En el marco de los programas 41 C/5 de la UNESCO en los sectores de educación y cultura, el contratado deberá cumplir con los Términos de Referencia detallados a continuación. Bajo la supervisión general de la Directora de la Oficina Regional de Educación en América Latina y el Caribe (OREALC/UNESCO Santiago) y la supervisión directa del Jefe de Educación de dicha oficina, el contratado se desempeñara como STRATEGIC COMMUNICATION AND ALLIANCES COORDINATOR en apoyo al trabajo de la Dirección de la Oficina, el Jefe de Educación y los y las especialistas y el equipo de Comunicaciones con las siguientes funciones recurrentes: Long Description ---------------- - Generar vínculos e inputs para la generación de alianzas con los actores de interés en Chile y la región, en beneficio del posicionamiento de OREALC/UNESCO Santiago y los temas que promueve, con énfasis en educación, cultura, ciencia y comunicación e información. - Liderar la elaboración de la estrategia comunicacional de la OREALC/UNESCO Santiago y asesorar a los y las Especialistas de la Oficina en su implementación. - Apoyar a la Jefatura de educación y la Dirección de la Oficina en el liderazgo del equipo de comunicaciones en la implementación de la estrategia comunicacional a través de reuniones de pauta y monitoreo de las acciones de comunicados, contenidos y redes sociales, entre otros productos. - Apoyar la elaboración periódica del mapeo de hitos, temas, requisitos y oportunidades de captación de fondos, comunicaciones y alianzas estratégicas. - Trabajar con los y las Especialistas para fortalecer las líneas técnico-comunicacionales en sus áreas, actuales y posibles proyectos y la expansión de redes comunicacionales y programáticas de OREALC/UNESCO Santiago para maximizar el impacto. Long Description ---------------- - Liderar la estrategia de vinculación con la prensa chilena y de la región según la programación de la Oficina y contingencias, desarrollando y manteniendo una estrecha colaboración con las oficinas de UNESCO en la región, los medios de comunicación, así como los grupos y organizaciones cuyo apoyo es esencial para el logro de los objetivos de promoción y comunicación. - Investigar y analizar tendencias, datos e insumos para publicaciones, documentos proyectos y propuestas de política y recomendar elementos de inclusión relacionados con el ODS4-Educacion 2030, cultura, patrimonio, migración, emergencias y Educación para el Desarrollo Sostenible. - Asegurar que los sistemas de gestión de conocimiento estén al día y que el contenido este coordinado y compartido con el personal de la oficina de Santiago, oficinas de país e institutos Categoría I (IESALC y IIEP). - Analizar buenas prácticas y tendencias para aportar insumos y recomendaciones a una variedad de propuestas e informes. - Apoyar el componente de información pública al trabajo de la Oficina. - En el contexto de Marco de Cooperacion del SNU de Chile con el Gobierno de Chile (2023-2026), colaborar con los socios del UNCT Chile enfocados en aspectos comunicacionales compartidos y relevantes para UNESCO. - Coordinar como punto focal técnico en temas de Comunicación e Información, tales como Libertad de expresión y libertad de prensa. - Realizar cualquier otra tarea relacionada a la misión de UNESCO que se requiera. Long Description ---------------- **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** • Master’s degree in Social or Political Sciences, Communication, Journalism, Social Marketing, Publicity or other relevant fields to communication and resource mobilization. **Work Experience:** - Minimum 10 years of relevant work experience in communication, journalism and social marketing. - Strong knowledge of Chilean and Latin American public institutions and medias. - Strong knowledge and experience in the following UNESCO’s programme sectors: Education, Culture, Social and Human Sciences and Communication and Information **Language:** - Spanish: Fluent; and good knowledge of English. **References:** - Se solicita 3 referencias de previos empleadores **DESIRABLE QUALIFICATIONS** ---------------------------- - Strong knowledge and experience in the following UNESCO’s programme sectors: Education, Culture, Social and Human Sciences and Communication and Information - Experience in working for the United Nations or another international or development organization - Good knowledge of French language **BENEFITS AND ENTITLEMENTS** ----------------------------- **Leave** Annual leave Annual leave shall be granted at the rate of 2½ days for each completed month of service, which is credited to the individual from the first day of his/her contract. The annual leave entitlement must be taken in full during the contract period, however up to 10 days can be carried forward if the contract is renewed. Compensation shall not be paid for unused leave at the end of the contract; and contracts must not be renewed solely for the purpose of allowing the SC contract holder to take unused annual leave from a previous contract. If UNESCO terminates the contract of an SC holder before its expiry date, and he/she has any unused accrued annual leave, the contract holder shall take such leave before he/she is separated. If exigencies of service do not allow any such leave to be taken before separation, compensation for any untaken annual leave shall exceptionally be paid. In the event of the SC holder’s resignation, any untaken annual leave shall be taken before the separation; under no circumstances shall compensation be paid for untaken accrued annual leave. If termination is the result of the contract-holder’s improper conduct or violation of any term of the contract, the SC may receive financial compensation for any untaken accrued annual leave. **Sick Leave** SC holders are entitled to 2 (two) working days of paid sick leave per completed month of service, equivalent to 24 days (including certified and uncertified sick leave) per complete year of service. The total amount of sick leave shall be credited on the first day of their contract. During the first 2 (two) years of contract, up to 24 days of unused sick leave may be carried forward if the contract is extended. To qualify for paid sick leave, absences of more than three consecutive working days taken by SC contract holders must be supported by a medical certificate. Medical certification is also required after three uncertified sick leave days in any 6 month period. **Maternity leave** SC contract holders are entitled to 16 weeks maternity leave, subject to provision of a medical certificate from a qualified practitioner which indicates the expected date of confinement. Once the period of maternity leave has started, no SC contract holder shall be separated during the period of maternity leave: the contract must be extended to cover the full period of maternity leave. For the purposes of this entitlement, maternity leave should not start less than 2 weeks before the expected date of childbirth and finish not less than 10 weeks after the expected date of childbirth. **Social Security** SC contract holders are not eligible for participation in UNESCO’s Medical Benefits Fund or UN Joint Staff Pension Fund, nor are they covered by UNESCO’s Staff Compensation Plan\*. \*except for former staff members already participating in either or both MBF/Pension Fund. The social security arrangements for the SC contract-holder must be clearly set out in the SC contract, whether they are registered in a local scheme or receiving an additional payment for registering in a private medical and/or pension scheme. The arrangements must be drawn to the attention of the individual before the contract is signed.
