Organizational Setting

Food and Nutrition Security (FNS (in Portuguese: SAN)) is understood as "the realization of the right of everyone to regular and permanent access to quality food, in sufficient quantity, without compromising access to other essential needs, based on health-promoting food practices that respect cultural diversity and that are environmentally, culturally, economically and socially sustainable.

It is a comprehensive concept, which establishes the challenge of measuring and monitoring the dimensions associated with FNS. Above all, it is one of the fundamental aspects for guaranteeing social protection, care, and promotion of integral development.

Aiming to ensure the Human Right to Adequate Food (in Portuguese: DHAA), Brazil established the National System of Food and Nutritional Security (in Portuguese: SISAN) through the Organic Law of Food and Nutritional Security (in Portuguese: LOSAN), Federal Law Nº. 11346 of 2006, which implements and coordinates policies to promote and access to healthy food, access to water, promotion of production, marketing and consumption of food from family farming.

The objectives of SISAN are to formulate and implement food and nutritional security policies and plans, stimulate the integration of efforts between government and civil society, and promote the follow-up, monitoring, and evaluation of food and nutritional security in the country.

The organizational structures of SISAN are today institutionalized in a model that decentralizes management towards the state and municipal levels. Through this decentralized federative system, governmental bodies (municipal, state, district and federal) must act together to carry out the National Food and Nutritional Security Policy, with a view to promoting and guaranteeing the progressive realization of DHAA.

The actions of food and nutritional security have occurred throughout the national territory, for example, from the National School Feeding Policy (in Portuguese: PNAE), the public equipment of FNS (community restaurants, community kitchens, and food banks), the actions to promote family agriculture, urban and peri-urban agriculture, the actions of food and nutritional education (in Portuguese: EAN), among others.

All states and the Federal District have adhered to SISAN, forming a group of technicians and managers committed to the consolidation of this System. The current challenge of the federal government is to strengthen the performance of these state instances, as well as to promote the adhesion of the municipalities, which today have a total of 479 municipalities.

Among the strategies to improve the management of SISAN, it is considered fundamental to have diagnoses on the existence and functioning of the state and municipal components of SISAN to support the planning of strategies for its strengthening. It is in this context that, in 2014, MapaSAN was created as a self-declared and voluntary survey conducted by municipal and state managers, with the objective of collecting information, at the state, Federal District and municipal levels, on the management of the System and the FNS actions developed by them.

By instituting systematic mechanisms of research on the management of FNS policies and public equipment, the National Caisan aims to provide inputs to expand the possibilities of monitoring, evaluation, systematization, and dissemination of relevant information on the scope of SISAN and the National FNS policies in the federation units and municipalities.

The challenges related to the strengthening of SISAN are also faced both in relation to the need to collect and organize this information so that each municipality, state, and Union has a precise diagnosis of the gaps for planning their FNS public policies, and in the sense of developing and implementing systematic research processes that respond to two major aspects of SISAN in the governmental sphere: those related to the management of SISAN in the states and municipalities, the FNS equipment, and the FNS actions developed by them.

Therefore, it is in this context that the hiring of a consultant is justified, with the objective of carrying out the statistical treatment and analysis of the data collected in the MapaSAN 2022 research in the States and Municipalities - 4th edition of MapaSAN.

The contracting will be done through the International Technical Cooperation Project with FAO - Project UTF/BRA/085/BRA - Contracting of Individual Consultants - Product Mode. The overall objective of the Project is the "Support to the Improvement and Consolidation of the National Policy on Food Security and Nutrition". In the scope of the project, the action is included in Result 1 "National Policy on Food and Nutritional Security - PNSAN and National System of Food and Nutritional Security – SISAN strengthened and consolidated", Product 1. 1 - "National System of Food and Nutritional Security structured and disseminated among the federated entities and society" and activity 1.1.1 which aims at "Developing studies, methodologies, strategies and specific tools to support the management of SISAN at the federal level and among the federated entities, strengthening social participation".

Technical Focus

Carrying out Statistical treatment and analysis of the data collected in the survey of Mapping of Food and Nutritional Security (MapaSAN) 2022, in the States and Municipalities.

Tasks and Responsibilities

The activities to be performed are as follows:

  • Prepare a Work Plan, in the model established by FAO - Food and Agriculture Organization of the United Nations, containing the development strategy for all the consulting products, which must be delivered together with the first product to be presented;
  • Carry out technical meetings and information gathering with the technical teams of the National Secretariat of Social and Productive Inclusion - SEISP and the Secretariat of Evaluation and Information Management - SAGI, regarding the methodology of information collection and the results of the Mapping of SAN in the Municipalities;
  • Carry out database extraction and statistical treatment of the data collected in the MapSAN in 2022 in the municipalities;
  • Define the scope of the executive summary and the final publication of MapaSAN 2022;
  • Systematize and analyze the data and information to compose the analysis of the MapaSAN 2022 results for each axis;
  • Prepare the final technical document containing tabulations and reports with the research data, including
    • publication of the resulting database;
  • Present the content of the texts to other areas of the SEISP;
  • Develop other activities necessary for the execution of the consultancy.

The products expected from the consultant as a result of the developed activities are described below:

Product 1: Technical document in the form of a research report with the results achieved by the research at the end of the online data collection stage. - 60 days after signing the contract

Product 2: Technical document containing tabulations and reports with the research data, including publication of the resulting database. - 110 days after signing the contract

Product 3: Technical document in the format of an executive summary and research report, including the publication of online access tools to the database. - 150 days after signing the contract

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum requirements:

  • Degree in the areas of Applied Social Sciences, Health Sciences, Agricultural Sciences, Human Sciences and/or Exact and Earth Sciences, according to the Knowledge Table of CAPES, with a diploma duly recognized by MEC.
  • Minimum experience of 5 (five) in formulation and/or implementation and/or execution of public policies for the federal government and/or state/district/municipal governments.
  • Working knowledge (level C) of English
  • Brazilian Nationality or other legally authorized to work in Brazil

Technical/Functional Skills

Specialization and/or Master's degree in the Humanities Sciences and/or Applied Social Sciences and/or Health Sciences and/or Agricultural Sciences and/or Exact and Earth Sciences in areas related to Public Policy and/or Social Research and/or Food and Nutrition Security.

- At least 2 (two) years of experience in monitoring public policies;

- Experience in actions and programs that have contributed to the organization and/or structuring of public systems (example: Sisan, SUS, SUAS and others);

- Proven experience in diagnoses, construction and analysis of public policy data for the federal government and/or state/district/municipal governments.

- Experience in the use of one or more statistical software like R, STATA, SPSS, etc
