OBJECTIVES OF THE PROGRAMME

The overall objective of the Tobacco and Reduction of other Non-CommunicableD iseases Risk Factors (TNR) Programme is to provide leadership and guidance in supporting Member States to tackle Tobacco and other Noncommunicable Disease (NCD) risk factors with the goal of reducing the burden of NCDs and improving the health of the populations in the WHO African Region. It does this through the development, implementation, monitoring and evaluation of multisectoral actions to prevent and reduce tobacco use, the harmful use of alcohol, unhealthy diet and physical inactivity. Specifically, the TNR Programme builds Member States/country capacity through guidance, facilitation and technical support in: the development of evidence-based policies, legislation, strategies and plans on NCD risk factors; the planning, implementation, monitoring and evaluation of multi-sectoral policies, plans and programmes; and the strengthening of surveillance and monitoring systems to report on global, regional and country targets and trends, including theGlobal Strategy to Accelerate Tobacco Control, the Global Strategy to Reduce Harmful Use of Alcohol, the Global Strategy for Diet and Physical Activity, the WHO Framework Convention on Tobacco Control, and related Sustainable Development Goals. The Programme works in collaboration with (a) the RDI Unit, to promote research on tobacco, alcohol, diet and physical activity; (b) the EPG Unit, to foster partnerships, alliances and networks for increased resource mobilization and to exchange informationa nd experiences between countries in the region and beyond; and (c) the NCD programme to implement innovative activities aimed at scaling up the prevention of NCD risk factors and reduce the burden of NCDs in the African region. The goal is to enable countries in the WHO African Region to ensure evidence-based policies and strategies are in place to achieve universal access to high-quality, integrated, health services, increase the coverage and quality of effective interventions, and to create mechanisms to measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Lead theTNR Programme and coordinate the development of regional TNR policies, strategies, programmes and activities in collaboration with other WHO technical clusters, and partners, in an integrated manner in the context of Universal Health Coverage. This means, inter alia, working with the UHC/CN Cluster to co-design and implement service packages for the prevention, screening, diagnosis, management and surveillance of NCDs; interfacing with the Nutrition andFood Safety programme for the prevention of obesity and diet-related NCDs; working with the UHC/LC Cluster to support delivery of people-centred services for the prevention of NCDs throughout the lifecourse; working with the Health Promotion programme to design intervention packages and target high-risk groups for prevention of tobacco use and theharmful use of alcohol; Develop and manage the implementation, monitoring and evaluation of TNR work plans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures, while promoting integration of similar intervention in the TNR Team;Provide leadership to and manage theTNR staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, while promoting the principles of integrity, equity, value for money and a respectful workplace in accordance with the Organization's policies, rules, procedures, and values;Drive the team members' collaboration with other clusters and programmes to ensure that TNR interventions are integrated in strategies on universal health coverage, primary health care,sexual and reproductive health, and communicable diseases and non-communicablediseases programmes;Oversee the provision of coordinated support for the adaptation and implementation of theWHO policies and strategies on TNR and related service delivery models atprimary care level, including the development of national protocols and guidelines for their integrated management;Oversee the development and implementation of regional and country capacity-building policies, strategies and approaches towards the implementation of best practices on all aspects of TNR, including implementation of the obligations of the WHO Framework Convention for Tobacco Control;-->Facilitate the sourcing and provision of expert technical assistance to country TNR programmes, including promoting the use of technical resource networks and leveraging in-country institutional capacities to enhance sustainability;-->Conduct high level advocacy and policy dialogue and establish/strengthen partnerships,including with academia, professional associations, inter-governmental and non-governmental organizations and institutions, for the harmonization and alignment of actors and resources in the formulation and implementation of national action plans, as an integral part of strengthened and resilient national health systems, in orderto improve access to quality TNR services at all levels;Work closely with the Convention Secretariat to support accession to, or ratification of, the WHO Framework Convention for Tobacco Control and its Protocols;-->Identify research needs and priorities aimed at improving universal access to TNR services at country level, including promotion and strengthening of research capabilities, and support the addition of new knowledge and technologies into country health systems;-->Oversee the collaborative and proactive support to countries in the development and implementation of monitoring and evaluation policies and strategies to facilitate reporting on progress towards regional and national TNR targets, including promoting the dissemination of lessons learned and good practices; and providing technical inputs into the global surveys and reports;Support the Cluster Director incommunicating the achievements and results of the work of the TNR Programme; incollaboration with the Communication and Programme Budget Management Units;-->Contribute to resource mobilization for theUHC/HP Cluster's programmes, including but not limited to drafting proposalsand proactively participating in resource mobilization campaigns, incollaboration with other technical clusters, External Relations, Partnerships and Governing Bodies and WHO Country Offices;Provide expertise and technical advice to the Regional Director, the Cluster Director and Senior Management in the areas of Tobacco Control and Reduction of other NCD RiskFactors;-->Perform other related responsibilities as assigned, including replacing and backstopping for othersas required.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree and a postgraduate degree in public health, epidemiology, or NCD prevention and control. Desirable: Post graduate training or qualification inpublic health and/or specialized training in Tobacco and/or other NCD Riskf actors.

Experience

Essential: A minimum of 10 years' experience in public health programme management at the international and national levels, with field experience in the African region Desirable: Work experiences that are diverse, incorporating private sector (excluding the tobacco industry), NGOs, other UN Agencies or governmental Health related agencies.

Skills

Globally respected level of technical expertise and knowledge in public health with broad practical knowledge of Tobacco and other NCD Risk reduction programmes, policies and strategies and their application in developing and developed countries;Proven leadership skills in the planning, management, and coordination of a large, multidisciplinary, international, public-health programmes, which should include the implementation of a public health/disease control programmes, and proven capacity to deliver results;Strategic thinker with the ability to analyse and integrate diverse and complex, quantitative, and qualitative data from a wide range of critical sources; Demonstrated ability to provide clear direction and technical, authoritative advice and guidance to multiple stakeholders and partners;Excellent skills and ability in mobilizing resources and in managing diverse teams and financial resources;Proven skills in develop a strong partnership across multiple groups, organizations, and individuals to work towards a common goal but with different capabilities and methodologies; --> Ability to engage, build consensus and communicate effectively and diplomatically with Member States, donors, country governments, partners, and media.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4874 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
