Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). The Division of Technical and Scientific Services (SGTS) is responsible for measurement systems applied in safeguards verification activities, containment and surveillance techniques and all verification logistics.

Main Purpose

As a team member reporting to the Team Leader, the Systems Project Engineer provides leadership and support for multiple large or complex projects. He/she acts as a main contributor, bringing both system integration and project management expertise to the Division. He/she supports the Department and Division by ensuring that such projects have: (1) approved designs articulating the selected technical components and their integration; (2) comprehensive specified system requirements and interface definitions; (3) accurate statements of work necessary for procurement of goods and/or services; (4) updated project plans to manage the timely and efficient execution of work packages.

Role

The Systems Project Engineer is: (1) a systems engineer who develops the systems designs for complex projects meeting the operational need of Division of Operations(2) a project manager, planning, initiating, and controlling execution of all project tasks; (3) a liaison among teams within the Department, as well as with external partners including facility operators and state regulators, for the collection of needs, design of instrumentation solutions, specification of work packages and allocation of appropriate resources, (4) a technical advisor on selection and integration of the selected technical components of the designed systems, (5) a designated inspector contributing to verifications in the field as needed and applicable.

Functions / Key Results Expected

The Systems Project Engineer manages initiation, execution and closure of complex equipment and system integration projects approved by DIR-SGTS. In close contact with Divisions of Operations, SGTS technical teams and other project stakeholder internal and external to the IAEA, the Equipment Project Engineer leads the development and organization of the deployment of technical solutions meeting the operational needs and in particular: - Analyses the operational needs of the Divisions of Operations: - Leads the design of conceptual solutions and confirms feasibility at the technical component level and integrated level for approval of execution of the project. - Provides the SGTS Subject Matter Expert teams and other involved technical teams in the department with documentation necessary for execution of the work packages and deployment of the agreed technical solutions approved by SGTS management. - Reviews the subsystem detailed designs developed by designated Subject Matter Expert teams. - Ensures that effective communications are maintained between the project stakeholders. - Establishes and maintains best project management practices to ensure that the quality and performance of the integrated system meets the defined requirements. - Establishes and maintains performance indicators enabling continuous reporting on the progress of projects under his/her portfolio.

Bachelor's Degree - University degree with 3 years of additional experience may be considered in lieu of an advanced degree.

Master's Degree - Advanced university degree in physics, nuclear/electrical engineering or similar technical area. A degree in Business administration is an asset.

At least 7 years of successful working experience on technical projects, involving significant contributions in both Systems Engineering and Project Management, is required, including:

Demonstrated experience with conceptualization of the integration of multiple instrumentation / sensors into a system;

Demonstrated experience of successful management of complex projects;

Demonstrated experience in interfacing with multiple project stakeholders with excellent commend of both spoken and written English.

Demonstrated experience in developing and maintaining high quality technical documentation supporting initiation, execution and closure of complex projects is required.

Desirable experiences include:

Working experience at nuclear facilities in particular in relation with instrumentation;

Working experience in the development and/or implementation of technologies supporting Safeguards verifications in the area of monitoring, Non Destructive Assay, surveillance, and containment of Nuclear Material.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33261*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
