OBJECTIVES OF THE PROGRAMME

The Global Tuberculosis Programme (GTB) leads and guides the global effort to end the TB epidemic through universal access to people-centred prevention and care, multisectoral action and innovation. GTB specifically: 1) provides global leadership to end TB through strategy development, political and multisectoral engagement, strengthening review and accountability, advocacy, and partnerships, including with civil society; 2) shapes the TB research and innovation agenda and stimulates the generation, translation and dissemination of knowledge; 3) develops policy options, norms and standards for TB prevention and care and facilitates their implementation; 4) provides specialized technical support for Member States and partners, working with WHO regional and country offices to catalyse change and build sustainable capacity; and 5) monitors, evaluates and reports on the status of the TB epidemic and progress in financing and implementation of the End TB Strategy at global, regional and country levels.

DESCRIPTION OF DUTIES

  1. Conduct analyses required for the annual production of estimates of TB incidence and mortality at global, regional and national levels, and estimates of the burden of drug-resistant TB, for publication in WHO's annual global TB report. 2. Contribute to (i) analyses of national and subnational surveillance data and (ii) the design, analysis and reporting of national surveys of the prevalence of TB disease, national surveys of drug- resistance, national surveys of costs faced by TB patients and their households, and national inventory studies to assess underreporting of detected TB cases, as the basis for robust estimation of the burden of TB and trends in this burden and to inform policy and programmatic action. 3. Provide expert statistical advice and support to other staff in TME and to staff in other units in the Global Tuberculosis Programme, such that all analyses are conducted using best-practice statistical methods. 4. Contribute to the development and implementation of the recommendations of the WHO Global Task Force on TB Impact Measurement, including via participation in meetings of the full Task Force, proactive membership of the subgroups of the Task Force (especially those related to the periodic review of methods used by WHO to produce estimates of TB disease burden, strengthening national notification systems, priority studies to periodically measure TB disease burden, and analysis and use of data), organization / facilitation of workshops and country missions. 5. Lead or contribute to the production of high- quality written products related to TB surveillance, national TB surveys and estimates of the burden of disease caused by TB, including reports, guidelines, handbooks and publications in peer- reviewed journals. 6. Contribute to other work in TME, as appropriate.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in mathematics and Masters degree in statistics. Desirable: Advanced degree at doctoral level in statistics or epidemiology, or the equivalent publications in peer-reviewed journals.

Experience

Essential: At least seven years of experience of working as a medical statistician, including at least five years in a university or research setting. Experience of contributing to study design and conducting advanced statistical analyses in the context of research related to tuberculosis or other infectious diseases. Publication record in peer-reviewed journals. Experience of teaching statistics and statistical computing. Some experience gained in an international context. Desirable: Experience of working with WHO and an excellent knowledge of its mandate and work in the field of tuberculosis. Experience of good data management practices in the setting of randomized clinical trials and clinical research. Experience in mathematical modelling of infectious diseases. Experience of using Bayesian methods.

Skills

Excellent knowledge of mathematical statistics and extensive experience in statistical computing. Excellent knowledge of analytical methods adapted to complex study designs, in particular complex sample surveys and cohort studies, and proven ability to apply these in practice. Proven ability to write up the results of analyses to a standard suitable for publication in peer-reviewed journals. Proven ability to build capacity in statistical analysis via facilitation of workshops and country missions or teaching in a university setting. Excellent knowledge of the Stata or R computer language. Excellent oral and written communication skills. Ability to be proactive/take initiative, and to work with a high degree of independence. Excellent at working as part of a multidisciplinary team.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5150 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
