Strategic office context:

The present COVID-19 pandemic has highlighted the need to further strengthen public supply chains and increase the government’s capacity to transform data into actionable evidence to support strategic and tactical decision-making processes. The Supply Chain Specialist, who will be based at UNICEF Supply Division (SD) within the Supply Chain Strengthening Centre (SCSC), will support the efforts to strengthen the government’s efficient and effective operation and use of data to promote an evidence-driven supply chain management process. The Supply Chain Specialist will report to the Manager who coordinates the development and deployment of technical guidance and engagement with partners and countries, including Immunization Supply Chain (iSC2) meetings and the GAVI Partner Engagement Framework activities.

How can you make a difference?

Under the supervision of the Data Analytics and System Strengthening Coordination Supply Chain Manager in SCSC, this position will support UNICEF’s activities towards the strengthening of countries’ supply chains with a broader view of building an interoperable digital eco-system that serves to ensure greater levels of timely, continuous, and equitable access to services and products for all.

The incumbent will contribute to the attainment of this goal by working with government and relevant development partners to enhance national data mining and decision-making capacity and support the development of country-specific strengthening roadmaps; he/she will support UNICEF’s supply chain digital transformation efforts, and be responsible for issuing technical documents and influencing countries’ investments and priorities at global and regional fora.

To qualify as an advocate for every child you will have…

  • Lead the technical aspects of mapping and informing digital eco-system investments to promote advances in the digitalising of public supply chains. This will be done by supporting countries to mine their own national data while also transferring the required skills to relevant government and national stakeholders. This work includes the management and overall coordination of the system digitalisation planning and investment portal which tracks ongoing digitalisation initiatives across developing countries.
  • Support internal and external partner engagement and communications, i.e. GAVI, Global Fund, USAID, etc. to collect data, analyse investments and make digital eco-system investment recommendations with a focus on improving access to supplies for primary health care (PHC), including immunization, nutrition, and HIV; education; and water, sanitation and hygiene (WASH).
  • Identify opportunities for supporting private sector engagement in supply chain digitalization as part of the broader digital health eco-system building by being the Supply Chain focal point in DICE, the Digital Health Centre for Excellence. Support linking national supply and health digitalization efforts to GAVI and other partner’s digitalization strategies; and inform and coordinate supply and programme colleagues for inputs and action plans as relevant
  • Lead supply chain and program data evidence generation efforts in collaboration with supply and health staff at regional and country level in partnerships with governments and national stakeholders to inform supply chain digital investments as part of national supply chain strengthening efforts.
  • Provide technical oversight and leadership to the development and maintenance, and comprehensiveness of UNICEF’s supply chain strengthening cloud-based platform(s) which host UNICEF tools, dashboards, reports and literature for external use and increased partner coordination aimed at supporting governments to strengthen/regulate their national supply chains.
  • Provide technical direction and cooperation to strengthen in-country capacity to generate and analyse data to inform the creation of evidence-driven nationally owned public supply chains. This includes the development of technical literature, methodologies, tools and support to drive data-related transformation across COVID-19, immunization, nutrition, education, essential medicines, and other public supply chains; and support evidence driven nationally owned efforts.
  • Performing other ad-hoc data management related activities as required

Education

  • Advanced university education, preferably in Industrial Engineering, Business Administration, Development Studies, Computer and/or Information Technology or Supply Chain Management.

*A first university degree may be considered in lieu of an Advanced University degree in conjunction with university degree and two additional years of relevant work experience.

Working Experience:

  • Five (5) years of progressively growing responsible in the private or public sector in the areas of data analytics, visualisation, and management, digital transformation, policy and strategy development, information system analysis, monitoring and evaluation, supply chain management; a bachelor’s degree combined with a minimum of seven years of relevant work experience will be considered in lieu of the above.
  • International development experience at country/regional level and/or coordination/technical leadership at global level in coordination with partners is mandatory.
  • Experience engaging developing countries to strengthen public supply chains, influencing agendas and investment cases and exposure to immunization, nutrition, MNCH or any other health related area complemented with data strengthening engagements is advantageous Language Requirement:

Language requirement:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
