Result of Service Under the general supervision of the head, Sustainable Mobility Unit and the direct supervision of the Programme Officer - Latin America and the Caribbean Region, the successful candidate will provide specific technical support to the SMU’s activities in the LAC region for the Global Electric Mobility Programme, the SOLUTIONSplus project, the Global Fuel Economy Initiative and the ACCESS project.

Duties and Responsibilities Organization Setting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The overall objective of the Economy Division of UN Environment is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies,technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

UN Environment's Sustainable Mobility Unit (https://www.unenvironment.org/explore-topics/transport) is part of the Economy Division. The Sustainable Mobility Unit wishes to engage the services of a consultant for a period of 8 months to provide support to the projects of the Electric Mobility Programme, the Global Fuel Economy Initiative, the EC Sol Plus and the ACCESS – Digitalization of Transport project in Latin America and the Caribbean.

The Electric Mobility Programme supports member states, especially low and middle-income countries, with the introduction of electric mobility, with a focus on programs promoting electric motorcycles, electric vehicles and electric buses. The support to Latin America and the Caribbean (LAC) countries will be provide by the Regional Support and Investment Platform. The consultant will cover the function of a support helpdesk for the LAC Support and Investment Platform. As part of this function, the consultant will develop a country needs assessment for LAC national electric mobility projects supported by the Global Environment Facility (GEF) and the SOLUTIONSplus project, establish the activity plan of the regional platform, organize meetings and trainings, and prepare training materials.

The UN Environment’s Sustainable Mobility Unit received funding from EC Solutions Plus programme to support the introduction and shift to electric mobility. The consultant will provide technical project support to assess potential electric mobility scale-up concepts, policy proposals and city roadmaps in Latin America and the Caribbean.

The Global Fuel Economy Initiative (GFEI) was launched in 2009 by UN Environment, the FIA Foundation, the International Energy Agency, and the International Transport Forum, to stabilize greenhouse gas emissions from the global light duty vehicles fleet through a 50 percent improvement of vehicle fuel efficiency worldwide by 2050. In 2021 and 2022, the GFEI will provide technical support to Colombia, Uruguay, Paraguay, Dominican Republic, Ecuador, Argentina, as well as the Central American Integration Systems to strengthen their regulations and programs on energy efficiency for Light-duty Vehicles. The consultant will provide technical support in the development of an implementation activity and monitoring plan for the LAC GFEI countries.

The ACCESS project will be implemented in six countries in Latin America and will measurably reduce road transport GHG emissions by utilizing digitalization tools. The transport`s digitalization seeks to accelerate the delivery of avoid/shift/improve strategies in the urban transport sector to enable improved implementation and shifting to low carbon modes. The project looks to deploy existing and new solutions in data and technology to scale up positive aspects of transport innovations and curb negative aspects. The consultant will propose a structure for a digitalization of transport baseline assessment/framework for the most appropriate digital solutions in cities of the programme

Responsibilities Under the general supervision of the head, Sustainable Mobility Unit and the direct supervision of the Programme Officer - Latin America and the Caribbean Region, the successful candidate will contribute to the following specific tasks: •Prepare a technical guidance document with implementation activity and monitoring plan for the technical aspects of the LAC GFEI and complementary programs in the region •Set up a help desk for the LAC Support and Investment Platform •Develop a technical report - first country needs assessment for LAC national electric mobility projects •Develop a technical and detailed training curriculum for the LAC Regional Support and Investment Platform •Prepare technical report including at least 1 potential electric mobility scale-up concepts, policy proposals or city roadmaps in Latin America and the Caribbean •Prepare the structure for a digitalization of transport baseline assessment/framework for the most appropriate digital solutions in cities •Develop 3 training materials covering technical aspects of e-mobility in the LAC region, including vehicle technology, charging, battery end-of-life issues for electric cars, 2&3 wheelers and buses •Develop 3 training materials covering technical aspects of fuel economy in the LAC region, including baseline setting and fuel efficiency policies •Develop a second technical report proposing at least 2 potential electric mobility scale-up concepts, policy proposals or city roadmaps in Latin America and the Caribbean •Prepare meeting, workshop and training reports covering the activities of the LAC Support and Investment Platform •Prepare meeting, workshop and training reports covering the activities of the LAC GFEI Projects

Qualifications/special skills Academic Qualifications: •An advanced university degree (master's or equivalent) in Environmental Sciences, Economics, Automotive Engineering or related field is required. A first-level university degree in combination with an additional two years relevant work experience may be accepted in lieu of the advanced university degree.

Experience: •At least 5 years work experience in clean fuels and clean vehicles mobility projects is required •Substantive knowledge of and technical and practical expertise in automotive fuel and vehicle issues, sustainable transport, and policy implementation in developing and transitional countries is required. •Substantive knowledge about technical, operational and financial issue of electric mobility is required. •Regional programme work experience in the Latin America and Caribbean Region is required. •Experience in development of national partnerships and working with national strategic implementing agencies is required. •Prior experience working in an international organization is desirable. •Proven experience in developing successful fundraising proposals and project reporting to large •Proven analytical, presentation and communication skills are assets. •Data analysis and modelling skills and experience are required

Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Spanish is required.
