Result of Service Full programme proposal package for submission to GEF (i.e. Programme Framework Document, global child project concept and country child project concepts)

Duties and Responsibilities The objective of this assignment is to support the design of a GEF-8 Global Program on Buildings and Construction and drafting of the Programme Framework Document including child projects for submission to GEF for June 2023 Council.

The consultant will develop the draft PFD and the global child project concept through a participative engagement process, including country child project concepts, by:

1. Reviewing the first draft of the PFD and the global child project concept and in consultation with the UNEP’s Mitigation and Cities teams discuss gaps and how to address them. 2. Revising the PFD structure and global child project logframe. 3. Revising the program’s Theory of Change in line with the revised program structure. 4. Reviewing of the received country child project concepts to scan for any potential inconsistencies in relation to the global program and ensure coherence. 5. Including the country child project concepts in the PFD. 6. Reflecting the country child project in the other sections of the PFD, including country action summaries and ensure consistency throughout the document. 7. Filling out any remaining gaps in the PFD and global child project concept following the discussion with the teams. 8. Completing the draft PFD and the global child project concept and integrate comments from reviewers.

Qualifications/special skills Advanced university degree (Masters or equivalent) in economics, environmental or social sciences. A first level university degree in combination with fifteen additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of fifteen years professional experience, including some related proposal development, project evaluation and policy advice for low-carbon solutions in the buildings and construction sector, climate change, energy efficiency and renewable energy resources. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Prior experience or exposure to working with UN agencies are desirable. Experience with developing GEF proposals is an asset.

Languages Fluency in written and spoken English is essential.
