The United Nations Sustainable Development Cooperation Framework (UNSDCF) is the UN’s strategic programme framework that defines the UN’s support to national development results. UN Women’s new Strategic Note – 2021 – 2025 outlines UN Women’s support to Uganda and is fully aligned to the UNSDCF and National Development Plan (NDPIII). Key to the implementation of the Strategic Note will be the implementation of the Strategic Partnerships and Resource Mobilisation (SP&RM) Strategy (2021-2025) which will ensure that the Country Office is well positioned within the country to achieve maximum results for gender equality and women’s empowerment, and by ensuring the office’s programme work is fully supported.

The UNV will be integral to achievement of this goal through their support to the coordination and also the communications unit responsible for implementing the SP&RM Strategy. The UNV will be expected to manage and develop relationships with partners with the aim of increasing resources for the Country Office’s programme and also for strategic partners, that may not be financial, however will play a significant role in advancing gender equality and women’s empowerment in the country as a whole. The UNV will work closely with the Coordination Analyst to implement and track progress on implementing the strategy, including through development of KPIs for marking progress, and in this work to support efforts in identifying opportunities and intelligence gathering for senior management.

Additionally, the UNV will support UN Women’s Coordination mandate - UN Women in Uganda co-chairs the Human Rights and Gender Advisory Group (HRGAG), which is the UNCT group responsible for the coordination of and policy advice on gender equality issues in the UNDAF, in addition to Co-Chairing Strategic Priority Area One - Governance.

Under the overall supervision of the Country Representative and the direct supervision of Coordination Analyst, the UN Volunteer will undertake the following tasks: 1. Support to the implementation of UN Women’s Strategic Partnerships and Resource Mobilisation Strategy 2021-2025 o Manage and coordinate relationships with key partners; o Support to Programme units in drafting and packaging proposals and reports to donors; o Provide technical inputs to units efforts at the country level to develop new and innovative partnerships; o Develop and monitor annual priorities, goals and key performance indicators (KPIs) for partnerships and resource mobilisation; o Design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors. o Support partnership and resource mobilization training to program staff, including the development of tools and products, as needed;

  1. Participate in knowledge building and sharing and advocacy efforts o Contribute to the development of knowledge products and mechanisms to effectively position UN Women in Uganda; o Share knowledge and enhance organizational learning in UN Women through the development and use of on-line tools, templates, tips, mechanisms and guidelines; o Support Donor intelligence and monitor emerging issues that could impact on partnerships and resource contributions at the national or regional levels (risk management).

  2. Support to UN Women’s Coordination mandate o Provide coordination support to programme units to UN Women’s work in the UN Sustainable Development Cooperation Framework (UNSDCF), including supporting Co-Chair role in Human Rights and Gender Advisory Group (HRGAG) and Strategic Priority Area One, including minute taking and the writing of reports and issues papers as required; o Support to UN Women programme units in their engagements in coordination structures, both within the UNSDCF and Local Development Partners Group (LDPG) frameworks; o Assist with the implementation of the UNCT SWAP Scorecard Action Plan and Gender Parity Action Plan; o Facilitating administrative functions including contract preparations, agenda drafting and meeting set up.

Results/Expected Outputs • Tracked progress towards the implementation of the Strategic Partnerships and Resource Mobilisation Strategy 2021-2025 • UN Women Gender Coordination mandate within the UN System and among development partners strengthened; • Identification and innovation to expand UN Women’s strategic partnerships
• High quality knowledge products and programme proposals from programme units are produced • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment

Experience in resource mobilization, communications/ advocacy, diplomacy and/or business and programme development; Strong interpersonal, networking and communications skills; Demonstrated writing and graphics experience, in particular proposal report writing and use of infographics is an asset; Experience in gender equality and women's empowerment; Experience working with civil society organizations, international institutions and donors, or within the UN system is an asset. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

The UN Volunteer will be based in Kampala, the capital city of Uganda that is located at 1,200 metres (4,000 feet) above sea level with a pleasant climate all year round which is uniformly warm and moderately humid, and temperatures that range between 20 and 30 degrees Celsius. It is a family duty station that presents relatively good living conditions with adequate housing facilities (houses and apartments) readily available to rent, and with most of the economic and social amenities also available at affordable cost. Most commodities are available in a selection of big Supermarkets and a wide variety of local markets that offer plenty of available fresh food stuffs of all kinds, and there are many restaurants for every taste and budget. Internet and modern banking facilities are easily accessible.

However, as a developing country, Uganda has developing infrastructure with common challenges like power cuts and public transport challenges, so while a driving licence is not required for this positing – it is an asset on a personal level. The city has relatively good security, however there are incidents of petty crime. Therefore, it is a requirement for all new staff to undergo security briefing by United Nations Department of Safety and Security (UNDSS) who also provide elaborate security documents as well as regular security situation updates, and also to meet with the UN Women Security Focal Point. It is also required that all international staff live within designated UNDSS areas and housing meets UNDSS requirements.
