ORGANIZATIONAL CONTEXT

The Staff Wellness Division (WEL) is located in the Workplace Culture Department and supports WFP by striving to build a successful workplace health programme through integrating occupational safety and health protection with psychological and health promotion to prevent employee injury and illness, and to advance the health, wellbeing, morale and performance of WFP employees. The WEL Division is comprised of 70 colleagues located in HQ, in the Regional Bureaux and in Country Offices. WEL is made up of three HQ Units (i.e. the Medical Service, the Staff Counselling Unit, and the Wellness Insurance Unit) and the WEL Front Office. In addition, besides HQ WEL colleagues, the role entails strong collaboration with other “Wellness Partners” which in HQ are Administration, Engineering, Safety, Security, Human Resources, Budget, Finance, Legal. In the field WEL’s Regional Bureau Networks include the Regional Medical Officers, Regional Staff Counsellors, Regional Administration, Human Resource and Finance Colleagues and counterparts in the Country Offices. All these actors are fundamental to the inter-disciplinary and cross-functional actions necessary to getting effective wellness initiatives to the field.

With its substantial number of healthcare professionals, WEL’s culture is inherently collaborative and its perspective on health is a holistic one. The programmes it supports are motivated by evidence-based findings. The WEL team are committed professionals who unceasingly advocate within and without the organization for occupational health and safety/employee wellbeing.

JOB PURPOSE

The Staff Health Protection Advisor plays a critical role in the implementation of the WFP Staff Wellness Strategy, its three goals (i.e. OneWellness-Focus on the Field, Promote a Corporate Culture of Health and Create an Enabling and Supportive workplace) and its 5 interactive pillars (i.e. Medical and Mental Health, Psychosocial Wellbeing, Working Environment and Accommodation Conditions, Safety and Workforce Stewardship). For example, the Staff Health Protective Advisor has been instrumental in supporting Country Office Staff Wellness Committees which have grown in number 20-fold in the past 4 years. These Committees promote wellness at the “grassroots” level. Additionally, the Staff Health Protection Advisor champions improved access to healthcare for WFP employees and families especially in critically underserved locations. Working with other UN agencies to support UN employees and families in duty stations, the Staff Health Advisor promotes wellness initiatives for all UN agencies, sharing expertise, experiences, and resources and moving towards a global partnership for achieving Sustainable Development Goal 17, in line with WFP’s Strategic Plan.

The Staff Health Protection Advisor reports directly to the WEL Division Director and technically manages project managers of the WFP primary care clinics and the Business Support Assistant of the WEL Front Office.

KEY ACCOUNTABILITIES (not all-inclusive)

Support Implementation of WEL Strategy Goal 1: Focus on the Field

  • Support and participate in health and healthcare assessments of duty stations to determine priority duty stations for wellness support projects
  • Work with Regional Medical Officers and Regional Staff Counsellors to support Wellness initiatives
  • Provide expertise in coordinating Legal, Procurement and Budget questions and collaboration in support of Wellness projects in the Regional Bureaux and Country Offices
  • Support improving access to Healthcare for WFP employees and dependents in underserved locations through expansion of provider networks with WEL insurance and/or support strengthening UN Clinics where possible and/or establishing WFP clinics/contract Clinic Teams through Long Term Agreements
  • Promote synergies amongst the Country Office Staff Wellness Committees, coordinate with Regional Bureau Staff Counsellors and Medical Officers, and adopt best practices for the Staff Wellness Committees
  • Provide technical supervision for already established clinics (i.e. Ethiopia Medical Assistance Team or EMAT, Darfur Medical Assistance Team or DAMAT and Malawi Primary Care Clinic or PCC)
  • Create, maintain, and reinforce networks with Country Office Wellness Officers, Country Office Staff Counsellors and Regional Bureau Wellness Networks on Country Office wellness projects

Support Implementation of WEL Strategy Goal 2: Corporate Culture of Health

  • Promote Wellness projects that address accident, incident and illness findings from Safety and Epidemiological reports (e.g. from Annual Insurance Plans Reports and Sick Leave Cumulative Geo-Located data)
  • Promote Country Office Health Screenings with a focus on disease prevention through lifestyle and behavioural changes in the workplace and ensure appropriate medical follow up
  • Advocate for, monitor and evaluate mitigating measures aimed at reducing Corporate Risk n. 12 “Insufficient investment in employee health, safety, and security”

Support Implementation of WEL Strategy Goal 3: Create an enabling and supportive workplace

  • Partner with Administration/Field Engineering for implementation of minimum standards for WFP workplaces, living accommodations, associated facilities, and basic services (e.g. sanitation, access to potable water)
  • Collaborating with Staff Counselling, work towards the re-purposing of Peer Support Volunteer Programme to the creation of Country Office Wellness Focal Points
  • Partner with other UN agencies and larger humanitarian community to initiate, promote, assess, monitor, evaluate wellness programmes and occupational safety and health

Support Emergency Preparedness and Outbreaks

  • Provide timely, evidence-based epidemiological technical recommendations on injury and illness prevention
  • Prioritize Staff Health and Safety interventions geared towards mitigating health risks, considering incidence/severity, resources available, efficiency/effectiveness using all official data sources available including data
  • Propose efficacious, realistic interventions, in consultation with Medical Service, Emergency Preparedness, Security Divisions and, when applicable, in coordination with other UN agencies
  • Promote health and safety awareness through information dissemination and training programmes on accident and disease prevention
  • Prioritize protective health measures/basic first aid/resuscitation training for on emergency deployment rosters.
  • Be ready to be deployed to provide in-country support and training when requested
  • Work with stakeholders to specify the medical requirements for deployment kits

Coordinate with WEL Director on WEL's financial needs

  • Provide narratives/documentation on funding requirements citing WEL past achievements and WEL's projections for potential donors (e.g. BMZ of Germany, Israeli Donation for EMAT AgRDT)
  • Serve as a resource for Special Account Wellness Programme (SAWP) Wellness Users and their Investment Cases

ABOUT YOU

  • The ideal Staff Health Protection Advisor is a committed public and occupational health professional passionate who fervently cares about the WFP and UN workforce and who is dedicated to advocating and promoting holistic employee health and safety.
  • The candidate must have excellent communication skills and must be able to effectively interact and work with colleagues within a multicultural environment
  • They must be able to work collaboratively with different units and colleagues to achieve organizational goals, networking with other disciplines and with stakeholders across the UN and wider humanitarian community

QUALIFICATIONS & KEY REQUIREMENTS

  • University Degree in Medicine or Nursing or other appropriate allied health fields
  • Advanced University Degree in Public Health or similar
  • At least 8 years of postgraduate progressively responsible clinical experience as a Medical Doctor/ Practitioner including at least 4 years of international experience in the occupational health field
  • Administrative experience in the medical field including budgeting, supervisory responsibility, and resource and project management
  • Experience in emergency management (emergency/disaster medicine), travel medicine, tropical and infectious diseases is desirable
  • Previous UN system/ International medical experience is desirable

LANGUAGE REQUIREMENTS

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP working Language)
  • Intermediate knowledge of Italian is desirable

TERMS AND CONDITIONS

The selected candidate will be employed on a fixed term as well as a non-rotational contract with a probationary period of one year.
