OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Information & Risk Assessment Unit of the Health Emergencies Programme is responsible for providing timely and authoritative situation analysis, risk assessment and response monitoring available for all major health threats, events and emergencies. This includes detecting, verifying and assessing the risk of potential and ongoing health emergencies; establishing data collection mechanisms and monitoring ongoing health emergency operations; providing data management, analytics and reporting platform to produce and disseminate timely emergency health information products.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

1-Provide leadership and authoritative advice in the development of procedures, tools and guidelines pertaining to Surveillance and Response Monitoring:

More specifically, he/she will:

  • Coordinate the implementation of the Regional Integrated Disease Surveillance Strategy
  • Provide guidance on the development/strengthening of National Integrated Disease Surveillance systems
  • Provide guidance on the /development/strengthening of the event-based surveillance component of national surveillance systems
  • Provide expertise on data management methods and storage for surveillance systems and making recommendations as appropriate.
  • Implement a Field Epidemiology Training Programme (FETP) training site in the Eastern-Mediterranean Regional Office
  • Provide expert support on information management to WHO Country Offices, other EMRO departments, Ministries of Health and partners;
  • Design and advise on databases development, data entry, carry out data analysis using quantitative methods to produce communication products such as situation reports, bulletins, alerts, and other ad-hoc reports using standard tools and templates.
  • Develop and conduct capacity building and training with a focus on enhancing epidemiology and information management core competencies.

- Continuously monitor the regional health situation and trends to facilitate timely alerts and action thresholds for emergencies.

- Generate routine statistical and analytical reports on public health events occurring in the Region, by utilizing all available databases within WHO and other agencies.

- For specific emergencies:

  • Provide leadership on information management to the Incident Management Support Team (IMST) when established, to ensure a coordinated response using standardized, innovative information systems and tools.
  • Provide timely analyses and assessments to inform the response and effectively communicate these assessments internally and externally to a wide range of audiences, including but not limited to senior WHO leadership and other staff, international partners, donors and the wider general public.
  • Proactively participate in outbreak and other epidemiologic investigations in carrying out epidemiological and technical analysis using appropriate quantitative methods to interpret and analyze disease or health outcome data, and generate descriptive analyses of surveillance data for a variety of audiences.
  • Coordinate data entry, validation, analysis and reporting of assessments and surveys from multiple sources

- Coordinate the development of the Regional response monitoring framework including identification of key performance indicators, taking into account the specificities of the different Eastern-Mediterranean Region countries

- Manage and Ensure the timely and high-quality collection, analysis, production and dissemination of data/information needed to guide the Regional Office response to disease outbreaks

- Support the implementation of national response monitoring frameworks

- Deploy the Health Resources and Services Availability Monitoring System (HeRAMS) in all Eastern-Mediterranean Region Emergency countries where need is expressed

- Within the framework of emergency public health information management, proactively participate in the design, development and training of partners in affected areas to advance health service mapping in emergencies using standardized approaches, including but not limited to

  • Development and up-date of country-specific repositories of information (at the highest geographic resolution possible) on core public health indicators.
  • Update of population estimates (resident, displaced, refugees) indicators used by partners for monitoring needs and response, as well as health needs assessment reports
  • Foster a culture of collaboration toward the development and implementation of Standard Operating Procedures (SOPs) for WHO Eastern-Mediterranean Region-wide tools for data collection, management and analysis of public health data, coordinating activities with the Global Health Cluster, Emergency Medical Teams, Global Outbreak Alert and Response Network (GOARN) and other key partners to set-up strong networks of epidemiologists through which WHO tools can be deployed and supported.
  • Represent WHO in coordination forums with partners involved in epidemiology, surveillance and response monitoring
  • Identify new approaches and innovative methods for managing epidemiological information

2-Manage the team human resources:

- Provide supervision, guidance and careful evaluation of the performance of staff members

- Encourage the unit and its staff to use and support multi-disciplinary, cross-cutting approaches to work where beneficial for accomplishing goals.

- Plan, manage and monitor the activities of the team so that activities reflect the administrative and budgetary standards, guidelines, priorities and directions of WHO, and the WHO Emergency Programme

- Plan, manage and coordinate the work of the team and its interaction with other teams.

- Allocate, monitor and ensure the timely and careful use of the team's resources so that adequate support is assured.

- Promote professional excellence in all aspects of work conducted by members of the team.

3- Contribute to resource mobilization efforts and proposal writing to raise funds at regional and country levels.

4- Proactively resolve situations which might pose a threat to WHO or its reputation by identifying and solving critical problems and negotiating and implementing measures to reduce risks.

5- Collaboratively participate and support the HIM Unit Manager in the development of new policies, concepts, tools and strategies and their implementation.

6- Perform any other related duties, as required by the Programme Area Manager, HIM

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: University degree in Medical sciences and Master’s degree in epidemiology or quantitative methods,or a related discipline.

Desirable: in service training in field epidemiology such as Field Epidemiology (and Laboratory) Training Programme (FELTP), the European Program for Intervention Epidemiology Training (EPIET), the CDC Epidemic Intelligence Service (EIS) Programme or equivalent experience.

Experience

Essential: At least ten years' professional experience at the national and international levels with a successful track record in epidemiology, information management, quantitative methods, surveillance and control of outbreaks, with proven field experience in epidemics or public health emergencies.

- Experience in the implementation or management of event-based surveillance.

Desirable: Relevant work experience in WHO/UN with emphasis on providing expert advice to Member States, emergency disaster and health outbreak response or humanitarian working experience at field level.

Skills

  • Demonstrated expertise in field epidemiology, quantitative methods, data management and surveillance in the area of emerging/re-emerging diseases and humanitarian response in an international setting.
  • Proven ability to link routine health information and quantitative data to public health response in outbreaks, emergencies, planning, service delivery and/or policy-decision making.
  • Skills in designing and managing databases in software commonly used in field epidemiology (for example EpiInfo, EpiData, ODK, Microsoft Access, SPSS, STATA, SAS, R).
  • Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure.
  • Excellent interpersonal skills with the ability to communicate in a credible and effective way, and synthesize information in a clear and concise manner.
  • Tact, diplomacy and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2710 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
