Result of Service The overall purpose of this assignment is to improve staff productivity, performance and engagement in the work place by conducting fun, challenging and engaging activities to strengthen team spirit, trust and collaboration among staff members. The retreat will provide space for reflection on programming deliverables for the section for 2022 and 2023. It will explore ways to enhance effective communication, conflict resolution, team morale and adapting to organizational changes.

Expected duration The Consultancy will be for 6 weeks

The facilitator shall receive an overall fee of 4000 USD, payable in two equal installments:

  • First payment of 50 per cent of the total remuneration upon acceptance of the retreat plan by the Section.
  • Second payment 50 per cent of the total remuneration upon successful facilitation and acceptance of the report of the retreat.

    Duties and Responsibilities Background

The Economic Commission for Africa (ECA) sub regional office for Southern Africa (SRO-SA) based in Lusaka (Zambia) is responsible for supporting the following regional member States; Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Mauritius, Namibia, South Africa, Zambia and Zimbabwe. The focus area of SRO-SA within the overall work of ECA is on Inclusive Industrialization., For delivery purposes, the work of SRO-SA is divided into two interrelated clusters, Sub regional Initiatives and Inclusive Industrialization.

The Inclusive Industrialization Cluster supports the acceleration of the regional industrialization agenda through (a) assisting member States and regional economic communities (RECs) to promote and develop inclusive industrialization policies, national and regional plans and appropriate institutional frameworks; (b) collaborating with the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA) Secretariats in supporting regional socio-economic development; (c) convening expert group meetings and policy dialogues and providing technical support and advisory services to member States and key stakeholders aimed at enhancing their capacity to design and implement priority initiatives towards economic transformation, and (d) assisting the private sector including micro, small and medium enterprises play a leading role in industrialization through capacity development and the creation of conducive operating environments. The cluster undertakes research on various dimensions of industrialization including on the role of the private sector and micro, small and medium enterprises and on inclusive industrialization. Overall, the work of the Cluster is anchored on the industrialization frameworks elaborated by both COMESA and SADC and the attendant implementation strategies and their subsequent domestication by regional member States.

Participants The Retreat will gather staff of the Inclusive Industrialization Section of the Subregional Office for Southern Africa

Duties and Responsibilities

The facilitator will work under the overall guidance of the Chief of the Inclusive Industrialization Section, and in close coordination with, and under the direct supervision of the technical focal point, Mr Fanwell Kenala Bokosi to prepare for, organize and facilitate the retreat, and produce all associated deliverables.

  • Discuss the planning and delivery of the Work Programmes of IIS and the interface of the IIS with other section in SRO-SA and ECA Divisions in line with the ECA vision and mandate;
  • Share experiences on programme planning, collaboration, interaction with stakeholders, and the delivery of technical support to member States, RECs and other stakeholders, through Intergovernmental Committee of Experts (ICEs) meetings, ad hoc experts group meetings (AEGMs), advisory services, seminars, workshops, policy dialogues and other modes;
  • Review existing gaps and causes of inadequate cooperation and partnership within IIS and SRO-SA and co-develop concrete steps towards strengthening of partnerships in the support to member States, RECs and other stakeholders as well as partnerships within the larger UN family (regional and sub regional coordination mechanisms) and UN Country Teams;
  • Promote team-building aimed at strengthening collegiality and teamwork in the Section with a view to promoting efficient and effective delivery;
  • Facilitate discussions to reach a common understanding on workflow based on the guidelines provided by the Senior Management Team (SMT) of the Office;

Deliverables - Material and processes related to preparations for, organization and facilitation of the retreat to be agreed with the technical focal point and Chief of the Section. - Concise high-level report of the retreat, summarising the process and decisions taken, as well as providing expert recommendations on a way forward.

Qualifications/special skills Skills: Demonstrated skills in building consensus among multiple partners around complex and sensitive issues, and in identifying innovative solutions to complex and systemic challenges; Academic Qualifications: An Advanced University Degree in Public Administration, Economics, Business, Public Finance, or related field is required .A First-Level University Degree in combination with additional Two years qualifying experience maybe accepted in lieu of the advanced University Degree. A PHD is an advantage . Experience: 10 Years professional experience in strategic planning, coaching and development, preferably in an international environment. Extensive experience in designing and facilitating retreats of a high-level team on complex issues of the UN Reforms and UN Development Frameworks especially for senior leaders in international development organisations. Extensive experience in guiding senior leaders in undertaking transformative organisational change is required. Language: English and French are the working languages of the United Nations Secretariat. For this Consultancy, English is required. Knowledge of the other is an advantage.
