Background

The impact of COVID-19 has harshly impacted the domestic economy of Djibouti. The pandemic which has engulfed the world has affected the lives and livelihoods of the Djiboutian, particularly after the government announced the confinement on 24 March 2020. The precaution measures adopted by the national authorities and the population against the viral disease have reduced the mobility of the large percentage of the population to avoid the COVID-19 spread in the country.

In order to provide a strategic and sustainable stimulus packages which have ingredients of sustainable development, the government of Djibouti has announced the National Solidarity Pact and sought support from the development partners. UNDP, as the leading UN Agency in supporting Socio-Economic Recovery Plans to the countries globally, supported the government of Djibouti in developing National Solidarity Pact, Socio-economic Recovery Plan leading up to the formulation of National Development Plan – Djibouti ICI. Building upon initial but crucial support mechanisms - the Rising Djibouti campaign which embraced the notion of from citizen to citizen and had crowdfunding at its core, UNDP developed a portfolio of Socio-Economic Recovery Interventions under the same name – Rising Djibouti.

Through this portfolio and in partnership with USAID, Multi Partner Trust Fund and Islamic Development Bank, UNDP will introduce catalytic socioeconomic recovery efforts in Djibouti. The portfolio targets a wide range of affected population, including local micro, small and medium size enterprises (MSMEs), youth, CSOs (civil society organizations) and entrepreneurs to mitigate the socioeconomic impacts of COVID-19 and rapidly recover from the socioeconomic crisis. The portfolio will contribute to improving livelihood and socioeconomic recovery of over 5,000 beneficiaries and will enhance the social inclusion of the most disadvantage and unemployed youth.

Duties and Responsibilities

The portfolio will support existing and establishing new livelihood and job opportunities in Djibouti targeting mainly agricultural and fishery-based livelihood options. The portfolio will support the establishment of MSMEs, generating employment opportunities for youth and enhance market linkages for domestic products and services through the digital applications and partnership with the private sector outlets. The portfolio will integrate skills development elements as its tandem approach to post COVID recovery process. The portfolio will also leverage the skills of youth trained by ongoing skill enhancement project interventions supported by development partners including USAID. This portfolio will support existing vulnerable MSMEs heavily affected by the COVID-19 crisis to reinvigorate and recover their businesses socioeconomic dividends. The identified MSME will receive a comprehensive package of support to help fast track recovery. These includes stimulus packages, technology transfer, production equipment’s or materials, business advisory services and ecosystem enhancement. This project will also increase new livelihood opportunities for the unemployed youth, through value chain assessments, market analysis and trade intelligence to identify local and regional production, transformative industry & processing opportunities. This will contribute to the fast-track socioeconomic recovery and improved livelihoods support systems to increase their agility, adaptability and resilience during the COVID-19 era or any forthcoming crises.

Purpose and Scope of work of the assignment:

The purpose of this assignment is to hire a statistician to support the data analysis of various surveys and data collection interventions undertaken by the post-COVID socio-economic recovery portfolio – Rising Djibouti.

The portfolio throughout its implementation period will undertake various small surveys and data collection interventions as required by the project objective. In addition, the portfolio intends to benefit more than 5,000 direct beneficiaries over the 18 months of implementation. This also requires a proper data management and data analysis from monitoring and evaluation and reporting perspective.

Summary of Key Functions: The key areas of work that the consultant will support are as follows: a) Reviewing the existing Questionnaire and amendment of the questions as needed to make them nimbler for phone-based interviews and face-to-face interviews b) Provide training to the enumerators c) Lead the trial survey process in which the enumerators will be testing the survey questions on the sample households d) Monitor the quality of survey and the data gaps during the survey e) Conduct the data clean up f) Carry out data analysis and develop survey report

Competencies

At least 4 years of experience in developing researches and surveys ? Ability to design surveys and lead the survey team; ? Proven experience of data analysis and documentation ? Knowledge of statistical analysis applications and tools ? Prior experience of providing statistical training will be an asset ? Advanced knowledge of and skills in MSOffice, including Word,Excel, PowerPoint. ? Prior experience of doing the data analysis for UNDP in the context of COVID response mechanism

Language Requirements: ? Excellent command of French, and local languages spoken in Djibouti; ? All the materials and reports elaborated within the contract should be submitted in French ? Working knowledge of English is preferred

Required Skills and Experience

Minimum Academic Qualifications ? University degree in Economics, Statistics, or Econometrics

Financial Proposal The financial proposal must be expressed in the form of an “all-inclusive” lump-sum amount, supported by breakdown of costs as per template provided. The term “all inclusive” implies all cost (professional fees, travel costs, living allowances etc.) Under the lump sum approach, the contract price is fixed, regardless of changes in cost components.
