Experience

Essential: At least 7 years' experience at national and international level in administration and project management in the field of emergency risk management. Experience of coordination and collaboration in preparedness activities (e.g. data collection, analysis, strategy planning) with external organizations in resource-limited countries. Experience in team management. Desirable: Professional work experience within WHO or the UN System.

Skills

Knowledge of outbreaks and emergency risk management in WHO's and the UN System. Sound management skills with ability to manage human and financial resources. Excellent communication, public relations and interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy. Excellent organizational and analytical skills. Ability to establish and maintain partnership at local and international levels. Proven ability to write technical documents in a clear and concise manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4145 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
