Strategic office context:

The incumbent will be instrumental in defining and setting the norms and standards for GS1-enabled traceability as part of both UNICEF Supply Chain Operations and in support of governments to operate and regulate GS1-enabled COVID-19 verification with a vision toward end-to-end (E2E) traceability of vaccines, medicines, nutrition, WASH and other products. This work will be done in-line with UNICEF strategies for strengthening supply chains and supply chain digitalization, and respect UNICEF’s Health System Strengthening Approach and UN reform. This work will support the organization’s efforts to define UNICEF’s comparative advantages in the donor and development partner landscape; and visioning the way forward which aligns to UNICEF’s mandate.

The objectives of the assignment are to support the implementation of UNICEF’s Digital and Supply Chain Transformation Strategies by bringing technical expertise to UNICEF and our partners on GS1-enabled traceability, business continuity planning, project management and optimization of supply chain operations to reduce the risk of falsified and diverted products. All this work is to be done in partnership with the global development community working on traceability, including, but not exclusive to: GAVI, USAID, The Global Fund, The World Bank Global Steering Group on Quality, BMGF and the WHO.

How can you make a difference?

This unique assignment is at the forefront of global supply chain digitalization. UNICEF seeks a dynamic, politically astute technical expert to support a global coalition of international development partners to implement a GS1-enabled, COVID-19 vaccine verification solution with a vision toward end-to-end traceability of vaccines, medicine and health products. The candidate will also lead an effort to align UNICEF’s supply chain operations with the current and future traceability policies, legislation and technologies; while also having a solid understanding of the challenges and opportunities of implementing traceability and/or digital health solutions in low- and middle-income country contexts.

Concretely this will entail supporting the UNICEF Traceability Team to: i) implement the Global Trust Repository (GTR) and in-country COVID-19 vaccine verification solution to reduce the risk of falsified and diverted vaccines in legitimate supply chains, with a vision toward end-to-end traceability of vaccines, medicines, nutrition, WASH and other health products; ii) to draft a business continuity strategy for the GTR and the COVID-19 in-country verification solution with a vision to E2E supply traceability with the UNICEF Traceability Team and the Traceability Initiative (external: GAVI, USAID, The Global Fund, BMGF and the World Bank); and iii) in-line with the UNICEF digitalization strategy outline a budget and workplan for GS1-enabled traceability for UNICEF supply chain operations and support implementation.

Duties and Tasks includes:

1. Coordinate the functioning of the UNICEF Traceability Team and produce a budgeted workplan, applying project management skills to: leverage human and financial resources; advocate and communicate the Team’s objectives and goals; and create mechanisms to actively engage UNICEF Supply, Program, T4D (Technology for Development) and Innovation staff in Regional and Country Office in meaningful ways to:

1. Implement the UNICEF components of the Traceability Initiative;

2. Draft a business continuity plan for UNICEF, in support of the Traceability Initiative; and,

3. Project Manage a “fit for purpose” GS1-enabled traceability system for UNICEF’s global operations.

2. Lead the development of a business continuity plan for the Global Trust Repository (GTR) in collaboration with both the UNICEF Traceability Team (internal) and the Traceability Initiative Partners (external). Consider the Traceability Team and Initiative’s goals, the existing and needed governance structures and resources, and the roles and responsibilities of the key stakeholders, including the World Health Organization (WHO).

3. Coordinate workplan development and implementation in close collaboration with UNICEF Operational Analysis and Technology Center (OATC), Warehouse and Transport Centers to develop an implementation plan for making UNICEF supply chain operations GS1-“fit for purpose” to enable GS1- upstream traceability. Utilize expert consultant reports, and in-house expertise to define the ways forward

4. Represent UNICEF on the Traceability Initiative governance structure task teams as needed: i) Technology; ii) Data and Policy; iii) In-Country Deployment; iv) Advocacy and Communications, providing needed technical inputs, produce deliverables and coordinate work with others; and act as a SME in other designated external fora.

5. Produce advocacy, communication and scientific materials to inform UNICEF senior leadership; drive country level results; promote learning on GS1-enabled traceability; inform media inquiries. Produce content for communication channels.

Education

Advanced university degree in business, organizational development, supply chain management, health systems; social science, public health, pharmacy, computer engineering, or another related field is required.

*A first University degree with 10 years of relevant work experience may be accepted in lieu of an Advanced University degree.

Work Experience

Required:

  • Minimum eight (8) years of experience in product traceability, supply chain management; and installation, piloting and/or scaling of eLMIS systems in LMICs contexts.
  • Experience working in low- middle-income (implementing) countries; utilizing project management skills; and been accountable for delivering results within a team.
  • Technical knowledge on GS1-enabled traceability and associated IT solutions; vaccine and pharma manufacturer labeling and/or supply chain operations in low resource settings.
  • Knowledge of private sector traceability solutions and their effectiveness; and managing diverse teams with complimentary but different skills sets and experience.
  • Country Experience in supporting national traceability systems; supporting health system strengthening; or bringing supply chain innovations to scale for commercial or public sectors.
  • Proven ability to conceptualize, plan and executes ideas as well as transfer knowledge and skills.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization; experience working LMIC contexts.
  • Excellent computer skills
  • Fluency in English (written and verbal)

Desired:

  • Proficiency in French is highly desirable.
  • Knowledge in another UN language is an asset.
