Job Description

BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity, and hope to millions who are uprooted and struggling to endure. In response to the arrival of refugees in Greece in 2015, the IRC has been offering SMS, WASH, and Protection Services. Among others, through its child protection programs, the IRC has been offering individual support through case management to vulnerable children and their families, non-formal educational activities for children through Safe Healing and Learning Spaces, and emergency accommodation and protection to unaccompanied children. Since 2019, IRC Hellas implements an alternative care project for unaccompanied children and will now pilot this project for Greek-born children and adults.

SCOPE OF WORK: IRC Greece supports vulnerable refugee and asylum-seeking youth 18-21 years old in Athens to access quality integration services. The IRC supports access to job counseling, legal counseling, job referral, life skills, vocational training, education, and psychosocial support – directly and in collaboration with partners. We are looking for a Senior Livelihoods Officer to be responsible for the day-to-day implementation of integration activities including the supervision of a team consisting of a job counselor, an education officer, a case manager, and interpreters, and the overall programmatic and monitoring and evaluation activities for the livelihoods programs.

Responsibilities:

Program planning & implementation

• Coordinate the project operation in Athens;

• Support the Livelihoods Manager in the supervision of the project by collecting and providing regular feedback from staff and beneficiaries;

• Act as a focal point for the implementation of activities with local partners;

• Support the project implementation by coordinating and leading sessions on navigating the housing market in Greece for young adults 18-21 years old.

• Support the project implementation by providing individual housing support sessions addressing challenges in renting an apartment for young adults 18-21 years old.

• Carry out program reporting as requested collecting feedback from field staff and beneficiaries when needed;

• Any other task designated by the Senior Livelihoods Manager as requested.

Staff Management / Supervision / Capacity Building

• Lead the day-to-day supervision of the project’s staff members and provide support via group and individual meetings;

• Support the professional development of staff and communicate training and other needs to the Livelihoods Manager;

• Ensure regular reporting from the projects is compiled and reports are submitted to the Livelihoods Manager on a weekly/monthly basis;

Monitoring, evaluation & reporting

• Carry out program monitoring and evaluation, by reviewing relevant project data and establishing M&E processes for data collection, data accuracy, and data presentation;

• Ensuring relevant project data (client assessments, training attendance records) are accurately collected and updated on a weekly and monthly basis;

• Share employability data on a monthly basis with the Livelihoods Manager;

• Build relevant data collection tools and train staff and partners on their use;

Coordination and Administration

• Coordinate closely with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures;

• Under the direction of the Sr Livelihoods Manager and the Livelihoods Manager help liaise with local implementing partners providing employability and self-employment services;

• Prepare purchase requests as needed for the program;

• Work constructively within the team and take initiative on new tasks;

• Maintain program files and database;

• Participate in regular team meetings and partners supervising meetings;

Requirements:

• BA/BS Degree in international development, social sciences, economics, business administration, law, and/or related certification required.

• Minimum 2 years experience in training; teaching; project management, program support, or private sector engagement primarily in relation to refugee protection. NGO experience preferred.

• Strong interest in supporting refugees and vulnerable populations

• Proven understanding and ability to maintain confidentiality and respect for the beneficiaries and partners

• Good interpersonal and strong negotiation skills essential with experience in conflict resolution desirable

• Excellent verbal communication skills

• Strong liaison and diplomatic skills

• Punctuality and attention to detail

• Computer skills, in particular, Excel

• Fluency in both Greek and English is mandatory

Work environment:

Working hours: 9:00-17:00
