OBJECTIVES OF THE PROGRAMME

The mission of the Antimicrobial Resistance (AMR) Division is to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of antimicrobial resistance globally based on theGlobal Action Plan on Antimicrobial Resistance and the 13th Global Programme of Work of WHO and the Sustainable Development Goals (SDGs). It also provides global direction and strategic leadership for the global response to antimicrobial resistance in coordination with Food and Agriculture Organization (FAO), World Organisation for Animal Health (OIE) and other United Nations and international agencies and facilitates the creation of common goal and vision through innovative partnerships, political engagement and promoting multisectoral engagement and synergy across the One Health spectrum in humans, animals, plants, food, feed and the environment. Its main objective is to support the development, implementation, and monitoring of One Health National Action Plans for Member States and facilitate the mainstreaming of effective strategies and actions, including on the prevention and control of infection, antimicrobial stewardship, awareness creation and communication, research and development in their health and development agendas in partnership with FAO, OIE and other key partners.

The Department of Global Coordination and Partnership on AMR leads and coordinates the global One Health multisectoral response to AMR in cooperation with FAO, OIE, the UN as well as other agencies, civil society, and the private sector, towards a world free from the suffering of drug-resistant infections. The Department has the following functions in line with WHO's General Programme of Work to protect antimicrobials important for human health and mitigate drug-resistant infections: Leads the global One Health multisectoral response to AMR across the human, animal, plant, food, feed and environment sectors, through multisectoral engagement and interventions, and strengthening advocacy and awareness; Facilitates global coordination and interagency engagement and partnership for creation and sustenance of shared global vision and goals; Shapes the research and development agenda through innovation, priority setting and supporting global initiatives that enable the generation, translation and dissemination of knowledge; Facilitates, nurtures and scales up evidence-based interventions to enhance stewardship, awareness, and understanding of AMR across the One Health spectrum.

The Impact Initiatives and Research Coordination (IRC) unit is responsible for the priority setting and coordination of research and development across the One Health spectrum. It develops and supports global initiatives, innovative partnerships and targeted instruments to enhance the global AMR response, in close collaboration with bilateral and multilateral financing institutions and other stakeholders. This includes: Identifies priority research agenda and priority pathogens lists for bacterial and fungal infections in the context of drug-resistance; Sets the priority research agenda and priority pathogens lists for bacterial and fungal infections; Analyses the clinical and preclinical antibacterial pipeline on an annual basis; Supports the Global Antibiotic Research & Development Partnership (GARDP), a not-for-profit drug developer aiming to develop five new treatments by 2025 to fight drug-resistant infections; Advocates for increased investment and coordination for research and development (including implementation research) on AMR; Developing global norms and standards, including revisions to the WHO List of Critically Important Antimicrobials.

DESCRIPTION OF DUTIES

  • Develops and proposes innovative technical health policies and strategies for implementation through collaboration with regional and country offices to strengthen and improve technical capacity of target clienteles.
  • Manages the subunit area of work and a small team of technical staff, to optimize the programme's deliverables in line with the mandate of the Organization.
  • Develops and monitors workplans and budgets for the team's activities and follow up on the implementation of planned activities.
  • Analyses data and information on best practices in implementing sustainable public health programmes and disseminates information.
  • Manages research activities and the implementation of the subunit's activities and dissemination of information for capacity-building in the respective area of work.
  • Conducts monitoring and evaluation of the specific field of work and conducts timely reporting for decision-makers.
  • Provides technical guidance and works closely with counterparts in technical departments across the Organization and liaises with counterparts in partner UN agencies, donors and other stakeholders to harmonize recommendations on policies and strategies related to public health and the facilitation of successful implementation of national and/or global health programmes.
  • Upon delegation represent WHO at various meetings.
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in health or natural sciences related to the functions of the position. Desirable: A PhD in one of the above-mentioned fields.

Experience

Essential:

  • A minimum ofseven years of professional experience working on antimicrobial resistance orcommunicable diseases with at least three years experience in research policy or drug development.
  • Demonstrated exposure at the international level.

Desirable:

  • Experience indeveloping and implementing global standards, instruments, policies and strategies on antimicrobial resistance or One Health.
  • Experience with WHO, UN or other relevant international organizations.

Skills

  • Good understanding of antimicrobial resistance policies on a global and national level.
  • Good understanding of research and development of antimicrobial treatments and financing of research.
  • Strong skills in the area of developing and establishing polices and strategies.
  • Strongskills and ability in managing diverse teams and financial resources.
  • Ability to engage effectively and diplomatically with external partners including ministries of health, donor institutions, civil society, and other stakeholders.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
