Duties and Responsibilities The Global Strategy and Policy Division (GSPD) of the Office of the Human Resources Management (OHR), Department of Management Strategy, Policy and Compliance (DMSPC) is seeking a strategic human resources management specialist (consultant) to assist in developing a report on strategic human resources management, closely aligned with the “People Strategy 2021-2025: Our Road Map for the Future”.

GSPD serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff.

The consultant will be responsible for carrying out the following duties:

  • Update and further develop the People Strategy of 2021, specifically linking with progress made in 2021 and adjusted priorities for 2022 and beyond.
  • Align the Secretary General’s report on “Our Common Agenda” with the Strategy.
  • Identify and develop measurements and targets, to be incorporated into the updated strategy.
  • Prepare a project plan, including timelines and milestones for preparing the report;
  • Engage subject matter experts to obtain ideas for report structure and contents;
  • Assess/analyze requirements/needs and built perspectives;
  • Develop metrics and overall impact of HR initiatives;
  • Determine the critical strategic areas to improve;
  • Identify, obtain and organize substantive input from subject matter experts, UN and non-UN sources;
  • Perform quality assurance reviews, editing and proofreading;
  • Draft and edit report in line with the UN editorial standards;
  • Manage review and editing process for the report, including engagement with relevant stakeholders;
  • Respond to queries and change-requests from stakeholders;
  • Obtain final approval of contents from relevant stakeholders;
  • Create supporting promotional material, including presentations, to summarize report contents;
  • Perform other duties as assigned

    Qualifications/special skills Academic Qualifications: Master degree in humanities, social science, public or business administration required. Specialization in human resources management, organizational development, talent management, organizational behavior or a related area desirable.

Experience: A minimum of fifteen years of experience in human resources management, organizational development or talent management. Must be up-to-date with current strategic human resources trends. Must have been responsible for preparing complex management papers including human resources strategies. Must have experience in assessing/analyzing requirements/needs and built perspectives. Must have experience in a corporate setting and possess knowledge about talent management areas, such as talent acquisition, workforce planning, supporting/leading change or project management. Must have experience in drafting corporate reports on human resources management. Must be a driven, organized, independent and work on a variety of topics within the domain, as well as related topics in the broader HR arena..

Language: Fluency in English, both written and oral.
