1. Organizational Context

a. Organizational Setting

The position is located in the HR Planning Section of the Human Resources Management Department (HRMD). This Section is responsible for ensuring that WIPO can achieve its mission by having the right people with the right skills and competencies in the right place at the right time through: supporting managers in the design and implementation of workforce plans within the results-based management (RBM) framework; the provision of workforce analytics to inform decision-making; the recruitment of staff with the skill and abilities that the Organization will need in the future; and sharing accountability with managers in job design and ensuring human resources are used effectively to support the goals of WIPO.

b. Purpose Statement

The incumbent is expected to perform duties with a high degree of independence, initiative and judgement. S/he will focus on collaborating with managers on workforce planning initiatives to meet their long-term strategic workforce plans; building, and refining HR analytics capabilities to ensure timely, accurate and insightful information is available to decision makers; and providing a proactive and consultative HR service to management and staff in sectors under her/his responsibility.

c. Reporting Lines

The incumbent works under the supervision of the Head of the HR Planning Section.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Build the Organization's workforce planning capability, analyzing current business plans and creating workforce designs, implementing planning strategies and processes across businesses, and advising on talent strategies;

b. Contribute to building and refining strategic HR analytics capabilities using a variety of systems, processes and metrics to generate insights from data on the Organization's human assets, providing explanations to concerned stakeholders; and provide authoritative advice and guidance on the effective use of HR analytics by business partners to ensure succession planning, talent management and optimum resourcing;

c. Conduct high-level research, analysis and review of complex workforce issues, and provide authoritative advisory services to program managers on workforce plans and on adapting the Organization's workforce to evolving business realities and constituents' needs; and guide the implementation of new organizational structures in accordance with strategic HR priorities;

d. Recommend optimal HR strategies based on historical performance, predictive HR analytics and scenario-based analysis; measure and quantify the impact of key talent initiatives, and drive the compilation and use of the talent/HR analytics agenda across the Organization;

e. Advise managers in establishing clear roles and responsibilities for staff in the context of overall organizational design and classification standards to ensure compatibility across the Organization; ensure robust forward planning for workforce resources;

f. Lead a team of Talent Partners that work to align business objectives with employees and management in designated sectors. Formulate partnerships across the HR and Planning functions to deliver value-added service to management and employees that reflects the business objectives of the organization. Lead change management strategies and support managers to improve work relationships, build morale, and increase productivity;

g. Undertake other tasks as required.

3. Requirements

Education (Essential) Advanced university degree in Human Resources Management, Economics, Sciences, Social Sciences, Business Administration or related field. A first-level university degree in a relevant discipline plus two years of relevant experience in addition to the minimum years of experience required below may be accepted in lieu of an advanced degree.

Education (Desirable) Certification in workforce planning.

Certification in data analytics.

Certification in project management.

Experience (Essential) At least seven years of professional experience in human resources including in workforce planning and business partnering. Experience in data analysis including in the field of Human Resources Management. Experience resolving complex HR issues.

Experience (Desirable) Experience in multiple human resource disciplines.

Experience managing a team.

Experience managing projects and driving HR transformation through the use of new technologies.

Language (Essential) Excellent knowledge of written and spoken English.

Language (Desirable) A good knowledge of French.

Strong analytical and problem-solving skills; initiative in resolving complex and sensitive issues; tact and discretion. Ability to think holistically about problems, curiosity in investigating them, out of the box thinking.

Highly computer literate, competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and related business and communications tools, the internet and social media, ERP and Planning systems, and ability to adapt quickly to new systems. Ability to drive change and support the transformation of HR through the use of new technologies.
