Organizational Setting

The Office of Climate Change, Biodiversity and Environment promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists member countries in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity and other natural resources. It provides a coordination role on climate change, biodiversity and the environment. The Office also serves as the focal point for a multidisciplinary and global approach to UNFCCC, CBD and topics on bioenergy as well as undertaking work and providing support and guidance on assessment, management and tenure issues.

Reporting Lines

The consultant will work under the direct supervision of the Natural Resources Officer, within the Climate Policy and Governance (CLIPAG) Team, led by the Senior Natural Resources Officer.

Technical Focus

In the framework of the project Sustainable Productivity in Agriculture, the selected candidate(s) will support the development of a policy sourcebook to provide support to Member Countries on Integrating Climate Change, Biodiversity and Environment in Food and Agriculture Policies.

The integrated policy sourcebook is intended to be used by policy practitioners within governments or agencies advising them. It will provide information on issues, strategies, skills, frameworks, and tools for integrating agriculture policy with climate, biodiversity, environment policy needs as well as aligning with related national priorities such as the Sustainable Development Goals. It will cover a range of policy topics including the policy cycle, policy analysis, foresight, adaptive policy, systems analysis frameworks, policy evaluation, modelling and tools. The Sourcebook will support FAO’s Country Offices to respond to government requests for capacity building and policy support on the development and implementation of integrated policies that address climate change, biodiversity, and the environment in agriculture, forestry, and fisheries (both globally, and within the project’s focus countries: Bangladesh, Lao PDR, North Macedonia, and Tanzania).

Tasks and responsibilities

  • Develop or co-develop, research, write, technically edit, and proofread policy sourcebook chapters and sections.
  • Coordinate with chapter leads, authors and editors in development of the sourcebook, working with contributors from other FAO units and decentralized offices, other development agencies, the CGIAR, research and academia, policymakers, and other stakeholders.
  • Assist in coordinating editing, translation, and publication of the policy sourcebook.
  • As necessary, respond to requests from FAO’s Country Offices and focus country governments by providing capacity development and policy support on integrating climate change, biodiversity and environment in food and agriculture policies.
  • Cross reference with countries to understand their needs on the format and other issues to be taken into consideration in the development of the policy sourcebook.
  • Any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in public policy, political sciences, agriculture and natural resources, social and environmental sciences, law, economics, or a related field
  • Minimum 1 year of relevant experience ( for category C), minimum 5 years of relevant experience ( for category B), minimum 12 years of relevant experience (for category A), and 15 years of relevant experience (for PSA cat A) in integrating climate change, biodiversity and environment in food and agriculture policies and/or working in a policy development/advisory role within national or multilateral agencies, research institutions, academia, think tanks, etc.
  • Working knowledge of English and French or Spanish and limited knowledge of one of the other three or Arabic, Chinese or Russian (for consultants); working knowledge of English, French, Spanish, Arabic, Chinese or Russian (for PSAs).

Technical/Functional Skills

  • Extent and relevance of work experience in integrating climate change, biodiversity and environment in food and agriculture policies.
  • Relevant experience working on policy and legislation development within governments is essential
  • Demonstrated ability to formulate, draft and finalize clear technical and policy documents, guidelines and manuals, in English.
  • Demonstrated ability to work in multi-cultural and geographically dispersed teams, including through remote work.
